Sacramento Visit to Advocate for Investments in the 2nd District and LA County

I joined County department leaders and my fellow members of the Board of Supervisors to visit representatives in the California Legislature that serve our shared constituency of LA County residents. We discussed key countywide issues, including homelessness, housing, environmental justice, the justice system and workforce programs. I took this opportunity to also discuss the need to secure more resources for the Martin Luther King Community Hospital (MLKCH) and to close the digital divide that leaves thousands of residents without internet access. Middle-mile broadband is made up of high-capacity fiber lines that carry large amounts of data at high speeds over long distances and infrastructure funding is essential to ensure equitable internet access for all residents. State support in upholding the $1.5 billion allocation for the Middle-Mile Broadband Initiative is important to bridge the digital gap for essential services and opportunities. I will continue to keep you informed on the progress of our Sacramento Advocacy meetings.
Enhancing Parking Enforcement for Unincorporated Communities
Team Mitchell recently held one of our small working group meetings with unincorporated area community leaders to gain additional insights and share information to help strengthen parking enforcement. Our team provided an overview of the research and issues that led up to the Mitchell motion that was approved by the Board of Supervisors to transfer parking enforcement services from the Sheriff’s Department to the Department of Public Works. Community leaders provided some feedback on what they would like to see in an enhanced parking enforcement division. We will continue to accept feedback on our constituents' needs and want to hear from all of our communities. Harbor-UCLA Hospital Launches Historic $2B Campus Replacement Project to Advance Healthcare Access for Angelenos

We celebrated the groundbreaking for a new 347-bed, seismically upgraded, state-of-the-art Harbor-UCLA hospital, the centerpiece of their modernization plan that is expected to be completed by 2028. This nearly $2 billion investment is the largest capital project in the history of LA County. Harbor-UCLA plays a crucial and life-saving role–serving over three million residents with about 65% of patients coming from the 2nd District. I’m proud to share that we have a 50% local hire goal for this project with many workers living within 5 miles. An institutional construction project of this size wouldn’t be possible without the partnership and the dedicated work of our County Departments, including Public Works, Health Services, Mental Health, and Arts & Culture which have been working with the community and the staff to deliver on the County’s commitment to advance health care access.
Fire Station 58 in Ladera Heights Named in Honor of Trailblazing Assistant Fire Chief Hershel L. Clady
Fire Station 58 in Ladera Heights has officially been renamed in honor of Assistant Fire Chief Hershel L. Clady, a trailblazer in the Los Angeles County Fire Department. As one of the first Black firefighters in 1969, Clady fought for diversity and equal rights throughout his career, rising to become the first Black Fire Captain and later an Assistant Chief. His leadership and advocacy paved the way for our future generation of firefighters. Thank you to the LA County Stentorians for joining and Chief Marrone for honoring Assistant Chief Clady’s legacy.
LA County Parks and Play Equity Fund Celebrate $1M State Allocation for Windsor Hills Park Expansion

I was proud to join LA County Parks and the Play Equity Fund in the Windsor Hills community to celebrate a $1 million state allocation that will allow the County to assess and prepare the land across from the Yvonne B. Burke Sports Complex into a place for everyone to participate in play and movement. This investment wouldn’t have been possible without the leadership of Senator Lola Smallwood-Cuevas. It was inspiring to hear from young leaders like A’Riya Gooden from View Park Preparatory High School–and share how access to parks and sports changes lives and brings communities together. This allocation is a down payment and a significant first step that builds on the County’s goal to expand park access. Thank you to all the community partners involved in this initiative, including Rainbow Labs!
West Carson Community Benefit Fund Update
The Bridge Point South Bay II Project, a state-of-the-art industrial facility located at 20850 South Normandie Avenue in the unincorporated West Carson area, was approved by the Board of Supervisors in 2020. As a condition of the project's approval, Bridge Point was required to allocate $300,000 to a community improvement fund for West Carson.
In November 2023, members of the unincorporated West Carson community submitted proposals for potential improvement projects–resulting in the identification of nine community benefit proposals. Over the next few weeks, a Community Advisory Panel, comprised of volunteers from the West Carson community, will review each proposal in-depth and vote on a project. Their recommendation will then be shared with the Director of Public Works for further action. I look forward to sharing more updates on this topic as we continue to meet with the Community Advisory Panel.

HOMEOWNERSHIP PROGRAM (HOP 120) DOWN PAYMENT ASSISTANCE PROGRAM
The Home Ownership Program (HOP120) provides a second mortgage loan for first-time homebuyers with assistance up to $85,000, or 20% of the purchase price, whichever is less. The loan provides a down payment and/or closing cost assistance–secured with a Deed of Trust and Promissory Note. HOP120 loans are 0% interest loans with a deferred payment. Repayment is required when the home is sold, a title transfer, or when the home is no longer owner-occupied. To qualify, a homebuyer must not have owned a home (for personal or other use) in the last three years, and the home must be owner-occupied. The household annual income cannot exceed 120% of the Area Median Income (AMI)* for Los Angeles County, based on family size. Thanks to a partnership with the Los Angeles County Department of Public Health and California Department of Health Care Services, customers can pick up a free dose of Naloxone (Narcan) at one of LA County’s upcoming clinics. This medication can rapidly reverse opioid overdose and has been approved by the Food and Drug Administration. While onsite, customers will need to complete a brief video training on how to administer naloxone. Limit one dose per customer while supplies last.
