DRAFT ANNUAL FUNDING RECOMMENDATIONS FY 2024-25 ARE AVAILABLE FOR COMMUNITY FEEDBACK

The Los Angeles County Homeless Initiative (CEO-HI) today released a $669.3 million proposed spending plan for fiscal year 2024-25 to ramp up the County’s response to the ongoing homelessness emergency declared by the Board of Supervisors while providing more support than ever to local jurisdictions and nonprofit organizations serving people experiencing homelessness. The amount represents a 9.5% increase from the current fiscal year’s final adopted budget of $611.5 million.

To maximize their impact, the Homeless Initiative’s FY 2024-25 Draft Funding Recommendations were anchored to the County’s New Framework to End Homelessness:
- $477.5 million (71% of the proposed budget) to HOUSE people, including $181.3 million for interim housing and $296.7 million for permanent housing.
- $70.5 million to CONNECT people experiencing homelessness with housing and services by deploying outreach and engagement teams on the street and providing housing navigation to help them find, apply for, and move into housing.
- $40.5 million to collaborate with LOCAL JURISDICTIONS, which include the County’s 88 cities and local Councils of Governments (COGs), to support the local solutions fund, co-invest in supportive services and housing, and resolve encampments such as through the Pathway Home program.
- $27.4 million to STABILIZE people as they are housed and enable them to remain stably housed, including legal aid and benefits advocacy.
- $21.4 million to PREVENT homelessness by providing low-income families, individuals, and youth short-term financial assistance and case management to retain or secure permanent housing.
- $15 million to COORDINATE systems to link critical resources and support best practices.
- $17 million for ADMINISTRATION and staffing costs, representing 3% of the total.
These recommended investments were informed by input from community members, stakeholders, and partners during more than a dozen virtual Listening Sessions held in October and November 2023. You can view more detailed information about the proposed budget here.
