A Message from the City Manager, Roubik Golanian
As we enter the winter months, I’m reminded of what truly makes our community special — the way we look out for one another. This season brings moments of joy, reflection, and time with family and friends. It’s also a chance for us, as a City, to prepare together so everyone can enjoy the holidays feeling safe, supported, and connected.
While Southern California winters don’t come with snowstorms, they do bring cooler evenings, festive celebrations, and the occasional rainstorm or windy days. Our Public Works, Fire, Police, and Glendale Water & Power teams — supported by staff across every department — are preparing for the winter season by monitoring conditions, strengthening readiness plans, and ensuring our infrastructure remains reliable.
This same spirit of preparedness also applies to our budget. Like many cities across California, Glendale continues to face rising costs and financial pressures. While the path forward will require careful planning, our commitment to public safety, fiscal responsibility, and essential services remains steadfast.
Most importantly, as the Thanksgiving holiday approaches, I hope you take time to enjoy the magic of the season right here at home. Whether you’re cooking, traveling, attending a holiday concert, taking a stroll through our parks, enjoying a cozy evening at the library, or simply greeting a neighbor with a smile, please do so safely and with care. These are the moments that make our city feel like family.
I also invite you to join us as we honor our military veterans at Glendale’s Veterans Day Event on Tuesday, November 11, 2025, from 11:00 AM to 1:00 PM in the Community Room at the Glendale Police Department. This special day offers us the chance to reflect on the freedoms we cherish and acknowledge the remarkable service of those who have protected them.
As we enter this season of gratitude, celebration, and reflection, I extend my heartfelt thanks to our residents, businesses, community partners, and City staff for their ongoing support and engagement.

2025 California Statewide Special Election
All active registered California voters should have received a vote-by-mail ballot for the Statewide Special Election on November 4, 2025.
Ballots may be returned by mail, at an official drop-off location, or directly to a county elections office. To be counted, vote-by-mail ballots must be postmarked on or before Election Day and received by November 12, 2025.
Several Vote Centers are open now through Election Day, November 4, with extended hours tomorrow. Local voting sites include the Glendale Civic Center and Chevy Chase Branch Library.

General Plan Draft Elements’ Comment Period Closes November 21, 2025

Preservation and Reuse of the Former Rockhaven Sanitarium Project Update
The Public Works Department has begun work on the Preservation and Reuse of the Former Rockhaven Sanitarium Project! The project is currently in the demolition and abatement stage, which includes removing existing landscaping and pathways that are not ADA compliant and undertaking the safe removal of hazardous materials from the historic Pines Cottage.
These efforts set the stage for the next phase, which will include the addition of outdoor picnic and seating areas, accessibility and landscaping upgrades, rehabilitation of the Pines Cottage into a public museum, and more.
The project is scheduled to be completed in Spring 2026.
GWP’S Investments in Clean Energy on our 2024 Power Content Label!
Glendale Water & Power continues to make progress toward its clean energy goals. Under the California Energy Commission’s Power Source Disclosure Program, GWP provides customers with an annual Power Content Label that outlines the energy resources used to supply electricity, along with the greenhouse gas emissions associated with its retail power mix.
The label also includes a comparison to California’s overall power mix during the same period, showing each energy source as a percentage of actual retail sales.
La Crescenta Rehabilitation Project Update
The La Crescenta Avenue Rehabilitation Project has made significant progress in recent months. Major safety improvements have been implemented, including the realignment of intersections and enhanced pedestrian accessibility. Additionally, the contractor has completed installation of bio-retention facilities and critical infrastructure upgrades, including traffic signal and fiber optic systems, as well as the upsizing of existing sewer mainline.
Most improvements are expected to be completed by December 2025. Key remaining elements, including the installation of traffic signal poles, final paving, striping, and decorative crosswalks, are scheduled for completion by March 2026, barring any additional unforeseen circumstances.
The City remains committed to delivering a high-quality project that meets the long-term needs of the community and appreciates the public’s continued patience and cooperation throughout the construction process.

Collection Schedule for Veterans Day and Thanksgiving
The City of Glendale will maintain its normal collection schedule on both Veterans Day (November 11) and Thanksgiving Day (November 27). Residents should place their containers out as usual on their regularly scheduled collection day.

General Plan OSCR Elements Update Underway
Glendale has launched an update of its Open Space, Conservation, and Recreation Elements (OSCR) as part of the City’s General Plan.
The Open Space and Conservation Element, last comprehensively updated in 1993, will be refreshed to reflect the community’s vision for Glendale’s natural resources, open spaces, and park system.
The Recreation Element, last updated in 1996, will be revised to address the community’s current and future needs for parks, recreational facilities, and programming.
The Community Services & Parks Department will soon release public surveys to gather input and help shape the goals and priorities of these planning documents for the next 20–30 years.

2025 Residential Route Reviews Underway
The City of Glendale will conduct its annual residential route reviews for trash, recycling, and organics containers from November 10–20, 2025. During this period, staff will inspect containers along randomly selected collection routes to ensure materials are properly sorted and to identify any contamination.
These reviews are an important part of Glendale’s efforts to comply with state recycling laws and support California’s goals for waste reduction and organics recovery. They help the City improve the efficiency of collection services and strengthen outreach and education efforts by identifying where additional recycling guidance may be needed. Residents should not be alarmed if they see staff checking containers, as no fines or penalties will be issued.
Be Prepared: Santa Ana Winds and Wildfire Safety
The Santa Ana winds are here, bringing increased fire danger, potential power outages, and poor air quality. These strong, dry winds can quickly turn small sparks into fast-moving wildfires and may also knock down trees or power lines.
The Glendale Fire Department urges all residents to take a few simple steps to stay safe and prepared:

Clear dry brush and debris from around your home to create defensible space.

Secure outdoor furniture and loose items that could blow away or cause damage.

Keep a “Go Bag” ready with essentials such as medications, important documents, and supplies in case you need to leave quickly.

The Community Services and Parks Department invites you to a free four-week financial literacy series designed to help you retire smarter, not harder. ReflectSpace Opens Viajero del Tiemo/Time Traveler
Glendale Library, Arts & Culture is pleased to present Viajero del Tiempo / Time Traveler, a solo exhibition by artist Carolyn Castaño. Castaño is a first-generation Colombian American artist born, raised, and educated in California.
Her work draws from her late father’s photographic archive of more than 4,000 photographs, films, and videos to explore the fragility of memory and identity. The exhibition pairs these images with landscape drawings inspired by Alexander von Humboldt’s studies to reflect on how land shapes the experience and memory of migration.
Senior Emergency Preparedness Workshop

Give Back This Holiday Season: Join Glendale’s Community Clean-Up Day!
This season of giving, pitch in to keep Glendale beautiful! The Public Works Department is partnering with Caltrans for a Community Clean-Up Day on Saturday, December 6, 2025, starting at 7:45 A.M. The event will last approximately 2–3 hours as volunteers help pick up litter along the Holly Drive off-ramp on the northbound 2 Freeway.
Volunteers ages 21 and up (and 16–20 with a parent or guardian) are encouraged to join in giving back to the community. Caltrans will be providing safety gear and supplies and closing the entire off-ramp, so that volunteers can clean both sides of the ramp safely.
