Dear Neighbor,
LA County has been working to create a permit process for its estimated 50,000+ unpermitted sidewalk vendors. This month, the County's Sidewalk Vending Ordinance officially became effective for all unincorporated communities.
The ordinance, led by LA County's Department of Economic Opportunity (DEO), establishes a Sidewalk Vending Registration Certification requirement (which includes necessary Department of Public Health permitting) that will start taking applications on Thursday, September 5, 2024. Before that date, applicants are encouraged to visit DEO's website to prepare the necessary items required for when the application is available by visiting https://opportunity.lacounty.gov/how-we-help/sidewalk-vending-program/
DEO will host upcoming in-person workshops in English and Spanish to help applicants prepare and receive one-on-one assistance completing the application.

The ordinance also creates a Sidewalk Vending Program that will be overseen by DEO and its Office of Small Business. For the first time, this program will provide a single point of entry for the community to access assistance, education, and support in resolving issues related to sidewalk vending.
Before state legislation made sidewalk vending legal, sidewalk vendors—many of whom are women, representing multicultural communities and providing for their families through sidewalk vending—have always been part of our local economy, providing affordable and culturally diverse food for communities throughout LA County.
My office will continue to work closely with our county departments and alongside residents, sidewalk vendors, and small businesses in our unincorporated communities to ensure the ordinance's implementation provides a clear pathway to compliance that protects public health and builds on our work to give businesses of all sizes the opportunity to thrive and grow in LA County.

Westside Area Plan Community Listening Session on August 29
On Thursday, August 29, our office is teaming up with the Los Angeles County Department of Regional Planning for a follow-up to our August 1st community meeting on the draft LA County Westside Area Plan which includes the communities of Ladera Heights, View Park – Windsor Hills, Franklin Canyon, West LA Sawtelle VA, West Fox Hills, Marina del Rey, and Gilmore Island. This will be a hybrid event available in person or via Zoom.

Addressing Homelessness: West Athens Community Meeting
|
|
We recently met with West Athens residents at our West Carson Community Office to discuss concerns on RV encampments. The County’s Homeless Initiative team joined us to share updates on the latest Pathway Home data and announced a non-displacement cleanup for the West Athens area on August 20th. We will continue to host community meetings for neighborhoods throughout our district as we work to address the homelessness crisis.

Expanding Low-to-Free Metro Fares for EBT Cardholders
Transportation costs make up the second highest share of household expenses for residents, making clear the need for a simplified process for eligible residents to access the low—to no-cost fares offered through Metro’s LIFE program. This past week, the Board approved my motion to help streamline this process by having the County’s Department of Public Service (DPSS) work with Metro so we can soon provide residents who receive an EBT card through DPSS with the ability to tap that same card to take Metro for free.

Maggie Hathaway Golf Course Update
Team Mitchell recently joined the Department of Parks & Recreation for a community meeting to share updates on the future of the Maggie Hathaway Golf Course at Jesse Owens Park.
This November, the golf course will temporarily close for renovations, which are expected to be completed by next Fall. We appreciate all who joined us to learn more about this project and look forward to community members enjoying the upgrades once the course reopens. Thank you to the Southern California Golf Association, Fore Youth Golf Foundation, and Wells Fargo for your partnership.

3rd Annual Lennox Night at the Park
Our office hosted our 3rd Annual Lennox Night at the Park, welcoming community members for a night filled with activities, including a free concert, resources, good food, and a futsal tournament! This event is the result of our office partnering with the Lennox Working Group for a Safer Park to make our Lennox Park a more welcoming and enjoyable space for all residents. We would like to thank our community partners, including Crossroads, Centinela Youth Services, Lennox School District, LA County Parks & Recreation, and Lennox Library - and to all the community organizations and volunteers who supported this event.
Summer Parks After Dark Student & Family Resource Event
Our Constituent Services team recently participated in Back to School events throughout the 2nd District and co-hosted our own event that had nearly 1,000 attendees with the Department of Parks & Recreation, Gardena High School's Corazones United Student Organization, and Willowbrook Art Hop to close out the final day of Summer Parks After Dark at Earvin Magic Johnson Park. A special thanks to all the organizations that donated all giveaway items, including Delete the Divide, which gave away 50 laptops, South Bay Bicycle Coalition+, Veteran Peer Access Network, and East Side Riders Bike Club.
Black Girl Joy Festival
My office joined the CA Black Women's Collective Black Girl Joy Festival. Over 180 middle and high school students experienced a packed day dedicated to celebration and wellness with yoga, a sound bath, self-defense training, a financial literacy seminar, and other uplifting activities. A special thank you to our We Are the 2nd District Volunteer Coalition members who came out to support the event!

JCOD Incubation Academy
The JCOD Incubation Academy invites grassroots non-profit organizations in Los Angeles County, especially those with BIPOC, LGBTQIA+, or justice-involved leadership, to apply for its program aimed at enhancing their capacity to serve justice-involved people. The Academy offers 15 weeks of virtual training and a year of support, including technical assistance and peer advising, to strengthen non-profit management practices. Priority is given to organizations with diverse leadership and those serving high-need areas. Applications for the 7th cohort are due by August 15, 2024. Clean Power Alliance Announces Applications Now Being Accepted for 2024 Community Benefits Grant
Clean Power Alliance (CPA) is now accepting applications for the 2024 Community Benefits Grant, which will distribute $325,000 to 12 to 15 nonprofit organizations advancing clean energy, sustainability, and resilience within CPA’s service area. This grant, in partnership with Calpine Community Energy, offers funding to organizations focused on research, education, environmental and social justice, and workforce development.
