Dear Neighbor,
As we reflect on Dr. King’s legacy and what it means today, I am reminded of the fight he took on after successfully pressuring Congress to pass the Civil Rights Act of 1964 and the Voting Rights Acts of 1965. Dr. Martin Luther King Jr. became more vocal about the connection between economic injustice and oppression. He made it clear that quality education, better-paying jobs, dignified housing options, and a guaranteed income are necessary tools to create an equitable playing field for all to access opportunities and achieve their American dream.
In the 2nd District and throughout the County, we see the proven benefits of providing a baseline income through “Breathe: LA’s Guaranteed Income Program,” led by the County’s Poverty Alleviation Initiative. I was proud to put forward this initiative that launched in 2022. For three years, 1,200 LA County residents, including 200 foster youth, receive a monthly stipend of $1,000, to go towards their own needs.
What we know from the Breathe program (listen to participants here: ceo.lacounty.gov/pai/breathe/ and other guaranteed income programs across the country and globe – is that figuring out how to make ends meet – looks different for each person and that poverty alleviation and prevention work best–when we trust the people we serve and remove barriers to the resources they need most.
Today, I am honored to serve as Grand Marshal for the 39th Annual Martin Luther King Day Parade in South LA. As we continue to work to make Dr. King’s dream real, let us keep his words in mind: “Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly.”

Addressing Homelessness - Pathway Home Resolution in Compton |
|
Our most recent Pathway Home encampment resolution in the 2nd District was in partnership with the City of Compton. 31 residents experiencing homelessness near the Artesia Bridge were connected to interim housing. They will receive ongoing support from our community partners and County departments on their path to connecting to permanent housing. This resolution also helped allow for the state to soon begin repairs on the Artesia Bridge that has been closed since 2020. Re-Opening of the Veteran Per Access Network (VPAN) in the 2nd District |

The LA County Department of Mental Health Veteran Per Access Network (VPAN) celebrated its grand re-opening this week in Hawthorne. VPAN connects veterans and their families to support services provided by County departments, non-profits, the VA, and LA City Programs. I had the honor of presenting California Secretary of State, Dr. Shirley N. Weber, PhD, with the prestigious Rosa Parks Humanitarian Award from the Southern California chapter of the Southern Christian Leadership Conference. Dr. Weber is the first Black person to serve as Secretary of State for California. I had the honor of working alongside her when we served in the state legislature together. Throughout her years in public service, she has been a strong proponent of advancing social justice and making voting accessible for all Californians. |

ACCESSORY DWELLING UNIT (ADU) GRANT PROGRAM
Neighborhood Housing Services (NHS) of Los Angeles County is partnering with the California Housing Finance Agency to support its home rehabilitation program that will give Southern California families access to affordable financing options for home improvements. There is $40,000 available in grants for families earning up to $84,160 (or below) per year who want to build an Accessory Dwelling Unit (ADU).
