A Message from the City Manager, Roubik Golanian
The Glendale City Council and City staff consistently work to improve residents’ quality of life through various projects and programs. In my final City Connection message for 2022, I want to provide you with an end-of-year update on a few exciting projects we’ve completed this year!
Glendale’s permit and licensing process received a major upgrade! GlendalePermits, our new online permit and licensing portal, launched in September. This new system allows the applicant to submit plans online, eliminating the need to print in large quantities and multiple visits to City Hall. Application status tracking is available 24/7, and payments can be completed online!
We made strides towards Council’s priority on providing affordable housing by breaking ground on two new developments: Harrower Village and Citrus Crossing. The City also acquired properties at 515 Pioneer Dr., and 426 Piedmont Ave. and 507 Naranja Dr. Once completed, these developments will create an additional 567 affordable housing units. Glendale’s Public Works Department completed various projects to advance access to mobility, safe transportation, and roads. These projects included everything from ADA ramp installations, sidewalk repairs, pavement preservation, traffic signal installations and modification, and more! In total, we installed 4.9 miles of Class II, III, and IV bicycle infrastructure combined throughout the city and paved 9.1 miles of roads. The City also launched the GCC Go Pass program in partnership with Glendale Community College, Glendale beeline, and LA Metro. The GCC Go Pass provides free bus passes to students at the Verdugo and Garfield campuses. The Integrated Waste Division also rolled out the Organics Recycling Program to comply with the new State law, SB 1383. Learn more about this program with a short video.
Have you taken a trip up to Deukmejian Wilderness Park lately? You’ll notice our historic Stone Barn renovations are complete, and the facility is open to the public! Throughout the years, the Stone Barn has served as a winery, stables, residence, and now a nature center. Visit the nature center to learn about the history of the land by the Dunsmoor family, the winery that Georges Le Mesnager and his family ran, the wildlife that calls this area home, and the acquisition of the park by the City of Glendale. Aside from providing and maintaining beautiful open spaces and facilities for our community, the Community Services and Parks Department manages the Senior Nutrition Program. In 2022, staff served 70,533 congregate meals and delivered 17,010 meals to residents’ homes!
There’s nothing better than the great outdoors! Glendale Library, Arts & Culture teamed up with California State Parks and the California State Library to provide patrons with California State Library Parks Passes. These passes allow free vehicle day-use entry at more than 200 participating state parks. By reducing barriers to park access, this program helps more Californians explore the outdoors and generate positive impacts on health, natural resource stewardship, and historical and cultural connections. These are just a few of many accomplishments made possible because of the hard work and dedication of your City Council and city staff. GWP Lifts the Moratorium on Disconnections & Late Fees beginning 12/1/22
GWP resumed electric and water disconnection practices, as well as applying applicable late charges to delinquent customer accounts on effective December 1, 2022. GWP wants to ensure that residents have the help they need during this difficult time. Click here for more information.

Dry Wells Installation: Public Works Stormwater Capture Efforts
Public Works has completed the installation of three dry wells on Broadway between Central Avenue and San Fernando Road, as part of the Broadway Rehabilitation Project. To date, Public Works has installed stormwater capture infrastructure, recharging groundwater aquifers nearly an acre-feet each year. Learn more about these projects here.

Public Works Local Roadway Safety Plan
The City of Glendale has developed its first comprehensive Local Roadway Safety Plan (LRSP) that would enable the City to identify potential traffic safety projects. As an effort to reduce fatal and severe injury collisions, the City conducted a comprehensive collisions analysis through the LRSP to identify safety corridors and intersections with the highest collisions frequency and severity. What this ban means is that restaurants, café, and other food facilities will only provide single use cutlery and other foodware accessories upon customer request.
To reduce our waste City-wide and reduce our environmental impact. Single use cutlery requires numerous resources and lot of energy to create something that is only used once.
What you can do is to opt-out of cutlery when ordering food online and politely reject cutlery that’s offer. Instead, you can use the cutlery available at home or the office, or you can bring along your own reusable set.
Help Reduce Waste by Sorting!
Organics Recycling: Food Scraps (leftover veggies, bones, meat, and coffee grounds), food-soiled paper (napkins, coffee filters) in a clear soiled bag with loose yard trimmings.
Recycling: Aluminum cans, aluminum foil, clean paper, flattened cardboard, glass, metal, plastic containers and plastic bottles.

Fiesta de las Luminarias
Throughout the year, volunteer members of Glendale Beautiful, a local non-profit dedicated to keeping our city beautiful and preserving our early California history, host an open house at the historic Casa Abode de San Rafael from 1PM to 3PM on the 1st Sunday of each month. Come see the historic structure on December 10, 2022 surrounded in candlelight for the Fiesta de Las Luminarias!

Need child care during winter break? Sign up your 6-14 year-olds for one of our Winter Break Camps at the park. The camps will provide an opportunity for children to play, discover, learn, and interact. Notice of Availability 2023–2024 Community Development Block Grant (CDBG) Funds
The City of Glendale will begin accepting applications for eligible projects to receive funding for FY 2023-2024 for CDBG Public Social Services and Capital Improvement Projects beginning November 18, 2022. Application packets can be found at www.glendaleca.gov/CDBG and are due on/by Thursday, December 29, 2022 at 5:00 pm. The City of Glendale anticipates allocating an estimated $1,000,000 to eligible projects.
