Join us for the June 15 Goleta City Council Meeting
Council will hold public hearings on the City’s budget and initiation of a Specific Plan amendment, discuss proposed habitat enhancement work at the Ellwood Mesa Monarch Butterfly Grove, consider a priorities list for the Goleta Parks, Facilities and Playgrounds Master Plan, consider adopting an Urgency Ordinance related to residential and commercial evictions, and recognize two Proclamations
We hope you will join us for Goleta’s virtual City Council meeting on Tuesday, June 15 at 5:30 p.m. Many important items are being discussed, and we encourage you to watch live and/or participate. Directions for how to do so can be found below.
- The consent calendar includes a Proclamation declaring June 17, 2021, as “Fiesta Ranchera Day” in the City of Goleta. Fiesta was first celebrated at Stow House in 1968! While the traditional celebratory Fiesta Ranchera event won’t be happening this year, Old Spanish Days and the Goleta Valley Historical Society will be putting on a special 2021 Fiesta Ranchera On-the-Go to give back to the community. - The consent calendar includes a Proclamation recognizing June 2021 as LGBT Pride Month and encourage residents to join in celebration and appreciation of the LGBT community. Read the proclamation here: https://tinyurl.com/y8xz36w7.
- Council will conduct a public hearing on the City’s Operating Budget and Capital Improvement Program Budget for FY 2021/22 and 2022/23 and Comprehensive Capital Improvement Plan. Two special City Council workshops were held on May 25, 2021, and June 8, 2021, and Council feedback has been incorporated into the revised budgets. Council will consider adopting: the two-year budget for FY 2021/22 and 2022/23 and comprehensive capital improvement plan; the City’s GANN limit for FY 2021/22; and authorized staff positions and new class specifications. - City Council will conduct a public hearing considering initiation of a Specific Plan amendment for 6975 Santa Felicia Drive. The applicant is requesting that the City Council initiate the study of a Specific Plan amendment to remove the subject 4.3-acre parcel from the Specific Plan boundaries. The property owners would like to develop this last undeveloped parcel within the Specific Plan area pursuant to the Goleta General Plan and Title 17, which would require an initiation process to amend the Camino Real Specific Plan to remove the specified parcel from the Specific Plan. City Council will discuss proposed habitat enhancement work and award of design service agreements for the Ellwood Mesa Monarch Butterfly Grove. On March 19, 2019, City Council adopted the Ellwood Mesa/Sperling Preserve Open Space Monarch Butterfly Habitat Management Plan (MBHMP). The plan is a comprehensive approach to management, enhancement, and monitoring of the monarch butterfly seasonal aggregation areas and supporting habitats at the Ellwood Mesa Open Space. The MBHMP outlines various programs intended to maintain and improve habitat conditions to ensure long-term viability of the monarch butterfly population, while allowing for coastal access, natural history education, and compatible recreational opportunities. Council will discuss and consider accepting prioritized recommendations/goals from the Goleta Parks, Facilities and Playgrounds Master Plan (Master Plan). The Master Plan was adopted on January 16, 2020, and Council requested the Parks and Recreation Commission (Commission) prioritize the Master Plan recommendations at their meeting on February 5, 2020. Receiving Council’s support of the priorities established by the Parks and Recreation Commission will provide staff and the Commission the direction needed for the development of future projects and programs. City Council will consider adoption of an Urgency Ordinance sunsetting the temporary moratorium on residential evictions and amending the repayment provisions of the temporary moratorium on commercial evictions. In March 2020, the City first adopted its residential eviction moratorium but did not include a specific date for when the moratorium would end and when the repayment period would start. The current issue for the City Council to decide is when the City’s residential eviction moratorium should end. The City also passed a commercial eviction moratorium in March 2020, which provides for a 6-month repayment period but does not specify when that period would start or how much deferred rent must be paid each month. Because there is no structured repayment plan in the moratorium, Council may wish to enact one. The staff report is available at https://tinyurl.com/xebr2uzc.

When asking who wishes to speak, the City Clerk will ask that you utilize the “raise hand” feature of the GoToWebinar app (see image below), this lets the Clerk know you wish to speak and will call your name when public comment is taken.
