The California Public Utilities Commission (CPUC) and utilities under its jurisdiction are supporting communities during these challenging times, here are some local utilities and services:
Southern California Edison
Southern California Edison announced that it is suspending service disconnections for nonpayment and waiving late fees, effective immediately, for residential and business customers impacted by the COVID-19 emergency.

COX Communications
Effective Monday, March 16, COX Communications is providing:
- Limited-time, first month free of Connect2Compete service, $9.95/month thereafter.
- Until May 15, 2020, they are providing phone and remote desktop support through Cox Complete Care at no charge to provide peace of mind and ease for technology needs.
- Resources for discounted, refurbished equipment through their association with PCs for People.
MarBorg
MarBorg’s regularly scheduled trash collection services are continuing, but the Buy Back Center locations have been closed, this includes the Goleta Recycling Center at 20 David Love Place.

MTD
Santa Barbara MTD has lowered service levels on several lines associated with area educational institutions, in light of these schools ceasing campus operations due to the COVID-19 pandemic. Additionally, as of March 19, all MTD fixed-route bus service will be provided free of charge until further notice. Passengers without disabilities will be directed to use the rear door of the vehicle for boarding and alighting to minimize contact with bus operators at the front door and farebox area. Passengers using mobility devices or who need the ramp will be allowed to board and alight from the front door of the vehicle.
The following service changes are now in effect:
- No Line 15x (SBCC/UCSB Express) Service
- No Line 16 (SBCC Shuttle) Service
- No Line 28 (UCSB Shuttle) Service
- Line 27 (Isla Vista Shuttle) will operate on the “UCSB out” alternate schedule as published in the schedule guide
- No booster service to Junior Highs, High Schools, or Alpha Resource Center

This is an especially tough time for our local businesses. You can help support them by ordering take-out and delivery. Noozhawk and The Restaurant Guy have put together a list of restaurants offering these services within the County. You can also buy a gift card to use at a later date. This helps restaurants (and shops) keep money coming in and gives you something to look forward to using in the future.

California is committed to assisting workers hurt by COVID-19, read below for resources that may fit your situation.
Sick or Quarantined
If you are unable to work due to having or being exposed to COVID-19 (certified by a medical professional), you can file a Disability Insurance (DI) claim. The executive order issued by the Governor waives the one-week unpaid waiting period, so you can collect DI benefits for the first week you are out of work. If you are eligible, the EDD processes and issues payments within a few weeks of receiving a claim.
Unemployment
If you have lost your job or have had your hours reduced for reasons related to COVID-19, please visit https://edd.ca.gov/Unemployment/Filing_a_Claim.htm
Caregiving
If you are unable to work because you are caring for an ill or quarantined family member with COVID-19 (certified by a medical professional), you can file a Paid Family Leave (PFL) claim. If you are eligible, the EDD processes and issues payments within a few weeks of receiving a claim.
School Closures
Parents of children that have to miss work due to school closures may be eligible for Unemployment Insurance benefits. Eligibility considerations include if you have no other care options and if you are unable to continue working your normal hours remotely. File an Unemployment Insurance claim and EDD representatives will decide if you are eligible.

Small Business Disaster Assistance Loans
The Small Business Administration will provide disaster loans up to $2 Million to small businesses in need. The agency will work directly with state Governors to provide targeted, low-interest disaster recovery loans to small businesses that have been severely impacted by the situation. Additionally, the SBA continues to assist small businesses with counseling and navigating their own preparedness plans through our network of 68 District Offices and numerous Resource Partners located around the country.

SB 117 (urgency measure): The bill contains changes for education programs that ensure local educational agencies continue to receive funding during the COVID-19 emergency and allow for flexibility for local educational agencies to continue to provide educational options to their students. It addresses school district funding, afterschool programs, child development programs, special education, and English learners, among other topics.

Executive Orders Regarding the CDE:

March 18 Executive Order: The order suspends standardized testing and seeks federal waivers.

March 13 Executive Order: The order provides that even if schools close temporarily because of COVID-19, school districts must:
- Continue delivering high-quality educational opportunities to students through other options, distance learning and independent study;
- Safely provide school meals through the Summer Food Service Program and Seamless Summer Option, consistent with the requirements of the California Department of Education and U.S. Department of Agriculture;
- To the extent practicable, arrange for supervision for students during ordinary school hours
- Continue to pay employees.
Tax and Fee Administration
Governor Newsom issued an Executive Order in response to the COVID-19 State of Emergency through May 11, the California Department of Tax and Fee Administration has the authority to assist individuals and businesses impacted by complying with a state or local public health official's imposition or recommendation of social distancing measures related to COVID-19. This assistance includes granting extensions for filing returns and making payments, relief from interest and penalties, and filing a claim for refund.
Taxpayers may request assistance by contacting the CDTFA. Requests for relief of interest or penalties or requesting an extension for filing a return may be made through their online services. More information here.

Statewide

Local
The 805 UndocuFund is a collective effort among Ventura and Santa Barbara County-based grassroots organizations to assist local undocumented immigrant individuals and families who are excluded from federally funded safety net programs; that have been economically impacted by the loss of their homes, wages, and/or employment due to disasters in our community like wildfires, mudslides, and COVID-19.
They are currently fundraising and hiring staff to serve the community. They will open applications to receive assistance soon.
Volunteer Opportunities
United Boys & Girls Clubs United Boys and Girls Clubs are a Food Bank Distribution site during this time. They could use volunteers to help bag canned goods. The Goleta location (5701 Hollister Ave) has two shifts: 11::30 a.m. to 1:00 p.m. and 1:00 p.m. to 3:00 p.m.
