Glendale 2021-2029 Housing Element Update Survey
As required by State law, the City is in the process of updating the Housing Element of the General Plan for the 2021-2029 period. The Housing Element must be updated every 8 years. The Housing Element establishes policies and programs to address Glendale's existing and projected housing needs, including the City’s “fair share” of the regional housing need (or “RHNA”). If you currently live in Glendale, your feedback will help us understand existing opportunities in our City. However, even if you live somewhere else, we still want to learn about your housing conditions and experiences so the City can do its part in planning to meet our region's housing needs.
Part 1 of this survey focuses on questions related to existing housing conditions and will help the City better understand the characteristics of households in Glendale and identify the community's housing needs and priorities.
Part 2 of this survey focuses on issues related to fair housing in order to understand real or perceived fair housing concerns in Glendale. In basic terms, "fair housing" means the right to choose a home free from unlawful discrimination. This is an early step in the process. There will be additional opportunities for the community to comment on the Housing Element Update, including on the goals, policies, and implementation actions to be included in the Housing Element. Your input will be used to inform preparation of the Housing Element so that it reflects our local priorities and objectives. Los Angeles County Moves into Yellow Tier
Los Angeles County has met the threshold for the least restrictive yellow tier in the State's Blueprint for a Safer Economy. Beginning May 6, 2021, many sectors increased capacity, including bars, which can begin providing indoor service at 25% capacity. All of these changes will still require safety modifications, including masking, distancing and infection control to reduce the risk of transmission.
The sectors with increases in capacity limits include amusement parks and fairs, gyms and fitness centers, yoga studios, private events, bars, hotels and short-term lodging rentals, private gatherings, breweries, indoor playgrounds, restaurants, cardrooms and racetracks, indoor and outdoor live events and performances, wineries and tasting rooms, family entertainment centers, and museums, zoos, and aquariums.

Glendale Fire Department Celebrating 30 Years!
The City of Glendale Fire Department is celebrating the 30-year anniversary of the Environmental Management Center. In 1991, the facility was opened to provide Glendale residents an environmentally friendly alternative to dispose of hazardous waste generated from their residence. Since inception, we have diverted 18 MILLION pounds of household hazardous waste from ending up at our landfills or from being washed down our storm drains by properly disposing of these environmentally harmful chemicals. Since the inception of the Environmental Management Center, we have expanded our hours of operation and service to best meet the needs of our community. We currently are open every Wednesday from 9 am to 3 pm and every second Saturday of the month from 9 am to 3 pm at 780 Flower St. We provide services to Glendale and La Cañada residents. A Message from City Manager, Roubik Golanian
We’ve had a beautiful weekend to start the month of May. While we are all enjoying the Spring season, there’s another that’s in full bloom at the City of Glendale: Budget season!
The budget details all of the expenses and revenues that the City of Glendale needs to provide quality services for its residents and businesses for a full fiscal year (July 1st - June 30th). It is similar to a family budget to ensure that the money you earn adequately covers the money you need to spend. Unlike your family budget, the City of Glendale’s budget is a legally adopted document, which means that it can only be changed through an act of the City Council. The goal of the budget is to ensure the sustainable future growth of Glendale, which starts with best-in-class public safety services, such as safe neighborhoods, well-maintained roads, and reliable water and power.
The City of Glendale uses a multidimensional process to develop, approve, and implement the budget. The Finance Department works for months with all departments to create a budget. This all-encompassing recommendation is then submitted to the City Council. The City Council then reviews and discusses the content during several budget study sessions, and holds a budget hearing to provide an opportunity for community input. I encourage you to participate in this civic process by tuning into these meetings on Tuesdays and Thursdays and providing feedback!
On an unrelated note, there are some changes to the COVID mask policy in the City of Glendale. We have aligned our face-covering order with CDC recommendations and the LA County Health Officer Order. Now I know the guidance may be confusing, so let’s delve into what the new guidelines mean. First off, it’s important to note that the new guidance only applies to fully vaccinated individuals. You are considered fully vaccinated when it is at least 2 weeks since you received the second dose of a Pfizer or Moderna vaccine or the single dose of the Johnson and Johnson (J&J)/Janssen vaccine.
If you are fully vaccinated, you can be without a mask outdoors when:
- Alone
- With members of your household
- With a small group of people that you know are fully vaccinated
- With a small group of people who are not fully vaccinated and not at higher risk of severe illness or death from COVID-19
Fully vaccinated individuals must wear a mask outdoors when:
- At crowded events, such as live performances, parades, or sports events.
- In crowded spaces where you can’t stay 6 feet apart and you do not know if everyone around you is fully vaccinated, like at the Americana or on Brand Blvd.
- In public or private settings where wearing a mask is required by Public Health, the facility operator, or the business, like at a barber shop, nail salon, or on Glendale Beeline.
If you are fully vaccinated, you still need to wear a mask indoors when:
- In public settings and when visiting businesses, except in instances when not wearing a mask is allowed by Public Health, such as dining indoors in a restaurant.
- At a workplace, whether you are a customer, visitor, or employee.
- Gathering with people who are not fully vaccinated (including children) from more than one other household
- Visiting an unvaccinated person who is at higher risk of severe illness or death from COVID-19 or who lives with a person who is at a higher risk.
Although many of us are vaccinated, it’s important to continue following this guidance and taking precautions to protect the health and safety of the Glendale community. I say this every month, and I’ll say it again: we are so close to overcoming COVID-19. Vaccines are available for anyone over the age of 16, LA County has entered the yellow tier and more of our businesses are opening up for regular operations, and our new daily case numbers continue to decrease. The Jewel City Vax Clinic is taking walk-ins from 7:30 am to 4:30 pm on Thursdays through Sundays as well, so you have every opportunity to get vaccinated and protect yourself and your loved ones from COVID-19.
I’m not sure if you could tell, but I’m excited to see our great City as vibrant as it was pre-pandemic! The COVID-19 vaccine helps us safely celebrate milestones and occasions with those we love. On that note, I hope you all had a wonderful Mother’s Day weekend! I want to extend my gratitude to all mothers for all the love, support, and patience you pour into your families.

Save Energy & Earn Incentives with GWP’s New Peak Savings Program
Through Glendale Water & Power’s Peak Savings program, customers receive incentives for reducing demand on the electric grid on days when demand is highest (called peak events). The Peak Savings program uses your smart thermostat to automatically manage your energy usage.
How Peak Savings works for Residents:
On days when demand on the electric grid is extremely high, the Peak Savings program uses your registered smart thermostat to automatically manage your energy use. While the program only adjusts the temperature by three degrees or less, it makes a big difference in reducing demand and keeping costs low. Most people don’t notice a difference.
Enrolled residential customers will receive a $50 incentive for signing up and will also receive $50 each year on their enrollment anniversary for participating in the program. Customers that don’t have a smart thermostat can receive a $100 instant rebate on the purchase price of a new smart thermostat, and will also receive $50 each year on their enrollment anniversary.
How Peak Savings works for Businesses:
GWP will provide a free facility walkthrough, outline ways that your facility can reduce energy during peak events, and provide you with an energy reduction plan for events. You will be notified the day prior to a peak event, and you implement the energy reduction plan the day of the event during the specified times.
Business customers can receive up to $250 per event for implementing their energy reduction plan. Up to 15 peak events can be called each year, so the savings can really add up!

Take Advantage of Glendale Water & Power’s Smart Home Upgrade Program
The Smart Home Upgrade program helps residential customers save energy and water through a home survey and the installation of energy and water saving devices. A certified GWP contractor specializing in energy and water efficiency will visit your home and conduct an energy survey of the home to identify potential energy and water efficiency upgrades. A short report will be generated listing recommended retrofits. Each recommendation will include anticipated annual energy and water savings. The contractor will then install new lighting and other selected energy and water efficient measure at no cost to you. See below for a list of measures:

Glendale Libraries are Reopening!
Glendale Library, Arts & Culture has reopened some of our locations to the public. We’re excited to offer physical collections, spaces, and technology in a manner that is safe and in compliance with State and County public health guidelines. Not all services are available, but you will be able to use computers and WiFi, browse and checkout materials, and continue to use our Contactless Pickup service.

Maple Starz Summer Camp 2021
June 14 to August 13, 2021
We are proud to offer our annual Summer Day Camp this summer for campers ages 5 – 14 years old. The nine-week camp will take place starting Monday, June 14, 2021. Registration is on a weekly basis. The camp will provide a safe place and opportunity for campers to play, discover, learn, and interact, all while abiding by L.A. County Guidelines. Campers will engage in food activities, science experiments, arts & crafts, individual sports, dance, and more! Lunch will be provided the first 8 weeks of camp.

Child Care Program During Distance Learning – Spring Session 2021
Do you need child care this spring during distance learning? We have spots available in our Education Connection and Maple Starz After School Camps at six locations for students ages 5-14. The locations are as follows: Civic Auditorium, Dunsmore Community Building, Glenoaks Park (Joe Bridges Clubhouse), Maple Park Community Center, Pacific Community Center, and Sparr Heights Community Center. A combined total of 13 pods are offered at six sites with a maximum of 12 kids per pod.

Glendale Tree Stories
Have you been enjoying the illustrated tree comics on the City’s Instagram page, @myglendale? We need your help! The Glendale Tree Stories project is looking for volunteer Community Advisors to help collect tree stories.
Glendale Tree Stories is a public story-sharing project produced by the City of Glendale Public Works Department. Our mission is to collect as many personal stories about trees as possible, and that’s why we need your help. Community Advisors support the project by performing outreach within their own family, friend, and social media networks. This role has a flexible time commitment and can be performed at your own pace and schedule. If you are interested in getting involved, please email kwilliams@glendaleca.gov for more information.

California law, Senate Bill 1383, requires all California cities to use one container scheme; black for trash, blue for recycling and green for organics (yard trimmings and food waste). Bulky Items? Donate or Schedule a Free Bulky Item Pick Up
Dumping items on streets, sidewalks, or in front of donation centers is illegal.
If the items are in good condition, donate them to a local donation center.
If you have toys, consider donating them to the Los Angeles County Toy Loan Program.
If the items cannot be donated, arrange for a free Bulky Item Pick Up through one of three options:

Keep Glendale Waste-Free
Did you know, you can enjoy your summer picnics and be waste free? Be sure to have your picnic or barbecue near recycling containers at your designated event location! If you can’t find a collection container, save your bottles and cans, so that you can recycle them at home.
Here are few easy tips to reduce waste at your next event:

Set up trash, recycling, and organics containers close to your event.

Use a reusable container to transport items to the location (ex. picnic basket or lunch box).

Use reusable dishware, cups, utensils and napkins and minimize the amount of disposable items.

Properly dispose of face masks and gloves. These items NOT recyclable and must be placed into a trash container
-
Take food scraps home for composting.
By taking these steps, you will help keep the environment and the landfills waste-free.
