A Message from the City Manager, Roubik Golanian
It’s officially summertime in Glendale—and the excitement is in full swing. From splash pads and outdoor concerts to community markets and warm evenings in our parks, this season is all about coming together. As we embrace the joys of summer, it’s also a time to reflect on the progress we’re making behind the scenes to keep our city strong, safe, and thriving.
On June 24, the Glendale City Council adopted the Fiscal Year 2025–26 budget, overcoming significant financial headwinds with a commitment to long-term financial stability and service preservation. Like many cities, we faced significant fiscal pressures—including an initial projection of $34 million General Fund deficit— driven by years of rising costs for goods and labor that are outpacing revenue. Through a citywide effort involving every department, cost-saving measures were implemented to close the majority of the gap. These included operational reductions, delays to select capital improvement projects, and a citywide hiring freeze that pauses recruitment for some vacant positions.
A remaining $4 million shortfall was addressed through a one-time transfer from reserves, allowing us to adopt a $352.5 million General Fund budget that maintains core services and supports long-term financial stability.
While the City recognizes that every service and program relies on dedicated personnel to operate effectively, our current fiscal constraints require departments to carefully reevaluate how those services are delivered and sustained. In the near term, limited resources mean we must prioritize essential functions and explore alternative approaches to maintain service levels. Central to our mission is the continued delivery of critical public health, safety, and welfare services—including police, fire, and emergency 911 response—alongside the maintenance of vital infrastructure that supports the well-being and daily life of our community.
Looking ahead, the City is committed to accountability and disclosure of all future spending while identifying new, stable revenue opportunities to support long-term financial health and protect core services for the community. The adopted Fiscal Year 2025–26 budget underscores Glendale’s commitment to responsible governance, service continuity, and strategic investment, even in the face of economic uncertainty.

Fireworks Safety
The City of Glendale has a zero-tolerance policy for all fireworks—violators are subject to arrest. Fireworks misuse can not only cause fires but also result in serious injury. Keep Glendale safe and enjoy the festivities at the Crescenta Valley Fireworks Show!
New Appointments within the City!
Jeff Brooks – Fire Chief, Glendale Fire Department
With over two decades of service, Jeff Brooks has officially been appointed as Glendale’s Fire Chief. A 20-year veteran of the Glendale Fire Department, Chief Brooks has advanced through the ranks—from firefighter paramedic to Acting Chief—demonstrating dedication and distinction at every level.
His leadership has consistently demonstrated a commitment to operational excellence and strong community engagement, reflecting the core values of the Glendale Fire Department. Chief Brooks has earned the respect of his peers and the trust of our residents, and his appointment recognizes both his service record and deep understanding of the department and the city it serves.
Scott Mellon – General Manager, Glendale Water and Power (GWP)
Scott Mellon has been officially appointed to lead GWP, bringing more than 20 years of experience in utility operations and engineering. He previously served as GWP’s Assistant General Manager of Power Management and, more recently, as Acting General Manager.
His leadership in grid modernization, energy reliability, and renewable integration has already shaped the department’s progress in delivering responsive, forward-thinking service to the community. His steady approach and long-term vision reflect the utility’s commitment to adapting responsibly in a changing energy landscape.
Shijie “Jack” Liang – Finance Director
Jack brings nearly 20 years of leadership in public finance, including oversight of billion-dollar budgets and investment portfolios. His experience as Chief Business Operations Officer for Clean Water Services and CFO for Washington County, Oregon, reflects a strong foundation in strategic financial management.
Jack has demonstrated a commitment to transparency and fiscal responsibility throughout his career, and it's a pleasure to welcome him to this key leadership role.
Bus Rapid Transit Community Meetings
Metro is approaching final design and preparing for construction to deliver faster and reliable bus service between the San Fernando and San Gabriel Valleys.
Join Metro at the following virtual or in-person community meetings in July to hear how the North Hollywood to Pasadena Bus Rapid Transit Project is progressing through design before construction is anticipated to begin by early 2026. Your feedback is encouraged!

Glendale Public WiFi Launch Expands!
The City of Glendale has expanded its free Citywide Wi-Fi program to include Griffith Manor Park and Pacific Park, bringing public internet access to even more of our shared spaces. This expansion supports greater digital access for residents and visitors, making it easier to stay connected while enjoying Glendale’s parks.
Summer Concerts in the Park Are Back
It’s that time of year again! Join Community Services & Parks on Wednesday and Friday evenings in Glendale’s beautiful parks for free, family-friendly concerts featuring live performances by talented bands. Bring a picnic, blankets or chairs—and your dancing shoes.

30th Annual Cruise Night
Glendale’s signature summer event is back! The 30th Annual Cruise Night will take over Brand Boulevard with hundreds of classic, modified, and import cars on display. Attendees can enjoy live music on the main stage, browse vendor booths, participate in family-friendly activities, and grab a bite at nearby restaurants.
This free event is open to all and promises an unforgettable evening of community, cars, and entertainment.

Children's Entrepreneur Market
The Children’s Entrepreneur Market is teaming up with Community Services & Parks to bring two exciting marketplaces to Verdugo Park this summer. Held alongside Summer Concerts in the Park, these events—on July 9 and August 6—will be entirely run by young entrepreneurs ages 5–17.
Participants will gain hands-on experience in product creation, customer engagement, packaging, and money management, all while building confidence and entrepreneurial spirit in a fun, supportive environment.

Maple Inclusive Play Day
Maple Inclusive Play Day (MIP Day) is a monthly gathering that fosters a warm, welcoming, and inclusive space for children of all abilities and their families. Held every third Saturday of the month at Maple Park, MIP Day encourages connection, play, and community.
Children can explore Shane’s Inspiration—Maple Park’s all-inclusive playground—and enjoy accessible crafts and activities designed so every child can participate. It’s a joyful afternoon focused on friendship, inclusion, and shared experiences.

Call for Artists Beyond the Box Mural Program
Glendale Library, Arts and Culture invites artists to submit design proposals for the 2025 Utility Box Public Art Program. This year’s theme is "Celebrating Glendale"—artists are encouraged to create designs that reflect what makes Glendale special.
The Commission will select artwork for five utility boxes, funding $750 per approved design. Submissions are open to both new and established artists, and applicants may apply individually or as part of a group.

Stargazing Event: The Night Sky Rises
Enjoy an unforgettable evening under the stars as the Perseid Meteor Shower graces the night sky. With less than 4% moon illumination expected, conditions will be ideal for meteor viewing. Attendees are encouraged to bring blankets, chairs, and dress in layers for comfort. Parking is limited. RSVP required.

Glendale Fire Department Receives Five New Basic Life Support Ambulances
The Glendale Fire Department recently welcomed the delivery of five new Basic Life Support (BLS) ambulances from Braun, based in Chehalis, Washington.
The new units were ordered two years ago to help modernize the department’s fleet. With nearly 90% of all emergency calls being EMS-related, the existing ambulances have logged significant mileage — with the oldest dating back to 2007.
The new BLS units will be assigned to Fire Stations 21, 25, 26, 27, and 29. BLS’ 21, 25, and 27 are in service. Once communications equipment is installed, BLS 26 and 29 will be placed into service and ready to respond to the community’s needs.

We have increased our rebate amounts for ENERGY STAR appliances, heating and cooling systems, and electric appliances for a limited time. Check them out before these additional rebate amounts are gone!
Through Glendale Water and Power's partnership with the Metropolitan Water District, they're offering rebates to help you conserve water indoors and outdoors. Rebates are available for high-efficiency toilets, clothes washers, and replacing turf with drought-tolerant landscaping.

Glendale Care Program
The Glendale Care Program offers a monthly electric bill discount for eligible low-income customers—now increased to $35 per month. Eligible low-income customers can apply for Glendale Care by submitting an application and providing documentation of their low-income status.

2025 Southern California Open Chess Tournament
For the first time in its more than 30-year history, the California State Open Chess Tournament is moving to Glendale. Hosted by the American Chess Academy and dot818, this prestigious event will take place at the Embassy Suites Hotel from August 29 to September 1, 2025.
Players of all skill levels—from beginners to masters—are expected to compete, with more than 500 participants anticipated across seven sections.

Residents of single-family homes and small multi-family properties (1–4 units) can schedule a free bulky item pickup through the City of Glendale. Don’t let unwanted furniture or oversized items take up valuable space—book your pickup today at GlendaleCA.gov/BulkyItem.
For larger multi-family properties (5+ units), bulky item collection is managed by franchise haulers. Property managers can request service at GlendaleCA.gov/Hauler.
Free Fun in the Sun at Wading Pools!
Wading pools (1–2 feet deep) are perfect for kids 8 and under and are open for free drop-in use on a rotating schedule through August 17.
Planning a small gathering? Wading pools at Brand, Glenoaks, Dunsmore, and Palmer Parks are available for private rentals now through September (based on availability).
Rental Rates:
- $118 for the first hour
- $29 per additional hour
- Optional: $51 to reserve nearby tables
