Dear Neighbor,
After months of community outreach and discussions regarding the Metro C-Line (Green) Extension from Redondo Beach to Torrance, this week, I joined my colleagues on the Metro Board in voting to further study and create a final Environmental Impact Report for the Right-of-Way Hybrid Alternative.
While the 4.5-mile C-Line light rail extension from Redondo Beach to Torrance allows us to take a substantial step towards one day taking the train between Torrance, LAX, Inglewood, Leimert Park, and other connections across the County, I am clear it will also have a generational impact on the South Bay residents I represent–and the entire County. I postponed the initial vote on which option to further study to ensure that 2nd District residents were meaningfully engaged–so their voices and concerns were addressed and heard.
My office used this time to bring Metro staff directly to the community to answer questions and discuss with hundreds of residents who shared opposing views. During our community walk of the proposed alignment options, town hall, and letters from constituents, the same concerns came up–like noise, proximity to homes, cost, and public safety.
I support Metro’s staff recommendation to evaluate the Right-of-Way Hybrid Alternative plan because it includes potential solutions to help address the valid concerns residents raise. Further studying the environmental impact of this option will allow for thorough responses to all questions shared by the public, additional community input, and a detailed funding plan.
I have joined my colleagues on the Metro Board in calling for authentic and inclusive community outreach to inform Metro’s environmental impact report and funding plan, detailing how Metro will pay for the project and additional community improvements.
I want to thank the Metro team and all the residents who have engaged in meaningful dialogue on the C-Line extension. The next time this project returns to the Board, it will be for final approval. This is not the end of our discussion about the extension. I look forward to a comprehensive and community-informed environmental impact report and to continuing to work together to meet the transportation needs of the rapidly growing South Bay and throughout the 2nd District.

Addressing Homelessness: LA County Homeless Initiative Summit |
|
This week, I welcomed County leaders, advocates who have experienced homelessness, and frontline workers for the return of LA County's Homeless Initiative Summit. We gathered in the 2nd District's Magic Johnson Park to reflect on the past few years of work and discuss plans for a future where every resident has a dignified home with access to the wraparound services they need to stay housed and thrive.
I am proud to have spearheaded a specific approach to supporting people living in RVs. The Pathway Home initiative, which includes a focused approach to RV encampments, has shown promising results in just nine months. Over 500 people have been connected to housing and over 300 RVs have been removed from our streets. This progress is encouraging as we remain resolute that our work is far from done.
Thank you to the County's Homeless Initiative team for bringing together the people who make our homelessness services work, to everyone who joined us, and for all your efforts in showing up every day to serve some of our most vulnerable families, friends, and neighbors.

Expanding Permanent Housing - Aviation Apartments Grand Opening |
|
We celebrated the completion of Aviation Apartments, our first fully leased HomeKey Site. Formerly a 46-unit motel, it has now been converted into permanent housing in the Del Aire community.
Through the State-County HomeKey partnership, we have provided 11 housing sites throughout the 2nd District, totaling 533 units. These HomeKey housing sites, diverse in geography and populations served, are helping to provide critical housing in our fight to end homelessness. Aviation Apartments, in particular, will focus on serving unhoused adults and will provide additional on-site supportive services. Thank you to the Del Aire Neighborhood Association for working with our office, the County's Homeless Initiative, and community partners.

LA County Youth Commission 2nd District Listening Session |

Our Senior Deputy of Human Services and Child Welfare, Yadira Flores, joined LA County's Youth Commission's 2nd District Listening Session at the Compton YouthBuild. The Youth Commission is doing fantastic work in advocating for policies that impact young people's lives and helping to make a real difference in their communities. Community Symposium on Ending Illegal Street Racing and Takeovers |
|
A diverse group of community members, organizations, and elected officials, including Assemblymember Mike Gipson and Compton Mayor Emma Sharif, joined our office, alongside County departments and law enforcement, to share perspectives and provide updates on steps being taken to end illegal street racing and takeovers. Throughout the day, attendees participated in various sessions, including prevention strategies, implementing street safety education in our schools, re-designing public infrastructure, and identifying and operating legal tracks for racing. A consistent message shared was the need to use all available tools and laws while being creative in creating safe spaces for racing, addressing spectators, and preventing the spread of videos of these reckless acts on social media.

Wishing Tree Park Grand Opening |

It was an honor to join residents and our County Parks Department for the grand opening of Wishing Tree Park in our West Carson community. This moment has been 30 years in the making and wouldn't have been possible without the unwavering advocacy of the Del Amo Action Committee and countless others.
Wishing Tree Park is a powerful example of how equitable park access and environmental justice can be achieved through sustained grassroots activism and collaborative leadership. This is the first community park opened during my term in the Second District, but it's certainly not the last. I look forward to seeing the community, children, and future generations enjoy this beautiful community hub. Thank you to the dedicated local activists and leaders who made this park possible. LA County's Department of Consumer and Business Affairs will provide financial assistance to landlords impacted by a lack of rental payments due to the COVID-19 pandemic. DISASTER ASSISTANCE FOR CALIFORNIA BUSINESSES AND RESIDENTS

The U.S. Small Business Administration (SBA) will provide low-interest federal disaster loans to California businesses and residents affected by winter storms, tornadoes, flooding, landslides, and mudslides that occured between January 31 – February 9, 2024. Applicants may call the Customer Service Center at (800) 659-2955, apply online at SBA.gov/disaster, or email disastercustomerservice@sba.gov for more information on disaster assistance. Residents with a hearing or speech disability can dial 7-1-1 for telecommunications support.
The deadline to apply for assistance for physical damage is July 16, 2024.

CLEAN LA - RESOURCES TO HELP STOP ILLEGAL DUMPING
In just the first quarter of this year, LA County's Dept of Public Works collected 2,283 tons of trash from illegal dumping in unincorporated communities in the 2nd District alone. We can prevent tons of waste from reaching our unincorporated communities by reporting trash removal and reporting illegal dumping at 1-888-CLEAN LA, CleanLA.com, or through The Works app, downloaded here: https://cleanla.lacounty.gov

DIVERSITY HAIR CARE TRAINING SERIES – TRAINING FOR RESOURCE PARENTS
Our office is proud to partner with LA County’s Department of Children and Family Services to support resource parents interested in learning how to care for and style different hair textures. Program participants will engage in hands-on activities, interactive discussions, and practical demonstrations to enhance their understanding of natural hair care practices. Classes will be in person at the Center of Hope LA, 9550 Crenshaw Boulevard in Inglewood. LA COUNTY ARTS INTERNSHIP PROGRAM
Are you a university or community college student interested in an art career or arts administration? The Los Angeles County Arts Internship Program is for you! This year’s program will provide over 200 paid internships for college students at more than 160 arts organizations across LA County. Positions are a mix of full-time and part-time opportunities.
