For the past few months, the Los Angeles County Regional Park and Open Space District (RPOSD) has been focused on overhauling the Measure A Grants Administration Manual. RPOSD is pleased to announce that we are nearing the completion of the revamp and will soon be hosting a meeting for our grantees to preview the changes. This meeting will provide an opportunity for constructive dialogue and ensure our grantees are well-informed and prepared for the updated procedures. Once meeting details have been finalized, RPOSD will disseminate the information through an email blast and share it across our social media channels, so stay tuned!
While RPOSD has been immersed with refining our grant administration processes, our dedicated RPOSD staff has also taken time during the weekends to enjoy the parks and open spaces throughout the County. From hiking and traversing creeks to a spectacular 40-feet waterfall at Eaton Canyon to sleeping under the stars and communing around the campfire near the San Bernardino Mountains, RPOSD staff found solace, rejuvenation, and a deepened appreciation for the collective work we undertake. RPOSD encourages you to do the same and enjoy the outdoors before summer is over. Happy exploring!

The quarterly meetings are opportunities for public members to address the Advisory Board regarding any items of interest that are within the Advisory Board's jurisdiction.
Public comments can be submitted prior to the meeting via email to info@rposd.lacounty.gov or online using the form on the Advisory Board webpage. Written public comment must be submitted no later than 5:00 p.m. on the day before the scheduled meeting.

Representing the 5th Supervisorial District on the Measure A Citizens Oversight Advisory Board is Mr. Mark Mariscal. He and his family have lived in Altadena, CA, for more than 30 years.
Board Member Mariscal was born and raised in Los Angeles, growing up in the Silverlake-Echo Park community. He worked his early and late teen years at the family store on Olvera Street. After graduating from John Marshall High School, he attended Los Angeles City College. From there, he served in the United States Air Force.

After returning from the Air Force (Honorable Discharge), Board Member Mariscal started working for the Los Angeles City Department of Recreation and Parks (LA RAP). It was during his early years working full-time that he returned to finish his college degree. Board Member Mariscal received his B.S. in Recreation Administration with a minor in Public Administration from California State University, Los Angeles.
Over the years, he promoted through the ranks of LA RAP, retiring in 2015 as the Superintendent of Regional Operations after 34 years of service. In the last five years with LA RAP, Board Member Mariscal has served his profession on the State-wide Board of Directors of the California Parks and Recreation Society (CPRS). In 2014-2015, he served as the 69th President of CPRS.
Upon his retirement, he was recruited to serve as the Director of Parks and Recreation for the County of Monterey in Central California. After 16 months, he retired once again and returned to Altadena, where he jumped into community service as a volunteer with the Altadena Rotary Club, Altadena Library Foundation and FRIENDS groups, and his local church.
Over the last 40 years, Board Member Mariscal has served on numerous Boards of Directors including being an elected Trustee of the Altadena Library District. When asked by the office of Supervisor Barger to serve in the position, he gladly accepted this newest assignment with honor.

Agencies that own or manage a park in Los Angeles County must update their park inventory data annually as an eligibility requirement to receive funds and remain in Good Standing with RPOSD.

Five TAP-eligible cities have been issued Notices to Proceed to begin to hire consultants to conduct pre-acquisition services to increase park acreage in their cities. The following cities have selected their consultants and are getting their projects underway:

Cudahy is conducting a vacant land inventory in the hopes of identifying land to develop a new park.

Glendale has identified vacant land in their city and is conducting community outreach and engagement to inquire about their community’s desires.

Maywood is looking to create a linear park on underutilized portions of the railroad right of way.

Bell is conducting soil testing on a property that they would like to develop a new park.

The Los Angeles County Department of Parks and Recreation is looking to conduct community outreach and engagement on the 92nd street linear park in the Unincorporated Florence-Firestone community.
RPOSD is excited to continue to work with all TAP-eligible cities to identify land that can eventually become new parkland. We look forward to sharing more TAP projects in the future.
Layne Park Revitalization Project,

Layne Park is a 0.8-acre local pocket park in the City of San Fernando that serves the surrounding population of 10,000 people who live within a half-mile of the park. The conditions of the park’s amenities are poor due to issues stemming from an antiquated irrigation system creating patchy grass, outdated playground equipment lacking ADA accessibility, and a basketball court that must be replaced. Recognizing the importance of a quality local park, the City of San Fernando secured various public funds, including a $351,457 Measure A annual allocation grant, to revitalize the park with new amenities.
As shown above in the concept design plan, the park will have new recreational amenities such as a basketball half-court, soccer field, walking path, restroom facility, and picnic tables. The irrigation system will be revamped to include drought-tolerant plants and bioswale with interpretive signage. The construction for the Layne Park Project started in February 2023 and is expected to be completed by August 2023. We can't wait to see this park completion which will serve as a gathering place, recreational area, and natural haven for this San Fernando community.

But the adjustment would've been more miserable if not for having parks and spaces to get out and see friends and family. At the time, my fiancée (behind the camera) and I were at the Shoreline Aquatic Park in Long Beach scouting locations for a virtual wedding. Although we opted against being outside in the record-breaking summer heat for the ceremony in the end, it was fun checking out different parks together with friends in town.” – R.M.
