Dear Neighbor,
At the beginning of this year Supervisor Barger and I co-authored a motion directing the allocation of an additional $40 million in funding (supplementing the original $5 million) to create a Countywide rent relief program benefitting our mom-and-pop landlords and tenants. As a result, I am pleased to share that the LA County Rent Relief program portal is now live and will start accepting applications on Tuesday, December 12, at 9:00 am.
I continue to hear from tenants and landlords in my district on the critical issue of back rent, your feedback helped shape this initiative and strengthens our work to prevent homelessness. Since the onset of COVID-19, my priority has been to utilize the one-time American Rescue Plan Act (ARPA) allocations for COVID recovery to assist tenants and mom-and-pop landlords most impacted in our communities. I’m proud to see that this program is now live and will fulfill its intended purpose of truly helping people stay housed in their recovery from the pandemic.
If you are a landlord or tenant who was impacted by COVID-19, I encourage you to visit LACountyRentRelief.com to learn more about the program and apply. Eligible applicants may receive up to $30,000 per rental unit for past due rent and qualifying expenses incurred from April 1, 2022, to date on a rolling basis. The Department of Business and Consumer Affairs (DCBA) will offer language assistance daily from 7:00 a.m. to 7:00 p.m. PST, starting December 12. Call our telephone hotline at (800) 593-8222 to reach a DCBA counselor for free, one-on-one service. While open to all, preference will be given to applications demonstrating significant financial distress, serving vulnerable communities, and located in high-need areas as identified by the LA County Equity Explorer Tool. The deadline to submit applications is Friday, January 12, 2024.
DCBA will conduct information sessions in the coming weeks to help provide more information and answer questions about the LA County Rent Relief program. I look forward to sharing more updates as the application becomes available.

Commemorating World AIDS Day

Team Mitchell, alongside the LA County Commission on HIV Black Caucus, Charles R. Drew University (CDU), and the Drew Center for AIDS Research, Education, and Services (DrewCARES), gathered for an inspiring World AIDS Day celebration. We reflected on significant progress, celebrated the resilience of our Black community, and envisioned a future free from HIV barriers to health and equality. Despite being over four decades into the global HIV/AIDS pandemic, our communities continue to be disproportionately affected. Thank you to leaders like Dr. Wilbert C. Jordan, a pivotal figure in establishing the Drew CARES program and OASIS clinic; Cynthia Davis, whose 41-year commitment will endure through her Cynthia Davis Lifelong Learning Institute; and Dr. La Shonda Spencer and Dr. William King, for their unwavering support in continuing this crucial work. Supporting First-Time Homeowners
I recently attended the launch of the County’s Opening Doors: Planning for the Stages of Homeownership program at Magic Johnson Park hosted by the Department of Consumer and Business Affairs (DCBA). Homeownership remains crucial for building wealth, yet racial and cultural disparities persist in credit access and sustaining ownership across generations. Over 400 residents attended this summit and were able to connect to the knowledge and tools for successful homeownership, including information on mortgage relief, foreclosure prevention, estate planning, and utilization of property for rental income. Lennox Inaugural Youth Round Table Discussion

In partnership with Southern California Crossroads and Centinela Youth Services, Team Mitchell hosted our inaugural Youth Round Table at the 2nd District Lennox Community Office. We brought together Lennox youth to discuss advocacy, policy training, gun violence prevention, and community safety. I’m excited to continue this monthly initiative. The Los Angeles Homeless Services Authority Winter Shelter program is open until March 31, 2024. Winter shelters are located across the County, operating 24 hours a day.
