Oversight Panel Takes Action on Deputy Cliques

Los Angeles, CA – The Sheriff Civilian Oversight Commission hosted a virtual Commission meeting today and acted on two important items: Deputy Cliques and Measure R.

Deputy Cliques
Sheriff Alex Villanueva appeared before the Commission to answer questions about deputy cliques in the Sheriff's Department. After Commissioner questions and public comments, the Commission unanimously approved a motion requesting that County Counsel issue a new opinion regarding the Constitutionality of the Commission’s proposed policy recommendations, which includes the Preamble, and to draft an ordinance banning deputy cliques.

Commissioner Robert Bonner also mentioned his Legal Memorandum regarding the constitutionality of the proposed policy banning deputy cliques.

Measure R
Commissioner Priscilla Ocen discussed the Measure R Ad Hoc Committee's progress on developing a Comprehensive Public Safety Reinvestment Plan and a Feasibility Study, and she highlighted the need to hire a consultant. The Commission unanimously passed a motion to send the proposed letter requesting Measure R funding to the L.A. County Board of Supervisors.

Other Discussion
In other discussion, the Commission heard updates regarding Body Worn Cameras and COVID-19 in the Jails. Dara Williams, Chief Deputy for the L.A. County Office of Inspector General presented this PowerPoint and discussed the Report on Implementing Body-Worn Cameras.

Dr. Sean Henderson from L.A. County Department of Health Services' Correctional Health Services provided an update on COVID-19 vaccine distributions in the jails. Chief Sergio A. Aloma from Custody Services Division, Los Angeles County Sheriff's Department, discussed the recent reopening of visitations at Century Regional Detention Facility and the plan to reopen visitations in other County jails.
