Dear Neighbor,
As we prepare to celebrate the 4th of July this week with friends and family, I want to emphasize that the sale or use of illegal fireworks in LA County is prohibited and highlight some safety tips and resources for enjoying fireworks this summer, including checking out the Marina del Rey 4th of July show at 9:00 pm. For a close-up view of this 20-minute show, you can visit Burton Chace Park at 13650 Mindanao Way or Fisherman’s Village at 13755 Fiji Way.
- The County of Los Angeles Fire Department has compiled a list of free professional fireworks shows to encourage families to experience safe and spectacular displays in their community. They have also shared safety tips for using “Safe and Sane” fireworks at home, which you can read here.
- For pet owners, the LA County Department of Animal Care and Control (DACC) advises keeping your pets indoors during fireworks, closing windows and curtains to reduce noise and flashes, and staying calm to provide reassurance without reinforcing fear. DACC will remain open throughout the holiday to help pet owners reclaim their lost and frightened pets.
Reporting Illegal Fireworks in LA County:
Residents can report the sale or use of illegal fireworks to their local Sheriff’s station or leave an anonymous tip at 1-800-222-TIPS.
For more information on fireworks safety and a list of professional, free fireworks shows near you, visit Fireworks Safety in LA County. Let’s celebrate responsibly and keep our loved ones safe. Have a happy and safe Fourth of July!
Sincerely, Holly J. Mitchell Supervisor, Second District

2024 Los Angeles Point-in-Time Homeless Count |
|
This year’s point-in-time count of the estimated amount of people experiencing homelessness showed a decline in people experiencing homelessness after many years of increases in LA County and LA City, proving that our unified efforts are working. With the addition of LA County’s Pathway Home program, which focuses on people living in encampments, our capacity to bring people home humanely–has increased. By providing ongoing outreach and connection to interim and permanent housing with supportive services, we are getting more people to say “Yes” to housing that meets their needs. This is the time to keep our focus on strategic investments in outreach, mental health services, and affordable housing to make sure this decline in homelessness becomes more than a slight shift - but a continuous drop in less people experiencing homelessness on our streets.
To learn more about results from the the Los Angeles Homeless Services Authority’s 2024 Point-in-Time Homeless Count visit, The Greater Los Angeles Homeless Count 2024
Measure A is on Ballot this November
Affordable Housing, Homelessness Solution and Prevention Now, also known as Measure A, was approved by the Board of Supervisors to be placed on the ballot this November. Voters will decide on a 1/2 cent sales tax to provide local funds throughout the county for more affordable housing and expand critical mental health and addiction services for unhoused people with increased public oversight to ensure funding is spent effectively.
I want to thank the Registrar-Recorder’s Office for certifying the 393,293 signatures that the Our Future Los Angeles Coalition submitted and thank the coalition for building a network of diverse supporters and communities to help expand access to affordable housing and proven solutions in the fight to end the homelessness crisis.

Latest Update on Parking Enforcement Services
During last week’s Budget Deliberations, the Los Angeles County’s Chief Executive Office provided its recommendation after reviewing plans from the Sheriff Department and Public Works to keep parking enforcement services within the Sheriff's Department for the foreseeable future. A phased-in budget plan will be developed for consideration during the 2024-25 Supplemental Budget phase (October 2024) to provide the Sheriff's Department with enough funds to expand their parking enforcement personnel and community engagement efforts, and increase coverage to 24-hours a day/7 days per week. Additionally, as a result of my motion, the Department of Public Works will embed staff within the Parking Enforcement Detail to create a workgroup that will have a joint goal of enhanced enforcement and disincentivizing illegal parking via new signage, changes to traffic flow, and more. I am pleased with the CEO's recommendations and look forward to seeing parking enforcement improve in our unincorporated communities.
Dive Into Summer Fun - LA County Pools Now Open!
Summer is here and our County pools are open! Now is the perfect time to head to your local pool and beat the heat by splashing around and enjoying the water. I recently visited three of our local pools in the Second District: Alondra Regional Park, Enterprise Park, and Colonel Leon H. Washington Park for my annual community pool plunge to celebrate the opening of our pools.
This summer, the Department of Parks and Recreation has over 550 lifeguards on duty and will offer full programming and extended hours of operation for the first time since 2019. Additionally, our Parks After Dark (PAD) pools will feature night safety lighting and be open from 6:00 p.m. to 10:00 p.m. Thursday through Saturday during summer. Come out to enjoy all the fun your local County pools can offer. Visit LA County Swimming Pools to find a pool near you.

5-Year Anniversary: Celebrating the CROWN Act (July 3)
I was recently recognized as a 2024 CROWN honoree by the CROWN Act Coalition and Dove - and shared the space with so many incredible women leaders across diverse sectors who are committed to ending race-based hair discrimination. On July 3, 2019, we made history together when Governor Newsom signed my bill, (Senate Bill 188), Creating a Respectful and Open World for Natural Hair Act, into law. Since then the CROWN Act has been enacted in 26 states and 50 municipalities. Thank you to social justice organizations, activists, and businesses nationwide fighting for CROWN Act legislation to be enacted in all 50 states. Congratulations to my fellow CROWN Award honorees, Graceyn Hollingsworth, Uzo Aduba, LaTosha Brown, and Eunique Jones Gibson.
