Dear Neighbor,
Voting has started for our first 2nd District Community Budget pilot in the unincorporated communities of Ladera Heights and Florence-Firestone. Residents from these communities ages 16 and older, regardless of immigration status, can now decide how my office should invest $500,000 back into their communities. You must live in the Florence-Firestone or Ladera Heights community to be able to vote on the ideas submitted by your fellow neighbors. You can vote right now here: mitchell.lacounty.gov/cb-vote/ until November 1st.
We set up an advisory committee of residents from Florence-Firestone and Ladera Heights to help review the ideas and select the top choices for the broader community to vote on. There are 8 diverse ideas for each unincorporated area that residents will be able to vote on. These ideas range from providing bike stations, increasing access to after school programming, to providing workforce development training to qualify for family sustaining jobs.
This initiative wouldn’t be possible without the coalition of residents and partner organizations working diligently with my office to make this historic pilot happen. Thank you to our partners at Tres Lunas Consulting, Participatory Budgeting Project, and the Reimagine LA Coalition for co-creating this pilot program with my office. And to our community engagement partners: Florence-Firestone Community Organization, U-Think, Young Realtist Division, and the Ladera Heights Civics Association, thank you for helping with outreach to residents.
My goal with this pilot program is to apply the lessons learned to expand similar participatory budgeting initiatives to unincorporated communities throughout the 2nd District. This is only possible with your engagement, so thank you for being part of this process.

Volunteers Help Collect 600 Pounds of Trash at 2nd District Beautification Project Community Clean Up |
|
A huge thank you to all the volunteers and community members who joined us for the 2nd District Beautification Project Community Clean Up! Thanks to the support of LA Conservation Corps, UCLA’s Volunteer Center, Rising Communities, and Republic Services, we picked up 600 pounds of trash alongside El Segundo Blvd and the Vermont Avenue corridor.

2nd District Business Interruption Fund - Applications Now Open Through November 7 |

The 2nd District Business Interruption Fund application is now open! If your small business has experienced a loss in revenue between October 2023 and now due to a natural disaster, construction projects, illegal dumping, or other qualifying challenges outside of your control, you can apply for up to $10,000 in funding.

A presentation and overview will be given, followed by an opportunity for public comment. The Regional Planning Commission will then consider a vote to approve or deny the project or continue the hearing if it deems necessary. Meeting attendees will have an opportunity to testify, or you can submit written comments before or at the public hearing.

Countywide Plan to Preserve and Expand Trees in Unincorporated Communities
 Trees are essential for the health of our communities—providing shade and cooling, improving air quality, and supporting our region’s biodiversity. Access to trees should not be a privilege. Much like our other public infrastructure systems, investments in trees follow race and class lines, leaving low-income communities of color with fewer shade and an over-abundance of heat-trapping pavement.
The Board recently approved my motion with Chair Horvath to adopt a countywide plan to preserve and expand access to trees on streets throughout our unincorporated neighborhoods to rectify these inequities and ensure that every community can enjoy the benefits of robust tree canopy.
Thank you to the County’s Chief Sustainability Office for working with County departments and community organizations, including the West Athens/Westmont Task Force, Koreatown Youth Community Center, Tree People, and South LA Tree Coalition to put forward the County’s Community Forest Management Plan (CFMP). Ballona Creek Interceptor 007 Motion Update |

The Board of Supervisors recently approved my motion to ensure the Interceptor will permanently remain at the Ballona Creek to continue being an effective solution for keeping debris from reaching our waterways. Thank you to the community organizations and residents that have been part of this initiative and continue to work with us in helping to keep our beaches and waterways clean. For 19 years, the Bakewell family and LA Sentinel have created the biggest block party that gives back and uplifts the culture, art, and people of South LA. My office was proud to be present and ensure our County departments were represented, providing residents with onsite services and career opportunities. LA County Launches Permit Applications for Microenterprise Home Kitchen Operations
The Los Angeles County Department of Public Health is accepting applications for Microenterprise Home Kitchen Operations (MEHKOs), with permits available starting on November 1. Microenterprise Home Kitchen Operations are food facilities that are operated by a resident from their private kitchen. Once permitted, a resident can store, handle, prepare, and serve food to the public, as allowed by State law, similar to a mini restaurant. Short Term Rental Ordinance Now in Effect
