City Manager's Message
With the arrival of fall, we welcome a season of growth, new opportunities, and community gatherings. I’m especially excited that our new Target store is now open! I hope many of you have already had the chance to visit and enjoy this exciting addition to our City.
September is also filled with informative events for residents. On Saturday, September 13, our Housing Division, in partnership with the Fair Housing Council of Riverside County, will host a free HUD-approved First-Time Homebuyer Education Workshop at City Hall from 9 a.m. to 3 p.m.—a great resource for those working toward homeownership.
On Tuesday, September 23, at 6 p.m. at City Hall, we invite you to participate in a community meeting on the Equestrian Lifestyle Protection Overlay, including trails and updated animal-keeping standards that help preserve Jurupa Valley’s unique character.
Looking ahead, mark your calendars for Saturday, October 11, when Jurupa Valley hosts its first-ever Harvest Parade down Limonite Avenue, followed by a Festival at City Hall. It will be a wonderful day to celebrate the season and come together as a community.

Jurupa Valley Celebrates Grand Opening of First Target Store
On Tuesday, August 12, the Jurupa Valley City Council joined thousands of excited shoppers to celebrate the City’s first Target store with a private opening. Store Manager Matthew Villescas was warmly welcomed and shared his commitment to creating a fun shopping experience for all visitors, while proudly calling Jurupa Valley home.
The public Grand Opening followed on Sunday, August 17. The City is excited to see residents enjoying the new shopping options at Target and the Shops at Jurupa Valley and looks forward to welcoming even more shopping and dining opportunities as our community continues to grow and thrive.

MORE Program Brings Big Impact to Jurupa Valley
In 2023, Jurupa Valley was honored to receive $3 million through a competitive grant from the California Department of Housing and Community Development to bring the MORE Program to life. Since then, 24 residents have experienced life-changing transformations, repairing not just structures, but restoring hope, confidence, and a true sense of home. The outpouring of gratitude from the community speaks volumes about the program’s impact, reflecting Jurupa Valley’s dedication to uplifting its residents and ensuring everyone has a safe, dignified place to call home.

First Time Homebuyer Workshop
Saturday, Sept. 13 9 a.m. to 3 p.m. City Hall
The City of Jurupa Valley’s Housing Division, in partnership with the Fair Housing Council of Riverside County, will host a free HUD-approved First-Time Homebuyer Education Workshop on Saturday, September 13, 2025, from 9 a.m. to 3 p.m. at City Hall. Flyers are available in both English and Spanish.
This workshop is open to the public, with Spanish interpretation services available.
Attendees will learn key steps in the homebuying process, including:
- Budgeting
- The Mortgage Loan Process
- Steps to Purchasing a Home
- Shopping for a Home
- Identifying Predatory Lending Practices
- Understanding Credit
- Accessing Down Payment Assistance Programs
Lunch will be provided, and participants will receive a HUD-approved Homebuyer Education Certificate, valid for one year. This certificate is required for most first-time buyer assistance programs.

Equestrian Lifestyle Protection Overlay Community Meeting
Tuesday, Sept. 23 6 p.m. to 7 p.m. City Hall
The City of Jurupa Valley invites residents to join a community meeting on Tuesday, September 23, from 6 to 7 p.m. in the City Council Chambers to share thoughts and ideas on how to improve the Equestrian Lifestyle Protection Overlay (ELPO). Spanish interpretation services will be provided.
At the meeting, attendees will discuss:
- Modernizing animal-keeping rules to reflect quality care and practical standards
- Potential overlay boundary adjustments, including the Santa Ana River corridor, Granite Hill, and at-risk open spaces
- Trail access and safety improvements, including signage, crossings, and staging amenities
- Development compatibility standards, such as minimum equestrian features, safer designs, and lot patterns
- Opportunities for community stewardship, including volunteer cleanups or mounted patrols
