Join Us for the June 6 Goleta City Council Meeting
Topics Include: LGBTQ+ Pride Month, Juneteenth, Fiesta Ranchera, City Hall EV Charger Fees, Solid Waste Rate Increase and Two-Year Budget Update
We hope you will join us for Goleta’s City Council meeting this Tuesday, June 6, at 5:30 p.m. (closed session begins at 4:00 p.m.). We encourage you to join us in City Council Chambers, watch live, and/or participate via Zoom. Directions for how to do so can be found below. Items on the agenda include:
- The City Council will issue three proclamations:

Recognizing June 2023 as LGBTQ+ Pride Month.

Declaring June 15, 2023, as “Fiesta Ranchera Day” in the City of Goleta and giving Certificates of Recognition to Jack Harwood, Spirit of Fiesta and Olivia Nelson, Junior Spirit of Fiesta, both of whom will be performing.

Proclaiming June 19, 2023, as “Juneteenth Day” in the City of Goleta.
- The Council will discuss establishing City Hall electric vehicle charger fees. The City is planning an initial 17 electric vehicle (EV) charging stations at City Hall with plans for at least six more in the future. The City needs to determine what (if any) fees will be charged at the City Hall EV chargers. This item was discussed at the Energy and Green Issues Standing Committee meeting on January 23rd and was recommended to the full City Council for a decision. The Green Committee recommended a time of use (TOU) fee structure (higher rates during peak hours, 4:00 – 9:00 p.m.) and either discounted rates or free charging for City staff. In addition, the Committee suggested signage at the EV chargers, including a parking time limit (potentially four hours), with the possibility of an overstay charge if a vehicle remains plugged in beyond a set time period. - The City Council will discuss the 2023 – 2024 MarBorg proposed solid waste rate increase. The City of Goleta’s franchise waste hauler, MarBorg Industries, Inc. (MarBorg), has submitted a rate increase recommendation for this upcoming fiscal year’s trash rates (effective July 1, 2023, if approved). The proposed rate increase of 5.95% is pursuant to increases in the Consumer Price Index (CPI), and the County of Santa Barbara’s tipping fees at the Tajiguas landfill and ReSource Center. Rate increases due to CPI and Santa Barbara County tipping fees are allowed as part of the City’s franchise agreement with MarBorg. The staff report is available here: https://tinyurl.com/yckz93zd.
- The Council will receive a presentation on the FY 2023/24 and 2024/25 Two-Year Budget Update and provide direction regarding items to be addressed or included in the final recommended budget. This presentation includes feedback staff received at previous budget workshops on May 2, 2023, and May 22, 2023, and specifically requests Council input on: Library Funding and the Book Van; Creek and Watershed Management Plan (CWMP); and a Review of Measure B Projects and Programs.
