For this week’s recap, I would like to share two updates on the work we’re doing to help expand access to County resources and services for our unincorporated residents. Last month, when the Board approved my motion to enhance access to County services for our unincorporated communities–one of the directives was to create a website that will make it easier for residents to navigate the myriad of available services. This week, the County launched the Municipal Unincorporated Area Services (MUAS) website, which you can learn more about here.
For our residents in the unincorporated community of West Carson, I am proud to share that my office, in partnership with LA County Public Works and the LA County Department of Regional Planning, is getting ready to open up our Community Benefits Proposal. This is an opportunity for West Carson residents to submit ideas for how the $300,000 West Carson Community Improvement Fund should be invested back in their community. For background, this fund was established in 2022, as a part of the Board of Supervisor’s approval of the Bridge Point South Bay II Project in West Carson.If you are a resident, business owner, or community stakeholder in the West Carson community, I encourage you to submit a proposal to help make a meaningful impact for your West Carson community. Proposals can start being submitted on November 1 until November 30, 2023.

Metro Ambassador Program
Following a successful pilot program that began in September 2022, I joined the Los Angeles Metro Board on Thursday in unanimously voting to permanently establish the Transit Ambassador program. Over the past year, approximately 350 unarmed transit ambassadors have supported over 500,000 public transit riders by offering guidance during disruptions, assisting individuals when escalators are out of order, and have intervened in various emergency situations, including reporting crimes to law enforcement. West Carson Community Benefits Proposal Request

The Bridge Point South Bay II project, located at 20850 Normandie Avenue, was approved by the Board of Supervisors for an approximately 200,000 sq. ft. warehouse and logistics hub in 2020. As part of the project’s approval, Bridge Point is required to provide $300,000 for a community improvement fund for the unincorporated community of West Carson. Beginning on November 1, 2023 at 9 a.m., our office will be accepting Community Benefit Proposals from residents about how they want to invest the $300,000 West Carson Community Fund. Proposals will be accepted thru November 30, 2023 and can be submitted online here, via email, or in person at Supervisor Mitchell’s West Carson Community Office. Please note that only unincorporated West Carson community members may submit a community benefit proposal. We are also seeking volunteers interested in serving on a Community Advisory Panel that will review proposals and provide recommendations. If you are interested in volunteering, please email 2DS-Proposals@bos.lacounty.gov and share why you are interested in being a panelist; panelists cannot submit a proposal.

LA Southwest College Career & Transfer Expo |
|
Our office partnered with LA Southwest College to host a Career and Transfer Expo. The free event welcomed hundreds of students and residents who met with over 50 college and career representatives on campus, including UCLA and USC. Over 100 employees joined to share hiring information with participants. Halloween Events at LA County Parks
In October, Team Mitchell joined LA County Parks to host Halloween celebrations in parks across the 2nd District. The parks were transformed into Trick or Treat Villages with game booths, candy, live concerts, costume contests, and more. Parkgoers enjoyed a range of activities, including movie nights, pumpkin carving, and spooky stories. Additional Halloween events are coming up, so make sure to check out your local park for some Halloween fun!
Unincorporated Communities Website (MUAS) Launch
Check out Los Angeles County’s new Municipal Unincorporated Area Services website featuring district-specific guides and a service locator. A key goal of the website is to make information more accessible, empower residents to access County resources, and improve representation for our unincorporated communities.
Parking Enforcement Motion
In a 4-1 vote, my motion to move parking enforcement services from the L.A. Sheriff’s Department to the Department of Public Works (DPW) was approved by the Board to make parking enforcement more efficient under DPW, which aligns with practices in nearby municipalities. The move streamlines parking enforcement management and DPW's ability to deliver services related to road maintenance and street safety that impacts the quality of life for our unincorporated communities.
RV Vanlords Motion
The Board unanimously approved my motion, co-authored by Supervisor Barger, calling for tougher enforcement measures to hold landlords accountable for targeting unhoused residents and helping to proliferate RV encampments. The motion calls for a report back in 90 days proposing County ordinances to restrict the sale, lease, or rental of RVs in the public right-of-way and address the growth of RV encampments. Waste Hauling Services Motion
The Board approved a motion for a one-year review of waste hauling contracts in Marina del Rey, Altadena, and Kinneloa Mesa. Community engagement sessions will also be held to address ongoing issues. A report is expected in 90 days with details on grants and funding for better organic waste collection, waste reduction, community education, and bill assistance programs.

The 988 Suicide & Crisis Lifeline offers free 24/7 call, text, and chat access to trained crisis counselors to help people experiencing suicidal crisis, emotional distress, or substance use crisis. People can also dial 988 if they are worried about someone else who may need crisis support and intervention. The Los Angeles County Department of Mental Health 24/7 Help Line (800-854-7771) is also available for mental health service referrals, emotional support, and serves as a dedicated mental health support and connection to Veteran Programs.

West Nile VIrus Detected in Florence-Firestone
The Greater Los Angeles County Vector Control District (GLACVCD) has confirmed the first mosquito sample to test positive for West Nile Virus (WNV) in Florence-Firestone. WNV is transmitted to people and animals through the bite of an infected mosquito and can make people sick or even cause death. For more information about WNV in your community, visit the link here.
Equity in Infrastructure Community Survey
Los Angeles County Public Works wants to hear from you to improve important services in your community, such as but not limited to road repairs, flood control, water quality, bike lanes, and waste removal. Your feedback will help inform recommendations to improve all Los Angeles County communities and contribute to the broader Los Angeles County Anti-Racism, Diversity, and Inclusion Initiative. INGLEWOOD OIL FIELD COMMUNITIES HEALTH IMPACT SURVEY
LA Public Health and UCLA are partnering to understand the health impacts on residents that live near the Inglewood Oil Field. All households within 1.5 miles of the oil field can participate.
