100 UNITS OF AFFORDABLE HOUSING
ON THE RISE IN WILLOWBROOK

Springhaven to Offer Housing and Onsite Services to Formerly Homeless Households, Persons Experiencing
Mental Illness, and Families with Limited Means

Yesterday, officials from the Community Development Commission/Housing Authority of the County of Los Angeles (CDC/HACoLA) joined LINC Housing Corporation, and other partners to celebrate the groundbreaking of Springhaven, a 100-unit six-story housing development with commercial space and enclosed parking.  Located in the unincorporated community of Willowbrook, Springhaven will be a new permanent housing development serving formerly homeless households, persons experiencing mental illness, and families with limited means. 

The CDC/HACoLA pooled a variety of its resources to help get this project off the ground.  The agency awarded $9.7 million in Affordable Housing Trust and Mental Health Housing Program Funds and also donated the land to this project, bringing the County’s total capital contribution to $11.9 million. Further, the CDC/HACoLA allocated 50 Project-Based Vouchers which will provide rental assistance to the units reserved for formerly homeless households and persons experiencing mental illness. Finally, the CDC/HACoLA will act as the conduit issuer of over $27.8 million in tax-exempt bonds.

“The CDC/HACoLA was proud to tap into several resources in our portfolio to help ensure that these 100 households have a place to call home.  As long as there are people needing homes, we will continue to maximize every dollar we receive to help build more units with supportive services,” said Emilio Salas, CDC/HACoLA Deputy Executive Director.

Springhaven will feature 99 affordable units plus one manager's unit.  The ground floor will include a private day care facility operated by Drew Child Development Corporation, secure bike parking, and residential lobby. The upper stories will be comprised of the residential apartments, an onsite laundry room, exercise facility, courtyard, and indoor community space containing a property management office, case management offices, gathering areas, and space for an after-school program. The housing development also has landscaped grounds, a central outdoor courtyard, container garden, edible landscaping, and bike parking. More than half of the residential units will be designed to achieve universal design standards.

The Los Angeles County Department of Health Services and The People Concern have committed to providing intensive case management services to Springhaven residents.  Residential services will also be provided by LINC Housing Corporation’s in-house provider, LINC Cares.
