Mayor Perotte and Councilmembers Kasdin and Richards to Take Oaths of Office at December 15th City Council Meeting

Mayor Paula Perotte, Councilmembers Stuart Kasdin and Kyle Richards will take their Oaths of Office marking the beginning of their new four-year terms at the upcoming Tuesday, December 15, 2020, Goleta City Council meeting. The meeting will begin at 5:30 p.m. (closed session begins at 4:45 p.m.). We hope you will join us to see the re-elected Mayor and Councilmembers officially sworn in and to wish them well as they embark on another term of serving the City.

The meeting will begin with confirmation of the November 3 General Election returns validating the Council election results. The City Council seats are four-year terms. Voters also passed Measure O2020 by a 51.44% majority vote. As a result, the term of the Mayor will change from two years to four years. Read the staff report here: https://tinyurl.com/y479n88t.

  • Council will conduct a public hearing to consider the initiation of a General Plan Amendment (GPA) for 625 Dara Road from Single Family to Medium-Density Residential. The purpose of the change would be to allow the property owner to propose a development that is currently not allowed by the Single-Family designation. The Medium-Density Residential land use category permits multi-family housing and accessory uses customarily associated with residences. The applicant’s intention for a future project is not under review or consideration at this time, the purpose of this hearing is to determine whether to allow the initiation of a GPA to a higher residential density on the site.   • City Council will hear an update on the outcome of the procurement process for a solar photovoltaic (PV) microgrid project at City Hall. Staff recommends Council authorize procurement of a solar PV-only option at City Hall that also integrates EV charging with carport installation financed via a Power Purchase Agreement (PPA) with a 20-year term. The City Council has set a visionary target to transition to clean energy in the form of the adopted 100% Renewable Energy goal by 2030. Overall, installing the recommended solar PV-only system has the potential to offset close to 100% of the building electricity usage, increase budget certainty at City Hall (i.e., result in significant monetary savings on energy costs), while significantly reducing the City’s carbon footprint and demonstrating leadership in support of the City’s 100% Renewable Energy Goal.   • Council will receive an update on the Hollister Avenue Complete Streets Corridor Plan. The Plan is included as part of the City’s 5-year Capital Improvement Program (CIP). The goal of the Complete Streets Project is to enhance and prioritize safety, access, and mobility for all users and all modes of transportation along Hollister Avenue in Old Town Goleta. The proposed project focuses on improvements to the Hollister Avenue corridor between Fairview Avenue and State Route 217. Public Works is also recommending City Council create a new CIP project titled the Hollister Avenue Old Town Interim Striping Project. View the complete staff report at https://tinyurl.com/y2v7uoec.
