Dear Neighbor,
This week, Black Maternal Health Week continues (April 11 to April 17), helping to raise awareness and advocate for solutions to end the disproportionately high maternal health challenges faced by Black women and birthing people across the nation. Black women continue to be four times more likely to die from pregnancy-related complications compared to White women.
In February of last year, the Board approved my motion to expand access to doula services across LA County, recognizing their positive impact on pregnancy and birthing outcomes. Now, doula care is a Medi-Cal-covered benefit. Thanks to collaborative efforts between my office and the Department of Public Health, we've also established a hub to provide technical assistance, support, and training for women to become certified and skilled doulas under Medi-Cal.
I encourage everyone to check out the Los Angeles County African American Infant and Maternal Mortality Initiative (AAIMM) to learn about the services, resources, and upcoming events during Black Maternal Health Week in the 2nd District and throughout the County.
Sincerely, Holly J. Mitchell Supervisor, Second District

Addressing Homelessness: West Rancho Dominguez RV Encampment Cleanup
|
|
Addressing Homelessness in the 2nd District: My office recently joined the LA County Homeless Initiative, Department of Public Works, and LAHSA for the start of an RV encampment clean-up on 148th Street in the West Rancho Dominguez community. This is a multi-day clean-up with outreach staff providing residents living in RVs with interim housing and supportive services to help achieve stability and ultimately move into permanent housing. Once the RVs are moved, the County’s Department of Public Works will remove all remaining trash and debris from the sidewalks and roads.
Thank you to community members for working with our office in our ongoing effort to reach every block–and every person experiencing homelessness in our district.
To report an encampment in your community, download The Works App or call 888-838-6746.

Advocating for Federal Support for LA County |
|
I joined fellow Board colleagues to meet with legislators in DC who represent our shared constituency of Los Angeles County residents. We discussed expanding access to affordable housing, ending the homelessness crisis, protecting children and families, bridging the digital divide, and other key priorities with the goal of enhancing the lives of our 10 million residents. Thank you to Senator Alex Padilla, Senator Laphonza Butler, Senior Advisor Tom Perez, and Second Gentleman Douglas Emhoff - for taking the time to discuss these important issues. I look forward to sharing more updates from our advocacy meetings.

Celebrating LA County’s First High Road Training Partnership: Early Care & Education Assistant Teacher Apprenticeship
Access to quality, caring, and consistent childcare is vital for families who want to earn an income and prepare their children for success. Los Angeles County has an urgent need for more Early Care and Education professionals - and to help address this problem - I was thrilled to celebrate the start of the County's first High Road Training Partnership in the Early Care and Education sector. 40 participants have officially started the County's Assistant Teacher Apprenticeship Program for Early Childhood Education at West LA College. Students received on-the-job training and 2,000 hours of paid on-site, work-based learning. At the end of this paid two-year program, apprentices will graduate with a State-issued Associate Teacher Permit, be tuition and debt-free, and have job connections with committed childcare employers.
There is still time to apply for the next cohort, beginning in August 2024 at Pierce College in Woodland Hills. Anyone in LA County can apply by June 30. Fill out the application form here: Early Childhood Apprenticeship Program in the San Fernando Valley.
Update on Parking Enforcement in Unincorporated Communities
In the unincorporated areas throughout the County, many residents face a lack of parking enforcement in their neighborhoods, including limited service hours. My office remains committed to finding solutions to this issue. The Board approved my motion calling for the County’s Chief Executive Office to review the plans presented by Public Works and the Sheriff's Department to determine which department would be best suited to lead parking enforcement in our unincorporated communities. The motion also calls for quarterly performance reports on parking enforcement services to enhance service and accountability in parking enforcement throughout the County’s unincorporated communities. You can read the full motion here.
