Dear Neighbor,
In California, women earn only 88 cents for every dollar a man earns. According to the National Women’s Law Center, this costs women an average of $907,680 over a 40-year career span. From the moment women are hired for their first jobs until they retire from the workforce, pay inequities impact not only their lives but also their families and communities.
To help address this systemic issue, I am proud to share that the Board of Supervisors recently approved my motion, Celebrating Women’s History, Closing the Gender Pay Gap, co-authored by Board Chair Lindsey Horvath. This motion builds on the steps the County is taking to help close the Gender Pay Gap by signing on to the California Commission on the Status of Women and Girls Equal Pay Pledge and putting us on a path to establish a Retirement Readiness Assistance Program for women across all industries in the public and private sectors.
Despite having a full work history, the national organization Justice in Aging states that a higher rate of women are living below the Federal Poverty level at retirement. A Retirement Assistance Readiness Program is a crucial step in the fight for pay equity. As women near retirement, insight into wealth-building opportunities and financial management can positively change the trajectory of their lives.
As we celebrate Women’s History, we must continue to take action every day to eliminate structural barriers, like unequal pay, to create a world where gender inequities no longer exist.

Standing with Gov. Newsom for Senate Bill 1137 to End Toxic Oil Well Drilling |
|
I was proud to join Governor Gavin Newsom, former Gov. Arnold Schwarzenegger, Jane Fonda, and community leaders in the 2nd District to share our support for upholding the hard-earned protections from toxic pollution and oil wells in Senate Bill 1137.
In LA County we will continue to do our part to end oil drilling. As a follow-up to my motion, last year the Board unanimously passed an ordinance to end oil well drilling in our unincorporated communities, thanks to years of advocacy from residents and activists. There is still more to be done to protect communities living on the frontlines of oil wells which is why we cannot rollback the protections from Senate Bill 1137.

Addressing Homelessness: Community Meeting with Compton Residents |
|
Team Mitchell hosts and participates in community meetings with residents throughout our district to share updates and hear directly from community members that are impacted by key issues like the homelessness crisis. Our team recently joined the Los Angeles County Sheriff’s Department Homeless Outreach Service Team (HOST), the LA County Fire Department, and the County of Los Angeles Homeless Initiative for a community meeting with residents in Compton. We discussed the RV encampment clean-up process, concerns regarding overnight parking by logistics trucks and oversized vehicles, and water being taken from fire hydrants. Thank you to all the residents who joined us and that continue to work with us and our County teams on addressing these issues. Equity in LA County Contracting Event |
|
I joined the Equity in LA County Contracting event hosted by the Department of Economic Opportunity and Internal Services Department to announce the inaugural Office of Countywide Contracting, this new initiative will be housed within the Internal Services Department and marks a pivotal step towards centralizing and standardizing contracting practices. By serving as a centralized hub for all County departments, this office will prioritize equitable practices and customer experience by eliminating bureaucratic hurdles. At the 39th Annual Women of Year Awards, we celebrated incredible women leaders including our 2nd District honoree Dr. Elaine Batchlor, CEO, Martin Luther King Community Healthcare, a CMS 5-star quality hospital and healthcare system, with a nationally recognized maternity program. Dr. Batchlor has devoted her career to reducing health disparities and expanding healthcare quality and access. She truly embodies this year’s theme, “Women Who Advocate for Equity, Diversity, and Inclusion.” Congratulations to all the honorees! |

Racial Justice Learning Exchange Event on Dismantling the School-to-Prison Pipeline |

Our March 2nd District Racial Justice Learning Exchange event on dismantling the school-to-prison pipeline drew a full house with over 300 attendees. Thank you to our insightful panelists for the engaging conversation: Jewel Forbes of the LA County Office of Education, Rob Howard, Restorative Justice Practitioner at Santa Monica-Malibu Unified School District, Kent Mendoza of the Anti-Recidivism Coalition California, Dara Williams from the U. S. Health and Human Services Office of the Inspector General, and Dr. David Turner III, Director of UCLA’s Million Dollar Hoods Project. If you missed the event, check out the panel discussion here.

I joined Mount Saint Mary’s University for this year's report on the Status of Women and Girls in California, The Cost of Being a Woman: Solutions for Economic Equity. I had the pleasure of moderating a conversation with Eve Rodsky, the New York Times best-selling author of Fair Play and Find Your Unicorn Space. Together we discussed the inequities and gender gaps in our state and strategized on how we can create a future that is more equitable for all women and girls. Sacramento Visit to Advocate for Investments in the 2nd District and LA County |
|
Earlier this month, I joined County department leaders and my fellow members of the Board of Supervisors to visit representatives in the California Legislature that serve our shared constituency. We discussed key countywide issues, including homelessness, housing, environmental justice, right sizing our justice system, and strengthening our local workforce. I also discussed the need to secure more resources to protect healthcare and support the Middle-Mile Broadband Initiative. The middle-mile is the physical fiber-optic infrastructure that will carry large amounts of data at high speeds over long distances. State support in upholding the $1.5 billion allocation for the Middle-Mile Broadband Initiative is essential in closing the digital divide that currently leaves thousands of residents without internet access. |

HOMEOWNERSHIP PROGRAM (HOP120) DOWN PAYMENT ASSISTANCE
The Home Ownership Program (HOP120) provides a second mortgage loan for first-time homebuyers with assistance up to $85,000, or 20% of the purchase price, whichever is less. The loan from the Los Angeles County Development Authority (LACDA), provides down payment and/or closing cost assistance and is secured with a Deed of Trust and Promissory Note. HOP120 loans are 0% interest loans with a deferred payment. Repayment is required when the home is sold, there is a title transfer, or the home is no longer owner-occupied. To qualify, a homebuyer must not have owned a home (for personal or other use) in the last three years and the home must be owner-occupied. The household annual income cannot exceed 120% of the Area Median Income (AMI)* for Los Angeles County, based on family size.

DREAM FOR ALL HOMEOWNERSHIP PROGRAM
The California Housing Finance Agency (CalHFA) is helping first-time homebuyers purchase a home with its California Dream For All Shared Appreciation Loan program. The loan provides a significant down payment and/or closing cost assistance.

$500 GRANTS AVAILABLE TO COMMUNITY ADVOCATES

The California Abundant Birth Project LA County Pilot Program
Applications are open for The California Abundant Birth Project, a guaranteed income program that will provide no-strings-attached cash during a pregnancy. This initiative seeks to prevent stress during pregnancy and improve the lives of expecting parents. If selected, qualified participants will receive a monthly $807 cash gift.

$35,000 GRANTS FOR FIRST-TIME HOMEBUYERS
The Department of Consumer and Business Affairs and the LA County Center for Financial Empowerment have launched the County of Los Angeles Greenline Home Program which aims to tackle the legacy of redlining. The goal is to empower and uplift economically marginalized communities. $35,000 grants will be available for first-time homebuyers with low to moderate income and living in high-need to highest-need areas of Los Angeles County.
