Join Us for the November 7 Goleta City Council Meeting
Topics Include: Boys and Girls Club Gold Cards, Airport Land Use Compatibility, Cannabis Ordinance, and New Human Services Committee
We hope you will join us for Goleta’s City Council meeting this Tuesday, November 7, at 5:30 p.m. (closed session begins at 5:00 p.m.). We encourage you to join us in City Council Chambers, watch live, and/or participate via Zoom. Directions for how to do so can be found below. Items on the agenda include:
- The City Council will present Certificates of Recognition to United Boys and Girls Clubs of Santa Barbara County Gold Club Members. To receive a Gold Card, members must attend their local Boys & Girls Club for at least 105 days in the same calendar year. The Goleta location has 66 members who will be honored for their attendance. National studies show that children who reached this level of attendance are twice as likely to graduate high school on time and twice as likely to lead a healthy lifestyle. - The Council will hold a public hearing on the First Reading of the Cannabis Business License Ordinance Amendments and Cannabis Business Tax Updates. Staff is recommending the medicinal cannabis retail rate be set at the non-medical cannabis retail rate of 5%. This adjustment ensures parity with cannabis retail rates and aligns with rates in nearby jurisdictions. Staff is also recommending amendments to the Commercial Cannabis Businesses License Ordinance including how to address a change in ownership and/or a change in premises. - The City Council will hold a public hearing to consider adopting amendments to the City of Goleta General Plan / Coastal Land Use Plan and zoning regulations to ensure consistency with the Santa Barbara Airport Land Use Compatibility Plan (ALUCP). The project includes text amendments to the Land Use Element, Safety Element, and Noise Element of the General Plan; revisions to Figures 5-3 and 9-4 of the General Plan; text amendments to Chapter 17.16 of the GMC and to the definitions included in Title 17 of the GMC; and an update to the City’s Zoning Overlay Districts Map. These changes are intended to best align the City’s policies and regulations with the ALUCP. Read the staff report here: https://tinyurl.com/yvw2e7tv.
- The City Council will discuss a new Human Services Standing Subcommittee (Committee). The Committee would focus on programs, services and activities that care for and support sensitive or vulnerable populations in Goleta. This would include services for children, youth, seniors, people who are economically disadvantaged, non-English speakers, recent immigrants (including those without documentation), people with disabilities and serious health conditions, and people with mental health and drug and alcohol issues, for example. Council will provide guidance on specific decision-making points, and City staff will then return to Council to officially create the Committee.
