Paula DeVine Selected as Glendale Mayor
On Tuesday, April 6, 2021, Glendale City Council Member Paula Devine was selected as the City’s Mayor by fellow council members. Devine takes over the position from outgoing Mayor Vrej Agajanian. This is Devine’s second time serving in the position of Mayor.
Mayor Paula Devine was first elected to the Glendale City Council in 2014. Ms. Devine also serves as the Chair of the Glendale Housing Authority and is the past Chair of Glendale’s Commission on the Status of Women. In addition to serving on the City Council, Devine is active in various organizations throughout the community, including, but not limited to, an Emeritus Board Member of the Glendale Police Foundation, Advisory Board Member of the Adventist Health Glendale Foundation, Advisory Board Member of Family Promise, Member of Kiwanis of Glendale, Member of the Glendale Historical Society.
"I'm truly grateful for the opportunity to serve," said Mayor Devine. "As Mayor, I will work with my colleagues and staff to continue to support our community in all of their efforts to recover from this devastating year.”
Mayor Paula Devine is a retired teacher and received her Master’s Degree in Education Administration. She is married to husband Art Devine.

Glendale 2021-2029 Housing Element Update Survey
As required by State law, the City is in the process of updating the Housing Element of the General Plan for the 2021-2029 period. The Housing Element must be updated every 8 years. The Housing Element establishes policies and programs to address Glendale's existing and projected housing needs, including the City’s “fair share” of the regional housing need (or “RHNA”). If you currently live in Glendale, your feedback will help us understand existing opportunities in our City. However, even if you live somewhere else, we still want to learn about your housing conditions and experiences so the City can do its part in planning to meet our region's housing needs.
Part 1 of this survey focuses on questions related to existing housing conditions and will help the City better understand the characteristics of households in Glendale and identify the community's housing needs and priorities.
Part 2 of this survey focuses on issues related to fair housing in order to understand real or perceived fair housing concerns in Glendale. In basic terms, "fair housing" means the right to choose a home free from unlawful discrimination. This is an early step in the process. There will be additional opportunities for the community to comment on the Housing Element Update, including on the goals, policies, and implementation actions to be included in the Housing Element. Your input will be used to inform preparation of the Housing Element so that it reflects our local priorities and objectives. A Message from City Manager, Roubik Golanian
I’d like to begin this month’s message by noting a shift in the City’s leadership. Thank you to former Mayor Vrej Agajanian for his steadfast leadership through one of the most challenging years in our City’s history. My most sincere congratulations to Paula Devine on her term as Glendale’s new Mayor! I look forward to working with the Mayor and Council in implementing their priorities in the year ahead.
This has been a year like no other, but look at how far we’ve come. Last April, we were adjusting to a new way of life under Stay at Home Orders to help our community and loved ones stay safe due to the pandemic. Fast forward one year, and we’re gradually trying to re-acclimate to our “normal lives.” All this progress is thanks to our residents’ commitment to look out for one another and the increased supply of COVID-19 vaccines.
The City of Glendale has been working hard with community partners to bring local vaccination opportunities to residents. If you follow @MyGlendale on social media, you would have seen various opportunities the City and Glendale Memorial Hospital have been able to provide. Through our partnership, we have been able to vaccinate hundreds of Glendale residents who do not have the ability to travel outside our City to County-run clinics.
I want to take the opportunity to acknowledge the hard work and dedication of the Glendale Fire Department. The GFD has been a crucial component in delivering vaccines to Glendale residents at our previous clinic at the Civic Auditorium and more recently to home-bound seniors! A few weeks ago, GFD, in partnership with Glendale Memorial Hospital, launched their free, at-home, mobile vaccination clinic. This mobile clinic gives seniors who cannot get to a local vaccination site the chance to receive their COVID-19 vaccine in the comfort of their own homes. If you or someone you know is a senior in Glendale who cannot get to a vaccination clinic, please call GFD at 818.550.5617 to sign up (English and Spanish speakers available). We’re proud to announce that this weekend the City, along with our amazing partners at Adventist Health Glendale and Glendale Community College, will launch Glendale’s mass vaccination site, Jewel City Vax Clinic! The clinic is hosted at Glendale Community College and will provide additional vaccinations to our community so we can continue moving forward in the fight against COVID-19. Every day we are privileged to witness how beautiful the earth is and can be if we treat it right. Stay at Home Orders had a fascinating effect on our environment. For example, a decrease in boat traffic and travel cleared waterways, decreased pollution, and greenhouse gas emissions. Most notably, New York’s East River became home again to dolphins that were not spotted in the area for decades! Earth Day is on Thursday, April 22, 2021, and this year’s theme is “Restore Our Earth”. We have the ability to make a difference in every industry to help the environment, but that can only happen when we work together. I encourage you to look for ways to make a difference whether its participating in a beach clean-up or pledging to use reusable dishware. The City of Glendale has taken many steps towards being more sustainable, including the recent adoption of an ordinance that bans the use of single-use plastics at City facilities, concessionaires, and City sponsored events!
Now to shift gears, the City’s website, glendaleca.gov, has been undergoing an extensive redesign for quite some time. Over the year, we’ve reached out to you, our community, and asked for feedback on changes you’d like to see on our website and ways to make it easier to navigate. With the help of your feedback, we are getting close to launching the final product, which we know will make your experience with the City of Glendale’s online services more pleasant! In closing, this month I am reminded of the 1.5 million Armenian people who senselessly lost their lives in the brutal act of genocide in 1915. April 24, 2021 marks the 106th commemoration of the Armenian Genocide. Glendale is home to the largest Armenian population outside of Armenia, and the community annually remembers the victims of the Armenian Genocide as well as the victims of man’s inhumanity to man throughout the world. Due to COVID-19 pandemic restrictions, Glendale’s 20th Annual Armenian Genocide Commemoration Event will be held virtually and can be viewed on April 24, 2021 at 7:00pm on Facebook, YouTube, and on GTV6.

Revised L.A. County Health Officer Orders
A revised Los Angeles County Health Officer Order will go into effect on Monday, April 5, 2021 at 12:01 a.m. to reflect newly permitted activities.
The following changes will be made to the Health Officer Order on April 5:

Bars that do not provide meals will be allowed to open outdoors with distancing, masking and infection control safety measures. Indoor operations are not permitted. Masks are required except when people are eating or drinking. There can be no counter seating and people can eat or drink only when they are seated. Tables must be 8 feet apart, with a maximum of 6 people from up to 3 different households. There can be no live entertainment, television is permitted, and hours of operations are from 11:30 a.m. until 10:00 p.m.

Breweries, Wineries, Distilleries that do not serve meals can remain open outdoors and can also open indoors at 25% capacity or 100 people, whichever is fewer. These establishments will follow the same public health directives as bars for their outdoor areas, however, there are additional requirements for indoor spaces: reservations are required for indoor seating, there is a maximum of 6 people per table and they must be from the same household, and there is no live entertainment or television viewing indoors.

Restaurants can increase capacity for indoor dining to 50% capacity or 200 people, whichever is less with continued safety modifications.

Cardrooms can operate indoors at 25% capacity. There must be 8-feet of distancing between tables and masks are always required. Food and beverages remain banned from card tables.

Places of Worship can hold services indoors at 50% capacity.

Fitness Centers can operate indoors at 25% capacity and indoor pools can now re-open. Masks are always required unless swimming.

Movie Theatres can increase capacity to 50% or 200 people, whichever is less. Seats must be reserved, and each group must have 6 feet of distance from other groups in all directions. Eating is allowed in only designated areas or in your reserved seat.

Family Entertainment Centers can open indoors at 25% capacity for distanced activities, such as bowling or escape rooms. Masks remain required.

Grocery and Retail Stores can increase capacity to 75%, although Public Health strongly recommends grocery stores remain at 50% capacity until April 15 to allow as many grocery store workers as possible get vaccinated.

Hair Salons, Barbershops and Personal Care Services can increase capacity to 75% with masks required, except for services where customers need to remove their masks. For services where customers must remove their face coverings, staff must wear a fitted N95 or a mask with a face shield.

Museums, Zoos and Aquariums can be open indoors at 50% capacity.

Youth and Adult Recreational Sports can apply to Public Health for approval for athletic events, tournaments or competitions that involve more than two teams or multiple individuals.

Face Coverings
The Emergency Order requiring the use of face coverings was extended without an expiration date. The Council or Director of Emergency Services could subsequently rescind it when health authorities have determined it is safe to do so.
To keep the community informed of the importance of face coverings, residents and businesses can pick up free lawn signs. Signs are available at Glendale City Hall located at 613 E Broadway, at the back entrance (Mon-Thurs, 7:30am-5:30pm and Fri, 8am-5pm). Call (818) 548-4844 for more information.

Los Angeles County is prepared to expand eligibility for the COVID-19 vaccine starting April 1, for County residents 50 through 64 years old. Additionally, on April 15, vaccines will become available to any resident in Los Angeles County who is 16 and older.

The Smart Home Upgrade program helps residential customers save energy and water through a home survey and the installation of energy and water saving devices. A certified GWP contractor specializing in energy and water efficiency will visit your home and conduct an energy survey of the home to identify potential energy and water efficiency upgrades. A short report will be generated listing recommended retrofits. Each recommendation will include anticipated annual energy and water savings. April is Armenian Genocide Remembrance Month
Glendale Library, Arts & Culture’s (GLAC) Be the Change Series continues in April 2021 by commemorating Armenian Genocide Remembrance Month. April programs include author talks, interviews, and a new ReflectSpace Gallery, highlighting the Armenian community and their experiences.
On Thursday, April 8, political consultant and commentator Eric Hacopian converses with Salpi Ghazarian, Director of the USC Institute of Armenian Studies, in a pre-recorded video called Armenia, Artsakh, Diaspora – Memory, Identity, and Responsibility. Eric Hacopian is a 30-year veteran of American politics, having worked on local government to presidential level campaigns. He has also served as the principal at EDH & Associates, a Southern California-based Democratic consulting firm, for 22 years. Salpi H. Ghazarian joined the USC Institute of Armenian Studies in 2014 to lead a global intellectual center that brings together the skills, training, and passion of scholars, practitioners, and leader. The Institute works to address and resolve national and global challenges impacting communities in California, the US, and the Republic of Armenia.
Then, on Saturday, April 10, 2021 at 6:30 p.m., author and lecturer Khatchig Mouradian, PhD. will discuss his book, The Resistance Network, in conversation with filmmaker and screenwriter Eric Nazarian. The Resistance Network is the history of an underground network of humanitarians, missionaries, and diplomats in Ottoman Syria who helped save the lives of thousands during the Armenian Genocide.

Glendale Library Arts and Culture and ReflectSpace Gallery present Sites of Fracture: Diasporic Imaginings of Occupied Artsakh, a virtual exhibition that brings together diasporan Armenian artists from the United States, Canada, and Germany to create a collective counter-narrative to forces of occupation and cultural erasure in the Republic of Artsakh.

Every Body Plays
Community Services & Parks presents Every Body Plays, am LA County program that encourages kids to get active and play with the ability to check out select equipment at no charge! Those who would like to participate must present a house key, student I.D., or other form of identification to rent equipment. Equipment that can be checked out will be based on the amenities each specific facility has to offer. Glendale's participating facilities include Pacific Park on Mondays and Wednesday from 2:30pm - 5:30pm, and Maple Park on Tuesdays and Thursday from 2:30pm - 5:30pm. Employment Incentive Program
Glendale Youth Alliance is now accepting applications for the Employment Incentive Program! The program offers training and PAID jobs for youth ages 18-24 that are currently NOT in school. Youth enrolled in noncredit college courses qualify for the program.
A grant pays for the initial work experience hours as an incentive for the employer to hire GYA youth. Many youth transition into permanent employment after the completion of the program. Glendale Youth Alliance’s Summer Youth Employment Program Now Accepting Applications
Here is a great opportunity for youth looking for a job! Glendale Youth Alliance’s Summer Youth Employment Program is now accepting applications.
The program will provide (with health and safety protocols in place) job opportunities to young adults (ages 16-18), placing them in jobs in a variety of industries, and ensuring that they earn $15 an hour.
Program eligibility requirements include:
- Must be a City of Glendale or City of Burbank resident
- Must be between 16-18 years old
- Must have proof of work authorization
- Must meet low-income eligibility requirements and/or receive public assistance
- Must have work permit from school district for youth ages 16-17 years old

Child Care Program During Distance Learning – Spring Session 2021
Do you need child care this spring during distance learning? We have spots available in our Education Connection and Maple Starz After School Camps at six locations for students ages 5-14. The locations are as follows: Civic Auditorium, Dunsmore Community Building, Glenoaks Park (Joe Bridges Clubhouse), Maple Park Community Center, Pacific Community Center, and Sparr Heights Community Center. A combined total of 13 pods are offered at six sites with a maximum of 12 kids per pod.

There are two programs in operation, concurrently. The first part of the day is called Education Connection, which operates from 7:00 a.m. to 2:00 p.m. Parents are able to drop off their child(ren) at one of the six locations and staff make sure the children are able to connect to the wireless network and participate in their remote learning sessions as per their individualized schedules. The second part of the day is called Maple Starz After School Camp, which operates from 2:00 p.m. to 6:00 p.m. providing after school care for the same participants enrolled in Education Connection, at no additional charge. This portion of the day is based on CSP’s seasonal day camp program, and the themes, activities, and games are adapted versions of the department’s summer day camp program. Parents must enroll their child(ren) in both programs if they want child care from 7:00 a.m. – 6:00 p.m.
In partnership with Glendale Unified School District’s Nutrition Services, participants are provided a healthy breakfast and lunch daily, at no charge. If a child does not like to eat a school provided food, parents must pack and send lunch, snacks, and a beverage with the child, daily.

We can help! Eligible clients who access our career and training service may receive assistance with:
- rent
- utilities
- transportation
- child care
- other expenses
The goal of this program is to assist our region’s workers in securing employment immediately. Each participant will be assigned a case manager who will provide them, every step of the way with the support they need to successfully complete training and find employment.

North Verdugo Road Safety Improvements Project Completed
This federally-funded improved traffic safety on North Verdugo Road, between the northerly and southerly Canada Boulevard wyes. The project included upgrades of both traffic signals and installation of digital speed feedback signs along the corridor. Traffic signal equipment at 5 intersections (Verdugo Loma Drive, Crestmont Court, Wabasso Way, Fern Lane, and Glorietta Avenue) were modified to increase traffic signal visibility, improve vehicle detection, and upgrade intersection safety lighting. Six permanent digital speed feedback signs were installed at strategic points along the corridor to remind motorists of their vehicle speeds and encourage advisory speed compliance at curves. The combined effect of these improvements is expected to reduce accident frequency on the affected segment of Verdugo Road. Visit our website for more.

Glendale Recycling Center
The City of Glendale's Recycling Center is the central processing facility for residential recyclables. Sorting lines separate collected recyclables at this Materials Recovery Facility (MRF) to create bales (cardboard, aluminum, etc.). Companies then buy these bales to make new products. The Glendale’s Recycling Center is operated by the Allan Company.
The Recycling Center Pays Cash for:
- CRV Items (i.e. Glass/Plastic Bottles and Tin/Bi-Metal Cans)
- Scrap Metal - Aluminum, Copper & Stainless Steel
- Newspaper
- Cardboard
These Items Can Be Dropped-off for Free:
- Jars and Food Containers (non-CRV)
- Miscellaneous Plastic
- Beverage Cartons
- Mixed Paper
