Dear Neighbor,
This week, the Los Angeles County Board of Supervisors approved a motion to consolidate homeless services under one unified Los Angeles County department. This directive aims to simplify the current system, increase coordination, and improve our response to the needs of people experiencing homelessness. This new department will deliver immediate, tangible results in our neighborhoods, including addressing encampments more quickly, better access to housing, and increased support services.
Creating a County homelessness department was one of the recommendations of the Blue Ribbon Commission on Homelessness (BRCH), which was established through a motion I co-authored. We have already implemented many of the recommendations from the BRCH, giving all 88 cities in the County a voice in our homeless services system. That is why I supported this opportunity to pursue further implementation of the BRCH recommendations, to continue reforming a system that has long been broken. This new approach will deliver the kind of comprehensive and effective response that has long been needed.
This is a critical moment in Los Angeles County’s fight to end homelessness, and by streamlining our efforts, we aim to deliver rapid and meaningful solutions that address the root causes of homelessness while providing visible, tangible outcomes in our communities.
As Supervisor for the First District, I've consistently worked to bring forward housing, mental health, and homelessness solutions, including at Los Angeles General Medical Center and in Skid Row. I built the Care First Village during the COVID-19 pandemic to serve unhoused residents in the City of Los Angeles and created the Skid Row Care Campus to bring more behavioral health resources to residents. The County also drew down almost $75 million from Governor Gavin Newsom's Encampment Resolutions Fund to support Skid Row residents.
Furthermore, many cities in my district have played a critical role in our fight to end homelessness. Cities like Montebello and Baldwin Park have stepped forward by establishing tiny home villages, Pomona welcomed the Hope for Home Shelter, and El Monte has successfully utilized the State's Homekey program to purchase two hotels, further expanding the options available to those in need.
As we move forward, I remain acutely aware of the budgetary pressures we face, which have been compounded by recent fires and other crises. It will be vital to ensure that this initiative remains fiscally responsible and sustainable in the long term, so that we can maintain the progress we’re making while ensuring continued success in combating homelessness.
Sincerely,
Hilda L. Solis

In honor of Cesar Chavez Day, my office partnered with the Los Angeles County Department of Public Works, SBCC, and Soledad Enrichment Action to beautify the Folsom Stairs. Once considered an eyesore, the stairs were given a fresh new look as volunteers painted each step in vibrant colors, similar to other well-known community stairways. This effort not only enhanced the appearance of the landmark but also contributed to preserving its significance as a local symbol.
