A Message from the City Manager, Roubik Golanian
As Glendale continues to address homelessness, the City has taken a significant step by integrating its Homeless Services team into the Community Development Department’s Housing Division. This strategic realignment aims to enhance our capacity to prevent and end homelessness by directly linking housing opportunities with homelessness response efforts. Under the leadership of Deputy Director Arsine Isayan, the team will continue to deliver targeted services while leveraging new opportunities within the Housing Division to build lasting solutions for our community.
As we move forward with key service improvements, we are also focused on fiscal long-term planning. I want to take this opportunity to highlight where we stand and where we’re headed.
On May 8, 2025, staff presented the Fiscal Year 2025–26 Proposed Budget, a comprehensive look at the City’s financial outlook and operational priorities. The General Fund budget totals approximately $352.3 million. Like many organizations in the State, the City is experiencing the impact of inflation. Our expenses are increasing faster than our revenues, which has created a structural imbalance.
As part of this year’s budget planning, we are actively assessing strategies to close this gap while maintaining service levels. Ultimately, the City will need to explore additional revenue generating sources, reduce ongoing expenditures, or a combination of both to structurally balance the budget.
Upcoming Budget Meetings:
-
Thursday, June 12, 2025, at 10:00 AM: Budget Study Session #4: Follow-Up Items
-
Tuesday, June 24, 2025, at 6:00 PM: Budget Hearing and Adoption
Both sessions will take place at the City Council Chambers located at 613 E. Broadway Street, Suite 210 and will also be accessible virtually through the City’s website.
Staying informed and engaged is more important than ever. Your participation helps shape the future of our city!

Brush Fire Contained Near Brand Library
On May 27, a brush fire was reported behind Brand Library. Thanks to a swift and coordinated response, the fire—located in steep terrain above Brand Park—was contained to just ¾ of an acre.
We’re grateful for the support of the Glendale Police Department, Pasadena Fire Department (who assigned an engine), Burbank Fire Department (with four engine companies), and the Los Angeles Fire Department’s Air Support. As of May 28, Brand Park and its trails have reopened. The cause of the incident remains under investigation.
New Ambulances for Glendale Fire Department
The Glendale Fire Department is preparing to welcome five new Basic Life Support (BLS) ambulances to its fleet. Final inspections were recently completed in Chehalis, Washington. These vehicles were ordered two years ago with support of City Council to help meet the growing demand for emergency medical services—nearly 90% of GFD’s calls are EMS-related. This addition will enhance response capabilities and support continued service delivery to Glendale residents.
