A Message from the City Manager, Roubik Golanian
Roses are red, violets are blue, Glendale’s going green and you will too!
Every February, we prepare to show our significant others how much we love them by showering them with gifts of flowers and chocolates. The love will last after we’ve indulged in sweets, but the flowers will wilt. What will you do with the remnants of your gifts? Do you just throw them in the trash bin? I’m going to tell you there’s a new way to recycle your goods!
Over the past four years, Glendale’s Public Works Department has been preparing to implement an Organics Recycling Program. You may be asking- What is this program? What does this mean for Glendale? What will I need to do as a resident?
What is it? The Organics Recycling Program will help our city align with a new State law, SB 1383, which aims to reduce emissions of short-lived climate pollutants or methane gases. Half of what Californians dump in landfills are organics like food scraps, yard trimming, paper, and cardboard. Organic waste in landfills emits 20% of the States methane and air pollutants that contribute to health issues like asthma. The state and local governments hope to reduce short-lived climate super pollutants (read organic waste) through this program, which will have the fastest impact on climate change.
What does this mean for Glendale? SB 1383 requires Glendale (and all California municipalities) to provide organic waste collection services to residents and businesses. It’s our responsibility to educate our community about collection requirements, including what materials to put in your organics bin. That said, your green trash bin typically used for yard trimmings will also be your organics bin! Once the program goes into effect, all you have to do is collect your organics like vegetables, fruits, and eggshells in a separate bag and throw them in your green bin. The city will collect those bins weekly, on regular collection days, and recycle them as compost, renewable natural gas, and electricity.
What should I do as a resident? Your end is fairly easy! Make sure to subscribe and participate in our program by disposing your organics in the correct container! The program’s start date has not yet been set, but it will be implemented citywide in the next few months. We’ll make sure to update you through our social media channels.
Each month, I brainstorm ideas for topics I think you want to hear about. After all, the purpose of this message is to keep you updated on what’s happening in the city. However, a lot is going on, and I want to inform you about things you actually want to hear. Let me know what you’d like to learn more about through this survey. I’ll use your comments to craft my future messages!

GYA is excited to announce that we have funding to operate Low Income Family Employment and Rental Assistance Program (LIFERAP) in partnership with City of Glendale Housing Department and Verdugo Workforce Development Board. The purpose of the program is to provide rental subsidy and employment assistance to eligible working families for a 12-month period.
Accepting applications from 2/7 - 2/25
Eligibility Requirements:
- Must be a Glendale resident
- Currently residing in a rental unit
- Have one or more children under the age of 18; minor must be 18 or younger at the time of application
- Must have Right to Work documents
- At least 1 family member must be working 32 hours a week or more
- Must be willing to commit to the program for 12 months; meet with case manager monthly; open a saving plan; provide all necessary documentation
- Cash aid (CalWORKS) recipients are not eligible for the program

Disposable Foodware Survey
If you own a restaurant, café, grocery store, food truck, or any establishment that serves food in Glendale, please take a moment to participate in our Disposable Foodware Survey.
GWP Moves into Phase III of Mandatory Water Conservation
Phase III of the Mandatory Water Conservation Ordinance will limit outside watering to two days a week: Tuesday’s and Saturday’s for no more than 10 minutes at each watering station. The drought charge for Phase III of Mandatory Water Conservation is $0.45/HCF, which equates to about $.0006/gallon, or 60 cents for 1,000 gallons of water. The drought charge is intended to recover the portion of fixed expenses that is collected in the variable water rate. Customers who reduce their water use will either continue to receive the same bill, or have lower bills depending on how much water they conserve. Check out our phase 3 video by clicking here.
Grayson Repowering Project Upcoming Meetings
City Council will consider certification of the 2022 Final Environmental Impact Report (2022 FEIR) during a public hearing on February 15, 2022 at 6:00 p.m. We encourage the public to tune into the meeting by clicking the live link here. GYA has a new grant program to assist youth in this troubling times! The COVID 19 program is specifically designed for young adults ages 18-25 that were laid off or receiving UI benefits from January 2020 to present. Applicants must be low to moderate income and minimum 60% must reside in Glendale. The program offers gas cards, work attire, help with past due pay utility bills as well as supportive services to transition back into workforce.

Commemorate Black History Month February 1 – March 1, 2022
Glendale Library, Arts & Culture is paying tribute to Black Americans by celebrating and recognizing their history, culture, and struggle for inclusion and equity. Events and exhibits are happening all month long, starting with a highlight of the contributions of African American Rosie the Riveters.
In honor of Black History Month, Women’s History Month, and Rosie the Riveter Day, the Library has created unique displays at all eight sites with images of African American Rosie the Riveters. Bookmarks of these images will also be available.
Premiering mid-February, watch an interview with visual artist Martial Yapo at his installation, Black Souls, located at the Adams Square Mini Park Gas Station. Martial spoke about his life, his art, and Black Souls. Black Souls is a tribute to the Africans who lost their lives on American soil alone and far from their land.

Traffic Signal Installations and Modifications at Various Locations Phase 2 Project Completed
Glendale’s Public Works Department recently completed the Traffic Signal Installations and Modifications at Various Locations Phase 2 Project. This project included installing new and modifying existing traffic signals, new curb ramps meeting ADA requirements, new striping and pavement markings, and new fiber-optic infrastructure to link signalized intersections with each other and to the Traffic Management Center on various streets. The benefits of these new signalized intersections include:
- Enhanced traffic flow along surface streets in the vicinity of the subject intersections.
- Enhanced operational and pedestrian safety.
- Reduced traffic delays, improved travel time, and reduced fuel consumption and vehicle emissions.

The More You Know: Where Do Curbside Recyclables Go?
Residential recyclables are transported to the Glendale Recycling Center for sorting after they are collected. Recyclables are placed into a large pile and separated on large conveyor belts at the facility. Staff and machines quickly sift through the materials by type, such as paper, plastic, aluminum, steel, cardboard, etc., to remove incorrect materials for proper disposal. The recyclables are repurposed into large bales and then sent to manufacturers to develop new products. This facility is also a California Redemption Center, which accepts common recyclables from the public for free.

The Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations.
