City Officials and Panorama Development Celebrate Groundbreaking of Target Store, April 17, 2024.
Target Set to Anchor New Shops at Jurupa Valley Development
On April 17, officials from Jurupa Valley City commemorated a groundbreaking ceremony at the upcoming location of the renowned retail giant, Target. This marks Target's inaugural venture into Jurupa Valley and is set to open its doors in 2025.
The highly anticipated retailer will join other lucrative brands in the new 32-acre Shops at Jurupa Valley development, located on the northeast corner of Pyrite Street and Mission Boulevard.
“The community and I are beyond excited to have Target and other major retailers start business here in our City,” said Mayor Guillermo Silva. “Once completed, the Shops at Jurupa Valley will reflect our ongoing commitment to our community’s economic growth while improving convenience and accessibility for our residents. I would like to thank council members, City staff, and Panorama Development who worked tirelessly to bring this project to fruition. I look forward to celebrating the grand opening next year with our residents.”
Construction of Target is underway, encompassing 145,823 square feet of retail space along with ample parking space with drive-up stalls for contactless pickup. Expected tenants within the Target upon completion will include coffee sales, grocery sales, pharmacy, nursing room, and an optical center.
Target’s presence will contribute to the City’s economic growth by creating hundreds of jobs. In addition, Target will generate vital sales tax revenue, which will be allocated to funding programs and services benefiting Jurupa Valley residents.
Other retailers and dining retailers joining Target include Burlington, Ross, Five Below, ALDI, In-N-Out, Raising Canes, Starbucks, Chipotle, AutoZone, Pollo Campero, Circle K, and Quick Quack Car Wash.

City Wins Second Consecutive American Planning Association Award
We are delighted to share that the 2024 Inland Empire Section of the American Planning Association has recognized the City of Jurupa Valley for its exceptional planning endeavors. This year, the City will be commended for its visionary work on THE DISTRICT project during the award ceremony on May 23.
Spanning 248.3 acres, The District project represents a transformative initiative blending residential, commercial, industrial, and public space developments in Jurupa Valley's southwest corner, at the intersection of SR-60 and Rubidoux Blvd. The meticulously crafted plan aims to rejuvenate the area while addressing diverse community needs concurrently.
This accolade marks the second consecutive win for the City’s Planning Division, following the APA award in Economic Development for the Shops at Jurupa Valley in 2023. Congratulations to our City Planners!

What's Going on at the Former K-Mart Site?
The former K-Mart site is approximately 7.4 acres and is located within De Anza Country Shopping Center. The project consists of (1) converting the existing 87,000 square-foot single-tenant commercial building into a five-tenant commercial building, (2) constructing a 2,000 square-foot drive-thru building to the west of the existing AM/PM convenience store, and other minor site improvements to the parking area. The new tenants are Harbor Freight, Five Below, Daiso, and First Bank. At this time, the site is under construction and the project is expected to be completed and occupied by August of 2024.

Crestmore Road Traffic Calming Project
Crestmore Road was recently paved as part of the Citywide Pavement Rehab Project between Loring Ranch Road and Mission Boulevard. New striping designs and signs are in the final process of being installed as part of the project to reduce speeds. The new traffic calming design reduced the number of lanes from four to two, enhanced the existing bike lanes with larger buffers, and restored parking along the North side of the road. A new stop sign will be installed at the intersection of Loring Ranch Road and Crestmore Road.
Slow for the Cone Zone: The Public Works Department reminds motorists to drive with caution near work zones and observe new traffic patterns.

Interested in Building an ADU? New State Grants Can Help!
The California Housing Finance Agency (CalHFA) has recently announced a fresh wave of funding dedicated to Accessory Dwelling Units (ADU). This initiative aims to alleviate housing challenges by providing financial support for ADU construction.
Under this program, eligible applicants can receive grants of up to $40,000. These funds are intended to cover pre-development expenses and non-recurring closing costs associated with ADU construction. Pre-development costs may include various elements such as site preparation, architectural design, permits, soil tests, impact fees, property surveys, and energy reports.
These grants are specifically targeted towards households with incomes at or below 80% of the Area Median Income (AMI). This criterion ensures that the assistance reaches those who need it most within the community.
