GWP’s Partially Recirculated Draft EIR for the Proposed Grayson Repowering Project is Now Available
On August 9, 2021, Glendale Water and Power published the Partially Recirculated Draft Environmental Impact Report (PR-DEIR) for the Proposed Grayson Repowering Project for a 60-day comment period. The PR-DEIR for the Proposed Grayson Repowering Project located at 800 Air Way, Glendale, CA 91201 examines two new project alternatives, provides project updates to the environmental impact report analysis, including an update on Cultural and Paleontological Resources impacts, and adds the analysis of Energy and Wildfire environmental impact categories.
The proposed Project would replace aged, unreliable, inefficient, and high maintenance equipment at the Grayson Power Plant with a combination of energy storage and new, efficient, faster-starting, and more environmentally-responsible generation technologies. The PR-DEIR is issued for public comment in accordance with the requirements of the California Environmental Quality Act (CEQA).

Upcoming Commercial Garbage Service Changes
State legislation requires businesses and multi-family properties to divert waste through curbside recycling programs, organics recycling and/or food waste recovery programs. Due to these regulations, Glendale City Council voted to franchise collection services for garbage, recycling and organics for commercial and multi-family properties (with 5 units or more). With the upcoming franchise hauling service, four specific haulers are selected to service “zones” or areas of the City. Based upon the location of your apartment complex or business garbage, recycling and organics service can only be obtained by one hauler with the exception of clean up events or construction projects. On August 10, 2021, the Glendale City Council implemented Phase II of Glendale Water & Power’s (GWP) Water Conservation Ordinance. Glendale and many cities in the State that rely on water from the State Water Project are moving towards Mandatory Water Conservation due to a lack of expected runoff. Moving into Phase II also supports the Governor’s July 8th Emergency Declaration requesting voluntary conservation for all areas of the State.
Phase II of the Mandatory Water Conservation Ordinance will limit outside watering to three days a week: Tuesday, Thursday, and Saturday for no more than 10 minutes at each watering station. The City appreciates the efforts that residents have made to conserve water, and continues to encourage residents to be diligent in their water usage. The drought charge for Phase II of Mandatory Water Conservation is $0.30/HCF, which equates to about $.0004/gallon, or 40 cents for 1,000 gallons of water. The drought charge is intended to recover the portion of fixed expenses that is collected in the variable water rate. Customers who reduce their water use will either continue to receive the same bill, or have lower bills depending on how much water they conserve.

Thanksgiving and Winter Camps 2021
We are proud to offer our annual seasonal Thanksgiving and Winter Camps at Pacific and Sparr Heights Community Centers. The camps will provide a safe place and opportunity for campers to play, discover, learn, and interact, all while abiding by L.A. County Guidelines. Campers will engage in food activities, science experiments, arts & crafts, individual sports, dance, and more!
Registration for Thanksgiving Camp will open on Monday, September 13, 2021 at 9:00 a.m.
Registration for Winter Camps will begin on Monday, November 4, 2021 at 9:00 a.m. Online registration will be available at www.myglendaleparks.com, or in person at each camp location.

"The Happiness You Deserve" Art Exhibit
"The Happiness You Deserve" is a lightweight, abstract, suspended installation made from found and recycled materials such as paper, plastic, wire, and string. This soft sculptural artwork was created especially for the Adams Square Mini Park Gas Station and is intended to uplift and inspire passersby during these challenging times. The artwork will be illuminated from its interior for evening viewing by solar-powered LED. The art display can be viewed at the Adams Square Park located at 1020 E. Palmer Ave., Glendale, CA 91205 through October 2, 2021.
This temporary art installation is generously sponsored by the Glendale Arts and Culture Commission through funding from the Urban Art Program, and support from Glendale Library, Arts & Culture, Glendale Community Services & Parks, and the Adams Hill Neighborhood Association.

A Message from City Manager, Roubik Golanian
September is National Preparedness Month, and as residents of California, we are no strangers to disaster. Our state has endured wildfires, earthquakes, and other crises, and it’s important that we take steps to be prepared for any disaster or emergency that comes our way. Here are nine simple steps to get you started:
- Store enough water for your family and pets for at least 7 days
- Store enough medication for your family and pets for at least 30 days
- Place copies of insurance policies and other important papers in your disaster kit
- Buy an adequate first aid kit
- Place cash and small bills in your disaster kit
- Store enough food for your family for at least 7 days
- Place tools in your disaster kit
- Buy a portable radio, flashlight, and batteries for your disaster kit
- Place clothing, shoes, sanitation and hygiene supplies in your container
I would also like to remind you of the ways in which the City of Glendale and first responders communicate with the public during emergencies and disasters. Remembering or keeping this information on hand, and/or following the various platforms ahead of an emergency is critical.
Here’s what you should know:

Everbridge: Register for important City notifications during large emergencies including information about evacuations, inundation zones, street closures, and shelter locations. In an emergency, we will use Everbridge to send notifications to your mobile device, email, or landline. Click here to learn more and register.

Twitter: Follow the City of Glendale at @MyGlendale to get up to the minute incident updates. You do not need a Twitter account to view updates from our account. Just visit Twitter.com/MyGlendale from your browser and click "not now."

Glendale TV: Glendale TV will provide all important information about the incident on their public access channel. Channel 6 on Spectrum and Channel 99 on AT&T. Glendale TV is also now available to view live in HD on Apple TV, Roku, and Amazon Fire TV devices! Glendale TV is accessible on these streaming devices by adding a free app called Screenweave and choosing "Glendale TV" from the menu.

The Glendale Fire Department also offers CERT classes. CERT stands for Community Emergency Response Team. The mission of the Glendale CERT Program is to train Glendale Citizens to assist in saving and sustaining lives following an emergency or disastrous event by applying basic response and organizational skills to their communities, families, and neighborhoods, until professional emergency response arrives.
