I was proud to author a motion that was unanimously approved by the Board of Supervisors to proclaim April 2024 as "Second Chance Month" in LA County.
Second Chance Month seeks to help individuals, communities, and agencies recognize the importance of providing meaningful opportunities for reducing recidivism, fostering redemption, improving outcomes, and facilitating healing for the justice-involved population.
To commemorate Second Chance Month, LA County’s Justice, Care and Opportunities Department, in collaboration with community-based service providers, will be hosting a series of community resource events. These events will feature services and resources that link the community to care management, workforce opportunities, education, legal resources, housing, and other supportive services.

![California Contract Cities](https://content.govdelivery.com/attachments/fancy_images/CALACOUNTY/2024/03/9236497/5354392/bcz-6954_crop.jpg) Many thanks to the California Contract Cities Association (CCCA) for bringing together mayors, councilmembers, and city managers from the 88 cities across LA County to discuss legislative priorities and develop advocacy strategies and solutions for sensitive and challenging issues in the LA region, including our homelessness and behavioral health crisis. It is only by working together, that we will be able to lift our most vulnerable communities out of poverty and create thriving communities.

LATINAFest is the largest Latina Festival on the West Coast, co-founded by Bel Hernandez Castillo and Naibe Reynoso who are committed to empowering and uplifting the Latina community. Their mission is to promote diversity and inclusivity and to amplify the Latina voice. At LATINAFest, they believe in championing Latina entrepreneurs and providing them with opportunities to showcase their talents. I was proud to sponsor this event and have my office participate in celebrating the rich culture and heritage of Latina women while advocating for their economic inclusion and success.
![YWCA](https://content.govdelivery.com/attachments/fancy_images/CALACOUNTY/2024/03/9236600/5354394/ywca_crop.png) My staff had a great time visiting older adults at the YWCA Union Pacific Empowerment Center in East LA this week. Aside from fun interactions with residents, we were able to share information on upcoming events and safety net resources available to them.
![House of Ruth](https://content.govdelivery.com/attachments/fancy_images/CALACOUNTY/2024/03/9236587/5354395/house-of-ruth_crop.png) My staff was honored to join the ribbon cutting and grand opening of House of Ruth’s Pomona Outreach Office. A few months ago a car drove into this organization's building — demolishing one office and one kitchenette. Today, the House of Ruth, joined by the Pomona, La Verne, and San Dimas Chamber of Commerce, had the privilege of reopening this section of their building!

- Spring planting led by California Climate Action Corps Fellows
- FREE Compost Giveaway by Athens Services

Events will feature live performances, equestrian shows, workshops, egg hunts, edible crafts, family activities, and more. The event will take place rain or shine. No registration is needed.

![LA County Sidewalk Vending](https://content.govdelivery.com/attachments/fancy_images/CALACOUNTY/2024/03/9185544/sidewalk-vending_original.png) The LA County Department of Economic Opportunity (DEO) will be supporting new and existing street vendors selling food with obtaining their Compact Mobile Food Operation (CMFO) permits. Through funding from the American Rescue Plan Act (ARPA), DEO will subsidize up to 75% of the total cost of CMFO fees which may include a permit fee, plan check, site evaluation, and home inspection. The funds are allocated on a first-come, first-served basis.
How to Participate?
You must register and attend at least one workshop session in-person or virtually in order to qualify for the subsidy and complete an application with your information.
Program Eligibility Requirements
- Must be a resident or operating in the unincorporated area of LA County
- Be a small business earning $50k or less in gross annual revenue
- Register and attend for a required training session
- Complete an application online or in person
- Can not have an active or previously active CMFO permit
A Certificate of completion for the CMFO Permit Assistance Program will be awarded once the participant has partaken in one of the required Sidewalk Vending workshops. This certificate of completion will serve as a voucher to cover up to 75% of the required health permit required and issued by the Los Angeles County Department of Public Health. The credit associated with the voucher must be used prior to June 2025 or until the funds for the program have been exhausted. The Department of Economic Opportunity reserves the right to suspend the program without notice. This certificate cannot be transferred, duplicated, or reassigned. This certificate has no cash value.
Los Angeles County currently offers outdoor dining for restaurants within unincorporated areas by permit. However, the Los Angeles County Departments of Economic Opportunity, Public Works, Public Health, and Regional Planning are currently developing a Permanent Outdoor Dining Program that will continue to benefit both businesses and customers.
Restaurants in unincorporated Los Angeles County have opportunities to expand dining seating into the following areas:
- Private Walkways
- Private Parking Facilities
- County’s Road Right-of-Way (Sidewalks, Metered or Unmetered Parking Spaces, and Alleys)

![LACDA Senior Porgram](https://content.govdelivery.com/attachments/fancy_images/CALACOUNTY/2024/03/9227825/lacda-senior-grant-program_original.jpg) The Los Angeles County Development Authority (LACDA)'s Senior Grant Program assists with mobility and habitability repair to help low-income older adults (62 years or older) remain in their homes. To qualify, applicants must live within unincorporated areas of Los Angeles County Supervisorial Districts 1, 2, 4, and 5, and own a home, which is in need of home modifications and repairs.
Additionally, the Program will finance deferred maintenance repairs such as roofing, plumbing, electrical, or heating that are necessary to improve the structural integrity of the home and prolong the home’s useful age.
![Free Naxalone](https://content.govdelivery.com/attachments/fancy_images/CALACOUNTY/2024/03/9236335/free-naxalone-at-la-county-libraries_original.jpg) The LA County Library is partnering with the Department of Public Health and the California Department of Health Services to provide a free dose of Naxalone (Narcan) at selected County Libraries.
Residents DO NOT have to provide identification, proof of insurance, or any payment. While onsite, customers will need to complete a brief video training on how to administer it. Limit one per customer while supplies last.

Every year, thousands of Californians fail to claim millions of dollars in refundable tax credits. To that end, LA County is partnering with Economic Security California and other community partners to provide free tax preparation services for eligible families through the new "Claim Your Cash" Pilot Program.
