A Message from the City Manager, Roubik Golanian  This month marks 25 years since the events of September 11, 2001. We remember the nearly 3,000 lives lost, honor the first responders and others who answered the call to help, and recognize the families and communities whose lives were forever changed. Twenty-five years later, September 11 remains a day of remembrance, reflection and service. September is also a busy month in Glendale, and in many ways, it reflects the range of work happening across our City. We are planning for the long-term needs of our infrastructure, helping our community prepare for emergencies, welcoming new leadership, and looking ahead to a full calendar of events that will bring people together throughout the month. Earlier this month, the City Council approved moving forward with a Proposition 218 notice regarding proposed updates to water rates. As this process begins, it is important that our community understands what is being proposed, why it is needed and how to participate. Glendale’s water system has served our community for generations, but parts of that infrastructure are now more than 100 years old. At the same time, the costs of operating the system and purchasing imported water continue to rise. The proposed rates address aging infrastructure, support needed maintenance and improvements, and help maintain the long-term reliability of the water system our community depends on every day. No rate change has taken effect as part of this action. Proposition 218 notices will be mailed to affected property owners and customers this month with information about the proposal, opportunities to participate and details about the upcoming public hearing. I encourage you to review that information and stay engaged as the process moves forward. Planning ahead is also at the heart of Emergency Preparedness Month. While we cannot always predict when an emergency will happen, we can take steps now to be better prepared when one does. This September, I encourage every household to review its emergency plan, update its emergency kit, know its evacuation zone identifier in case it is referenced during an emergency, and make sure everyone in the household knows where to find reliable City information during an emergency. As we plan for the future, we are also welcoming new leadership to our organization. I am pleased to welcome our new Director of Community Development, Rachel Dimond, and look forward to the perspective and experience she will bring to the City. Of course, September is also a month to get out and experience Glendale. We have an exciting lineup ahead, including the 10th anniversary of Glendale Tech Week, Women’s Equality Day, the Glendale International Film Festival, the Armenian Film Festival and many more events happening throughout our community. I hope you will stay informed, get involved and join us throughout September.

Rachel Friede Dimond Appointed Director of Community Development

The City of Glendale has appointed Rachel Friede Dimond, AICP, LEED AP, as its new Director of Community Development. Dimond brings more than 20 years of experience in community development, planning, housing, economic development, and municipal leadership.

Celebrating 10 Years of Glendale Tech Week!

Glendale Tech Week returns September 23–26, 2026, for four days of events, conversations, and experiences celebrating its 10th anniversary and showcasing Glendale’s tech and innovation community.

This year’s lineup includes a 10th anniversary opening celebration, tech job fair, Demo Day, and hackathon, along with opportunities to connect with local businesses, explore emerging technologies, discover what’s being built in Glendale, and learn about career opportunities.

Women’s Equality Day

The City of Glendale invites community members to its Third Annual Women’s Equality Day Celebration on Wednesday, September 30, 2026, at 6:00 PM in the historic Alex Theatre Courtyard. This inspiring evening will bring together civic and business community leaders, equity advocates, and residents and business owners for a program centered on education, empowerment, and connection.

Co-sponsored by the Glendale Commission on the Status of Women, the program will also feature live music, food, beverages, refreshments, and networking opportunities. Panelists and additional details will be announced soon.

Glendale Cultural Festival

The Glendale Cultural Festival is a free, family-friendly celebration of the diverse cultures and international connections that make Glendale unique. The festival will showcase music, dance, food, art, and cultural performances representing Glendale’s Sister Cities in Armenia, the Dominican Republic, Japan, Korea, Mexico, and the Philippines, as well as Artsakh heritage.

The festival gives residents and visitors a chance to come together, experience different traditions, and celebrate Glendale’s diverse community.

Emergency Preparedness Month

During an emergency, accurate, timely information can help you make informed decisions and take action when needed. The City of Glendale uses multiple communication channels to share emergency alerts, safety instructions, road closures, evacuation information, and other important updates.

Residents are encouraged to know where to find official City information, keep their contact information current for emergency alerts, and share updates with family members or neighbors who may need assistance.

Armenian Film Festival

The 2026 Armenian Film Festival, presented by Armenian Film Society, will take place September 16–20, bringing filmmakers, industry leaders, special guests, and the community together for five days celebrating Armenian cinema.

The festival kicks off with an opening celebration on the rooftop of The Glenmark, featuring a live DJ and complimentary appetizers, with additional food, hookah, and beverages available for purchase.

Glendale International Film Festival

The Glendale International Film Festival will take place September 23–28, bringing filmmakers, industry professionals, and audiences together for six days of screenings, Q&As, and special events.

The festival will also feature a screening and Q&A for “Dirty Drugs – The Crisis of Addiction and Overdose,” a film submitted by the Glendale Management Association.

Glendale Fire Celebrates New Promotees and Hires

On August 13th, the Glendale Fire Department marked a proud moment as newly promoted Captains, Engineers, Ambulance Operators, and the City’s newest Emergency Services Coordinator were honored during the Promotional and Badge Pinning Ceremony at Fire Station 21. With families pinning badges and leaders reflecting on the department’s commitment to professional service, the event captured both celebration and purpose, recognizing the people who will help guide GFD’s mission.

Back to School Recycling Yes and No!

As the new school year begins, families can take a few simple steps to reduce waste and make more sustainable choices at school and at home.

YES

• Use reusable water bottles and food containers.
• Place food scraps and food-soiled napkins in the green organics container.
• Recycle clean aluminum foil and paper in the blue recycling container.

NO

• Avoid single-use plastic utensils and straws.
• Don’t throw away backpacks or clothing that are still in good condition. Consider donating them to a local charity instead.

Save on Electric Lawn & Garden Equipment

Switch to electric leaf blowers and take advantage of available incentives for commercial and residential customers.

For gardeners and landscapers:
Receive up to $1,400 for electric leaf blowers through South Coast AQMD’s Commercial Electric Lawn & Garden Equipment Rebate Program. Rebates are also available for other eligible commercial electric lawn and garden equipment, with incentives up to $15,000.

For residents:
South Coast AQMD offers up to $250 for eligible battery-powered leaf blowers and other battery-powered lawn and garden equipment. Glendale Water & Power (GWP) customers may also receive an additional $50 rebate for eligible electric leaf blowers, applied as a credit to their GWP bill.

Electric equipment is cleaner and quieter, and switching helps you comply with the City’s prohibition on gas-powered leaf blowers.

Round 2 Community Survey Closed – Thank You!

Thank you to everyone who participated in the Open Space and Conservation and Recreation Elements (OSCR) survey. Your feedback will help inform how Glendale plans for parks, recreation, open space, and the protection of natural resources.

The City will now use this input to help refine findings and develop the Draft OSCR Element.

Participants who provided an email address will be entered into the $20 gift card raffle, with winners selected at random and notified by email.

Grass Areas Temporarily Closed at Wilson Mini-Park

Grass areas at the park will remain temporarily closed for maintenance, with work anticipated to be completed by mid-September.

Irrigation system upgrades are underway, followed by grass reseeding and the addition of several new trees throughout the park.

Gentle Giants Art Exhibit

“Gentle Giants,” an art installation by Raphaelle Cohen-Bacry, is on display at the Adams Square Mini Park Historic Gas Station through October 2.

The installation features tall, hand-formed figures alongside smaller bird-like forms, all created from collaged black paper and painted fragments. Together, the pieces create a playful and imaginative environment for visitors of all ages.

Adams Square Mini-Park Playground Replacement Project

Construction on the Adams Square Mini-Park Playground Replacement Project will now begin in mid-September, with completion anticipated by mid-November 2026.

Central Park Block Project – Construction Begins Early September 2026

Construction at Central Park is set to begin in early September 2026.

The project includes two new playgrounds for children ages 2–5 and 5–12, a splash pad with a recycled water system and underground tank, fitness equipment, a restroom building, a covered amphitheater and stage, several plazas and improved entries, and a great lawn for passive and active recreation. Landscaping will include a net increase of approximately 70 trees and more than 3,000 new shrubs and groundcover plants. The new open space will also accommodate a variety of community events and programming.

Construction is expected to take approximately 24–30 months, with completion projected for late 2028 or early 2029.

Elk Mini-Park Playground Replacement Project

Construction Timeline:
Start Date: May 11, 2026
Expected Completion: September 2026

The playground is now expected to be completed by the end of September while the City awaits a required safety component. Once the final components are installed, the playground will undergo the required safety inspection before opening to the public.

Dive Into Summer at Pacific Community Pool

Pacific Community Pool is open year-round. Hours of operation are changing from November-April. Visit GlendaleAquatics.com for current hours of operation, swim lesson times, swim and water polo team information, and general program and registration information.

Registration for summer group and private swim lessons is still available. Please verify your 2026 residency and have a current online MyGlendaleParks.com account before registering. The Glendale Gators swim team and the Glendale Polo Bears water polo team are practicing now. The Fall program will begin in September.

Registration for September group and private swim lessons and teams begins Tuesday, September 1.

Group and private rentals remain available at Pacific Pool.

Riverwalk Workday

Spend the morning working next to the Los Angeles River on the city of Glendale’s Riverwalk. We need volunteers to help us remove invasive plants from the landscaped areas along the L.A. River.

Please wear sturdy shoes, protective clothing, and bring water. We’ll provide tools and gloves. Families, individuals, clubs, and students needing community service hours are welcome. In case of rain, this event will be canceled.  RSVP required.

Scheduling a Bulky Item Pickup for Summer Move-Outs

Getting rid of old furniture, appliances, or other bulky items? Glendale residents can schedule a bulky item pickup; see the requirements below!

• Property Type:
  • 1 to 4 Units: Service is requested directly through the City at GlendaleRecycles.com or by calling (818) 548-3916.
  • 5+ Units (Apartments & Condos): Service is requested through the property manager to coordinate service with the property’s designated commercial waste hauler.

• Items Must Be Placed on Public Property: All materials must be set out on public property (such as the curb or parkway) for collection. Items left on private property (porches, driveways, or side yards) will not be picked up.
  
  
• Accepted Items Only:
  • Appliances: Air conditioners, dishwashers, dryers, small freezers, stoves, toilets, etc.
  • Electronics: Coffee makers, computer monitors, lamps, microwaves, printers, etc.
  • Furniture: Bookshelves, chairs, desks, and mattresses/box springs (must be wrapped in plastic or sealed in a mattress bag).
  • Glass Cabinets: Accepted only if the glass is completely shrink-wrapped or protected with cardboard. (Note: The City cannot collect loose or bulk glass, such as window panes or construction debris).
