Post-Surge Plan
LA County is currently in the Low Community Risk category. This is positive news, as it signals that we are continuing to minimize strain on the healthcare system. However, this does not mean that we have low community transmission or that COVID-19 poses a low personal risk. While we work to protect our healthcare system, we will also continue to use community prevention strategies that can reduce risk for all our residents, particularly those most vulnerable to COVID-19.
Our Post Surge Response Plan has three core components:
- Use of indicators that reflect risk, which are tied to community prevention strategies
- Early Alert Signals that trigger a review of contributing factors and potential need to realign prevention strategies
- A Post-Surge Preparedness Plan that will help us respond appropriately to signs of a possible surge or variant that might spread more easily, cause more severe illness, or evade vaccine protection
Visit the Post-Surge Dashboard and Strategies webpage to monitor the county’s community level and corresponding prevention strategies based on the level of risk.

Starting March 12, indoor masking at schools is no longer mandated. However, the state and the county are strongly recommending indoor masking for students, teachers, and staff, regardless of vaccination status, until transmission is lower.
Individual school districts in LA County can choose to continue to require masking at schools and during school activities, along with other appropriate safety protections. At campuses where masking becomes optional, Public Health encourages that information about the importance of masking be shared with all members of the school community, and that schools support all teachers, staff, and students who prefer to keep wearing a mask.
Public Health also urges parents to fully vaccinate their eligible children, as the vaccines offer the strongest protection against the virus. Public Health data shows that unvaccinated children ages 12-17 were two and a half times more likely to be infected and five times more likely to be hospitalized when compared to those who were fully vaccinated.
To make it easier for children to get vaccinated, Public Health is working to make vaccines widely available at many school sites. To find a vaccination site near you, click here or call 833-540-0473 between 8:00am and 8:30pm 7 days a week for assistance with appointments.

While we are relieved to be out of our winter surge and to be considered at Low Community Risk by the CDC, there are many in our communities that remain vulnerable due to the continued spread of COVID-19. We encourage residents to consider their personal and family’s risk when making decisions about precautions such as masking, gathering, getting tested, and getting vaccinated or boosted.
One’s personal risk is determined by a variety of factors, and individuals who have more risk factors need to take more precautions.
Anyone can choose to use these or other precautions to protect themselves and others. We hope everyone will take a moment to assess their risk and consider which precautions will be the best options for them, their family members, and other loved ones.

DPH continues to use community prevention strategies that can reduce risk for all of our residents, including workers’ rights in California. Your employer must have a plan to prevent the spread of COVID-19 in the workplace. They must provide all workers with training on the COVID-19 prevention plan and their rights under the state’s Cal/OSHA rules.
Guidance is included for:
- Personal Protective Equipment (PPE)
- Testing
- Handwashing
- Paid Leave
