County Homeless Symposium Highlights Jurupa Valley's Progress in Addressing Homelessness
Recently, Supervisor Karen Spiegel hosted the 2024 Second District Homeless Symposium, shedding light on the remarkable progress made by the City of Jurupa Valley in addressing homelessness. Officials revealed at this event a dramatic 43 percent reduction in homelessness over the past five years.
Here are some key highlights of our efforts:
- Since 2018, Path of Life has been a valued partner in our mission to support individuals experiencing homelessness.
- Since 2018, the City Council has allocated nearly $1 million in Community Development Block Grant (CDBG) funds, providing essential shelter beds and outreach services for Jurupa Valley's unhoused population.
- During the distribution of CARES Act funds, the City Council allocated $250,000 for a rental assistance program and $280,000 for crisis stabilization units, offering vital support to families and individuals facing challenges.
- The Council utilized ARPA funds to sustain crisis stabilization units for an additional two years.
- In the past year, we secured two grants specifically targeting homelessness in the Santa Ana River bed, totaling nearly $1 million.
- These grants facilitated the acquisition of three All-Wheel Drive (AWD) vehicles and the establishment of three outreach teams comprising mental health and housing professionals.
- With funding secured for the Santa Ana River, we can redirect CDBG funding for additional outreach efforts in the city streets.
This significant achievement would not be possible without the combined efforts of local agencies, nonprofit organizations, and dedicated volunteers.

The Pacific Avenue Pedestrian and Bicycle Improvements Project is making headway, bringing a wave of positive changes to our community.
From Mission Boulevard to Limonite Avenue, this project is transforming Pacific Avenue into a safer and more accessible route for pedestrians, cyclists, and motorists alike.
Thanks to funding from Senate Bill 821, the Riverside County Transportation Commission (RCTC), CDBG funds from HUD, and Measure A, we're making significant strides in enhancing our City's infrastructure. With new curb, gutter, sidewalk installations, controlled pedestrian crossings, parking spaces, bike lanes, and pavement rehabilitation, Pacific Avenue is set to undergo a remarkable makeover.
Currently, construction is buzzing along from Mission Boulevard to 42nd Street, with design plans underway for the segment from 42nd Street to Limonite Avenue. This next phase is scheduled for the summer of 2024.
Pacific Avenue is a lifeline for our community, providing access to four local high schools and witnessing bustling pedestrian activity during school arrival and departure times. With this project, we're not just improving safety and traffic efficiency; we're also extending bicycle facilities from Sierra Avenue to Limonite Avenue, further enriching our City's bicycle network.
