Dear Neighbor,
I want to share an update on our efforts to address illegal street racing and takeovers. Building on our motion calling for a countywide plan for our unincorporated communities, the County’s Street Takeover Reduction Workgroup—comprised of community organizations and key departments, including the Chief Executive Office, Department of Public Works, Department of Youth Development, and Sheriff’s Department—has presented recommendations to further disincentivize attendance and participation in illegal street takeover events:
- Increase applicable fines under the County Code from $500 to $1,000.
- Expand the definitions in the Vehicle Code to include these illegal street takeover events and those who assist in supporting them.
- Send a letter, signed by the entire Board of Supervisors, to prominent social media companies urging them to demonetize posts that promote illegal street takeovers, to stop individuals from profiting from this dangerous and deadly activity.
This upcoming Wednesday, April 2, at 9:30 a.m., our office will present a motion to revise the County’s ordinance on illegal street racing and takeovers to include the above recommendations at the County’s Public Safety Cluster meeting. We encourage anyone impacted by this issue to join us to learn more about the motion and to make your voice heard before it reaches the Board of Supervisors for a vote.

My office is working with the County’s Department of Regional Planning to present a revised oil well ordinance that reinforces the County’s ability to end harmful oil well drilling in our communities. A key plenary stage in the process is to get community feedback on the Environmental Impact Report (EIR). The County will hold a virtual public meeting to get feedback on the EIR on Thursday, April 17, 2025 at 6:00-7:00pm via Zoom. The Notice of Preparation (NOP) and Initial Study (IS) for this project are available for review at the above link. The public comment period is happening now until April 26, 2025.
We are doubling down on our commitment to end oil well drilling by using the legal clarity provided by Assembly Bill 3233 to present a stronger ordinance this year that can withstand attacks from the oil industry. Our office will continue to keep you updated on this process.

This week, the County's Homeless Initiative, in partnership with CalTrans, completed Pathway Home resolutions along the 105 freeway in our unincorporated communities of Willowbrook and West Athens, connecting 23 unhoused residents to interim housing with wrap-around services to help with transitioning into permanent housing. With the support of the County's Department of Public Works, 3 RVs and over 80 cubic yards of debris were removed.
The Los Angeles Homelessness Services Authority (LAHSA), the Sheriff's Department HOST team, the Department of Mental Health, HOPICS, and the Department of Health Services street-based engagement team also supported with outreach to provide the specific support residents need and build trust to get a yes to accepting a path to housing.
While these successes are encouraging, our work is not done. We will continue to share more updates on our progress and encourage our community to stay informed and engaged.

Our 2nd District Clean-Up Crew was in our View Park-Windsor Hills community to power-wash the streets at the corner of Rimpau & Slauson. This work is part of our 2nd District Beautification Project, an initiative we do in collaboration with LA Conservation Corps and Chrysalis to bring trash cleanups, graffiti removal, power washing, gardens, and public art to unincorporated communities throughout the 2nd District.
As of this month, we have removed over 80,000 pounds of trash from our unincorporated communities.

Our office is collaborating with various organizations throughout the 2nd District to host Know Your Rights workshops for our immigrant communities. This week we held a workshop in the unincorporated area of Lennox in partnership with Asian Pacific American Labor Alliance (APALA), Your Local Allies, and Corazon Norte. We are committed to working with school districts and organizations to bring more of these workshops to residents across the 2nd District. It was an honor to speak with dedicated community members called to serve as doulas who are now part of the LA County Medi-Cal Doula Hub. To help ensure residents are accessing this benefit and to support our local doula workforce in becoming Medi-Cal doulas, the Board of Supervisors passed my motion to create the LA County Medi-Cal Doula Hub.
Doulas are trained professionals who provide emotional, physical, and advocacy support to individuals and families during various stages of life, including pregnancy, labor, birth, and the postpartum period.
A special thank you to Frontline Doulas and Diversity Uplifts Inc. for being the community lead organizations working with the LA County Department of Public Health to make this initiative possible.

In honor of Women’s History Month, we recognized three trailblazing women from our district: Amaris Leiataua, Lyric Armstrong, and Evelyn Reeves.
Amaris Leiatua is a first-generation Samoan American from Compton. Among her many accomplishments, Amaris is the first Samoan to earn a Juris Doctorate in the City of Compton. She also worked with the White House Initiative on Asian Americans and Pacific Islanders and is a proud aunt to Moimoi, who reminds her that the future is in great hands.
Lyric Armstrong, President of The Consolidated Board of Realtist, and Evelyn Reeves, the first woman President of the National Association of Real Estate Brokers, have been instrumental to the success of the Consolidated Board of Realtist, a collective of Black realtors advocating for equal housing opportunities.
The term realtist was created in the 1940s for Black people who sold real estate, who, at that time, were banned from being recognized as realtors due to discriminatory practices in the real estate industry.
Lyric Amstrong and Evelyn Reeves have been integral in making homeownership a reality for many diverse families.
Congratulations to all of this year’s Women’s History Month honorees.

High Road Training Partnership (HRTP) Fund
The LA County Department of Economic Opportunity (DEO) launched a $17 million High Road Partnerships (HRTP) Fund to support workforce development organizations in communities that support those most impacted by COVID-19 and economic inequities. Applications open on March 31, 2025, with awards expected by mid-May, and programs must be implemented by June 2026.

Free Legal Services for Tenants Facing Eviction in Unincorporated LA County
As of January 1, 2025, qualified tenants in unincorporated LA County can access FREE legal services through the Los Angeles County Tenant Right to Counsel Program during eviction (Unlawful Detainer) proceedings. Eligible tenants must meet income guidelines and live in unincorporated areas of LA County.

Rental Assistance for General Relief (GR) Customers
Eligible General Relief (GR) participants in LA County can receive up to $475 per month in rental assistance and $500 for a security deposit. To qualify, applicants must meet specific income and property limits.
