Dear Neighbor,
I'm excited to share that the 2nd District Business Interruption Fund will start taking applications on October 7. My office is working with the County's Department of Economic Opportunity and PCR Business Finance to administer the program, which offers grants of up to $10,000 to small businesses that have lost revenue between October 2023 and now due to natural disasters, construction projects, illegal dumping, or other qualifying challenges outside of their control.
Team Mitchell and the Department of Economic Opportunity recently visited small businesses in the unincorporated communities of Florence-Firestone and Westmont/West-Athens to inform them about this grant funding opportunity and how they can apply. Please help us continue to get the word out by sharing this info with small businesses in your community.
The application period starts October 7 at 9:00 a.m. and closes on November 7 at 5:00 p.m. Please note that funds are limited. Before the application period opens, DEO will be hosting upcoming workshops to help small business owners prepare to submit their applications and learn more about the program.
Upcoming Workshops:
- Virtual: Wednesday, October 2, from 6:00 - 7:00 p.m. via Zoom (Register Here)
- In-Person: Thursday, October 3 from 6:00 - 7:00 p.m. at Florence Library (Register Here)
I encourage small business owners to visit the 2nd District Business Interruption Fund website for more information and eligibility requirements.
Thank you to the County's Department of Economic Opportunity (DEO) and PCR Business Finance for teaming up with us to provide much-needed grant funding to our small businesses that are at the core of our local economy and part of the lives and experiences of countless residents.
Sincerely, Holly J. Mitchell Supervisor, Second District

2nd District Racial Justice Learning Exchange - Student Environmental Justice Summit
For this month’s 2nd District Racial Justice Learning Exchange event, we hosted an Environmental Justice Policy Summit with students from El Camino College, Compton College, and West LA College in our district. The students worked with Team Mitchell to create their own environmental justice policy ideas related to issues impacting their communities, which they presented in a mock Board of Supervisors meeting.
Thank you to all the students who participated and for your willingness to share your experience and learn throughout this process, and thank you to South Coast AQMD, and the County Departments who cheered them on. A special thanks to Communities for a Better Environment for being part of this event and for your advocacy. To learn more about upcoming RJLE events, visit mitchell.lacounty.gov/racialjustice

Gov. Newsom Signs Bills Near Inglewood Oil Field - Protecting Residents from Oil & Gas Pollution
The 2nd District is home to the largest urban oil well in the nation. In 2021, the Board passed a motion I authored to set LA County on a path to end oil drilling and adopted the ordinance in 2023. I was proud to join environmental justice advocates, health professionals, and Inglewood Mayor James Butts in standing alongside Gov Newsom as he signed three bills into law reaffirming the authority of local governments to protect their residents from the effects of oil and gas pollution.
The oil industry is looking to undo the advancements made in the legislature and here in LA County to end oil drilling. California Assembly Bills AB 2716 (Bryan), AB 1866 (Hart), and AB 3233 (Addis) help ensure the oil and gas industry is held accountable and that we prioritize public health, safety, and the welfare of residents living near oil wells. Ballona Creek Interceptor 007 Update |
|
Two years ago, my office worked with LA County's Public Works Department, community members, and The Ocean Cleanup to launch the Interceptor 007 in the 2nd District's Ballona Creek to help catch and prevent trash from entering our waterways. I am proud that this pilot program has exceeded expectations. Since its launch, the Interceptor has captured over 248,000 pounds of trash!
On October 3, the Interceptor 007 will be temporarily removed for enhancements, including adding solar panels and doubling its battery storage. At the Tuesday, October 8, Board of Supervisors meeting, I will present a motion that, if it passes, will allow the Interceptor to remain in Ballona Creek. For more information on the outcomes of this pilot, visit BallonaInterceptor.lacounty.gov.
The Interceptor 007 has proven to be an effective downstream solution for catching trash once it's in the water, but more action is needed upstream. We must do everything possible to prevent trash from reaching our waterways. Your involvement is crucial in this mission.
