A Message from the City Manager, Roubik Golanian
Although cooler weather is approaching, Southern California continues to face fire danger year-round. October is Fire Prevention Month, and as many will remember, the Eaton and Pacific Palisades fires struck during the first week of January last year. Now is not the time to let our guard down—nor will the City of Glendale.
I encourage everyone to review emergency kits, sign up for alerts, and secure outdoor items that could become hazards during strong Santa Ana winds. Preparedness is a shared responsibility, and our Fire, Police, Public Works, and Glendale Water & Power teams remain ready to respond and protect our community.
We have also heard your concerns about electric rates. We understand that utility costs impact both family budgets and business operations. Earlier this year, Glendale Water & Power completed a detailed review of its rates to ensure reliability, sustainability, and fairness. After City Council approval, the previously scheduled 11.3% increase will now be phased in over three years, helping customers plan ahead and easing the impact.
Rate Adjustment Schedule:
- 5.0% effective November 1, 2025
- 2.95% effective November 1, 2026
- 2.95% effective November 1, 2027
These adjustments allow us to maintain and modernize equipment, strengthen our electric grid, and support renewable energy projects, while continuing to provide reliable service. Our electrical workers and linemen, working hand in hand with Public Works crews, consistently restore power and clear streets faster than many neighboring cities. That level of service takes dedication and resources, and we remain committed to making this transition as manageable as possible for residents and businesses.
As we look ahead, I invite everyone to join us for Glendale’s Veterans Day Event on Tuesday, November 11, 2025, from 11:00 AM to 1:00 PM in the Rick Reyes Community Room at the Glendale Police Department, 131 N. Isabel Street. This is a moment to reflect on the freedoms we enjoy and to express our gratitude to those who have worn the uniform in service to our country. The program will feature opportunities to honor our veterans, enjoy a complimentary lunch, and connect with valuable community resources.
Thank you for your continued trust and partnership. Together, we will strengthen Glendale’s resilience, safeguard our community, and uphold the values that make our city such a remarkable place to call home.

 La Crescenta Rehabilitation Project Update
The La Crescenta Avenue Rehabilitation Project has made significant progress in recent months. Major safety improvements have been implemented, including the realignment of intersections and enhanced pedestrian accessibility. Additionally, the contractor has completed installation of bio-retention facilities and critical infrastructure upgrades, including traffic signal and fiber optic systems, as well as the upsizing of existing sewer mainline.
Most improvements are expected to be completed by December 2025. Certain key elements—including the installation of traffic signal poles, final paving, striping, and decorative crosswalks—are scheduled for completion by March 2026, barring any additional unforeseen circumstances.
The City remains committed to delivering a high-quality project that meets the long-term needs of the community and appreciates the public’s continued patience and cooperation throughout the construction process.
Tentative Construction Schedule:
- January 2026: Installation of traffic signal poles, cabinets and gear
- February 2026: Final paving and adjustment of utilities
- March 2026: Striping, installation of decorative crosswalks and reflective pavement on Paloma Avenue

100 Years of the Alex Theatre

ShakeOut, Don't Freak Out!
Earthquakes can strike without warning, and knowing how to protect yourself is essential. On Thursday, October 16, the City of Glendale encourages all residents, schools, and businesses to take part in the Great ShakeOut earthquake drill.
At 10:16 AM, millions of people worldwide will practice the lifesaving action of Drop, Cover, and Hold On. This simple drill helps prepare individuals and families to respond quickly and confidently in the event of a real emergency.

New Playground Designs Coming to Glendale!
On August 26, 2025, the Glendale City Council approved two creative new playground designs: the Custom Truck at Adams Square Mini Park and the Custom Owl at Mayor's Bicentennial Park.
Inspired by the historic Streamline Moderne Gas Station, the Custom Truck design will feature a gas pump play element, climbing structures, and a slide. The Custom Owl will include a climbing wall built into the owl’s wing, see-saw and springer elements, interactive play panels, and a night-themed play surface.
Both playgrounds are designed to provide inclusive play opportunities for children of all abilities, creating imaginative spaces that reflect Glendale’s character and community spirit.
Construction is expected to begin in Spring 2026.
Breast Cancer Awareness Month
Since 2015, the Glendale Police Department has participated in the Pink Patch Project, a national effort to raise awareness about breast cancer. In the United States, breast cancer affects approximately 1 in 8 women during their lifetime. October is recognized as National Breast Cancer Awareness Month, making this campaign especially meaningful.
As part of the initiative, the Glendale Police Department offers a pink version of its official patch. Proceeds support breast cancer research, prevention, diagnosis, treatment, and the search for a cure.
The Glendale Police Officers’ Association partners with the Pink Patch Project, which was founded in 2013 by the Seal Beach Police Department, to make these patches available. The limited-edition pink patch can be purchased for $10 at the Glendale Police Department front desk, located at 131 N. Isabel St., throughout the month of October.
Domestic Violence Awareness Month
Domestic Violence is a serious issue that affects more than ten million Americans each year, regardless of age, gender, race, or income. One in three women will experience domestic violence in their lifetime, and children who grow up in violent homes face higher risks of abuse and long-term trauma.
This month provides an important opportunity to raise awareness, support survivors, and recognize the organizations and advocates working to end domestic violence in our community. Together, we can help ensure Glendale remains a safe and supportive community for everyone.
General Plan OSCR Elements Update Underway
Glendale has launched an update of its Open Space, Conservation, and Recreation Elements (OSCR) as part of the City’s General Plan.
The Open Space and Conservation Element, last comprehensively updated in 1993, will be refreshed to reflect the community’s vision for Glendale’s natural resources, open spaces, and park system.
The Recreation Element, last updated in 1996, will be revised to address the community’s current and future needs for parks, recreational facilities, and programming.
The Community Services & Parks Department will soon release public surveys to gather input and help shape the goals and priorities of these planning documents for the next 20–30 years.

Help Us Pick the Next Playground for Elk Mini Park!
The City of Glendale will be replacing the playground at Elk Mini Park. You are invited to get involved and choose your favorite playground design by taking the online community survey between October 3 and October 17, 2025 in English, Armenian, or Spanish.
City Hall in Your Neighborhood
The Glendale City Council and City staff will step out of the Council Chambers and into the community for a special meeting at Sparr Heights Community Center. This is an opportunity for residents to engage directly with their elected officials in a neighborhood setting.

Rain Barrel Distribution Event
Local water agencies are partnering to host a rain barrel distribution event where residents can purchase a 50-gallon rain barrel for $85. Full and partial rebates are available to help offset the cost, and pre-ordering is required to participate.
Rain barrels are an effective way to conserve water by collecting and reusing rainwater for landscaping and other outdoor needs.

Annual Touch-A-Truck is Back!
The Glendale Police Department will host its annual Open House on Saturday, October 18, 2025, at the Glendale Police Station. From 9:00 AM to 2:00 PM, families can enjoy station tours, K9 demonstrations, SWAT and detective bureau displays, a forensic crime scene activity for kids, and a rock-climbing wall. Free hot dogs will be served from 11:00 AM to 2:00 PM.
The event also features the popular Touch-A-Truck, where children can explore City vehicles including police cars, motorcycles, fire trucks, trash trucks, cement trucks, and more. This is an opportunity for the community to connect with Glendale Police personnel and learn more about the important services they provide.

Smoke Alarms Save Lives!
Did you know that having a working smoke alarm can cut the risk of dying in a home fire by 50%? That’s why the American Red Cross, along with fire departments, local volunteers, and community partners, is bringing the Sound the Alarm campaign to Glendale.
As part of this fire safety initiative, volunteers will visit homes to install free smoke alarms and provide essential home fire safety education. Appointments take about 30 minutes, a small investment of time that could make a life-saving difference.

Domestic Violence Awareness Month: Safe Havens for Survivors
The City of Glendale and YWCA Glendale & Pasadena invite the community to join in raising awareness and honoring survivors during Domestic Violence Awareness Month. This year’s event, Safe Havens for Survivors, will officially launch the designation of all Glendale Fire Stations as safe havens for survivors of domestic violence, providing immediate refuge, safety, and assistance for those in need.

Día de Los Muertos at Central Library!
Glendale Library, Arts & Culture invites the community to the annual Día de Los Muertos celebration at the Glendale Central Library. Since 2017, the City has honored this vibrant tradition with music, dance, art, and storytelling. Activities this year will include Coaxochitl Aztec Dancers, Ballet Folklorico Mexico Azteca, Miramonte Elementary Little Kids Rock, and a bilingual storytime. Face painting will also be available beginning at 3:00 PM.
