Roubik Golanian Named Glendale's New City Manager!
At its regular meeting on March 9, 2021, the Glendale City Council appointed Mr. Roubik Golanian as Glendale City Manager, effective immediately. Roubik has been serving as the Glendale's Interim City Manager since October 2020. He started his career with the City of Glendale in September 2000. Roubik has served in several progressively responsible positions, including Senior Civil Engineer, City Engineer, Deputy Director of Public Works, Director of Public Works, and Assistant City Manager. I'd like to express my deepest gratitude to the City Council for trusting me with the responsibility of the City Manager for this great City. I look forward to partnering with the community and working with staff to provide the highest quality services to our residents and businesses. It is my privilege and honor to lead this organization through these difficult times. I know together with this resilient community, we will come out on the other side stronger and ready to propel us into a brighter future for the City.
March is a month of new beginnings and celebrations. This month brings on the promise of a warmer weather, sunny days, and the beginning of Spring. We observe the beautiful blooming of the flowers and hear the birds cheerfully chirping on the full green trees. Similarly, after one enduring year of the COVID-19 pandemic, we now see the beginning of a more vibrant future as vaccination availability increases by the day.
The Glendale Fire Department (GFD) and Glendale Community Services & Parks Department, in coordination with Tri-State Clinics, have been diligently working to provide vaccination opportunities to qualifying residents at the Civic Auditorium. In addition to this, GFD has worked in partnership to offer additional vaccination opportunities in conjunction with Glendale Memorial Hospital. Our team remains dedicated to securing these vaccination opportunities for Glendale residents -- as this is the first step towards ensuring the health and safety of our community. All vaccination opportunities are published on the City's social media platforms, which can be found by searching "@MyGlendale" on Facebook, Twitter, and Instagram. Please note that vaccination qualifications are expected to change throughout this month; therefore, I encourage you all to actively keep an eye out on the City's social media platforms for such updates.
A celebration that makes March so unique is International Women's Day, which falls on March 8, 2021! On this day, and every day, we celebrate the social, economic, cultural, and political achievements and contributions women have made to our society. I want to take this opportunity to recognize all the outstanding women in our Glendale community! This year's International Women's Day theme is -- 'Choose to Challenge,’ and I encourage everyone to participate in challenging the status quo and help create a more inclusive world because "a challenged world is an alert world."
I would like to conclude with a very important reminder to turn your clocks forward this weekend! Daylight Saving begins this Sunday, March 14, 2021 at 2:00am. Soon we will have one less hour of sleep but additional daylight to enjoy the warmer nights to come!
Please continue to follow all public health and safety guidelines, including wearing your masks, keeping six feet from others, and washing your hands often. Individuals who have been vaccinated still need to comply with the County's health protocols.

City of Glendale Launches the Low Income Family Employment & Rental Assistance Program
We are excited to announce the City of Glendale’s LIFERAP Program- Low Income Family Employment and Rental Assistance Program -in partnership with Verdugo Workforce Development Board and Glendale Youth Alliance! The purpose of the program is to provide rental subsidies and employment assistance to low income, working families for a 12-month period to improve their quality of life!

- Must be a Glendale resident
- Currently residing in a rental unit
- Have one or more children under the age of 18
- Must have Right to Work documents
- At least 1 family member must be working 32 hours a week or more
- Must be willing to commit to the program for 12 months; meet with case manager monthly; open a saving plan

Glendale Unified School District's 2021-2022 Registration for NEW Students is Underway! We are NOW also accepting applications for students outside the district.
Registration is for new students (grades TK-12) who live within Glendale Unified School District boundaries. Registration is by appointment ONLY at your child's school of residence. Find your school of residence by checking our school locator.

California Low Cost Auto Insurance (CLCA) Program
The California Low Cost Auto Insurance (CLCA) Program is a state-sponsored legislative program (SB 570), administered by the California Department of Insurance and the California Automobile Assigned Risk Plan (CAARP). CLCA provides affordable liability insurance to low-to-moderate-income California drivers regardless of immigration status. As more and more families struggle to pay their bills during this difficult time, the CLCA program offers them the opportunity to purchase insurance at an affordable price. COVID-19 Vaccinations
As of March 8, 2021, vaccinations are available for those who are healthcare workers, staff and residents at skilled nursing facilities or long-term care facilities, residents who are 65 years of age or older, work in education and childcare, emergency services, and food and agriculture. The Centers for Disease Control and Prevention issued guidance for fully vaccinated people. The guidance states that fully vaccinated people can gather indoors with other fully vaccinated people in small groups without wearing masks or practicing physical distancing. Individuals are considered fully vaccinated two weeks or more after they received the second dose of either Pfizer or Moderna vaccine or two weeks or more after they received the single dose Johnson & Johnson vaccine. Fully vaccinated people should continue to wear a mask and maintain physical distance in public. Fully vaccinated people can also visit with unvaccinated people from a single household who are at low risk for severe COVID-19 disease, indoors without wearing masks or physical distancing. For example, fully vaccinated grandparents can visit with their unvaccinated grandchildren, as long as their grandchildren do not have serious health conditions. Note, L.A. County and the state are still reviewing this guidance and will update their protocols in the weeks to come.

Face Coverings
The Emergency Order requiring the use of face coverings was extended without an expiration date. The Council or Director of Emergency Services could subsequently rescind it when health authorities have determined it is safe to do so.
To keep the community informed of the importance of face coverings, residents and businesses can pick up free lawn signs. Signs are available at Glendale City Hall located at 613 E Broadway, at the back entrance (Mon-Thurs, 7:30am-5:30pm and Fri, 8am-5pm). Call (818) 548-4844 for more information.

GWP has reopened their Smart Home Upgrade and In-Home Display & Thermostat programs which had been closed to new applicants due to COVID-19. Customers can now sign up for both of these programs. See below for more information:

March is “March For Meals” Month 2021
The City of Glendale is especially excited to celebrate March For Meals month in 2021 as we recognize the Elderly Nutrition Program and what it has meant to so many of our Glendale seniors this past year in light of the COVID-19 pandemic. Since 1979, Glendale has served over 2.2 million meals to seniors in our community and at one of our 3 congregate meal sites and our Home Delivered Meal program.
The Community Services & Parks Department is proud to be a part of the federal Older Americans Act, which was signed by President Nixon in 1972, establishing and funding national nutrition programs like ours.
We don’t just deliver a nutritious meal. We serve at-risk seniors suffering from hunger and isolation with well-being calls to ensure Glendale seniors are safe in their own homes.
Join us in supporting this awareness campaign as the Elderly Nutrition Program will be presented with a Proclamation on March 23rd, 2021 by Glendale City Council.

Kool Dayz Spring Break Camp 2021
Pacific Community Center Sparr Heights Community Center March 15 - March 19, 2021
Community Services & Parks is proud to offer our annual Kool Dayz Spring Break Camp at Pacific Community Center and Sparr Heights Community Center, for campers ages 5 – 14 years old. The camps will take place starting Monday, March 15, 2021 and end on Friday, March 19, 2021. The camps will provide a place and opportunity for campers to play, discover, learn, and interact all while abiding by L.A. County guidelines. Campers will engage in food activities, science experiments, arts & crafts, individual sports, dance, and more! Lunch and snacks will not be provided. Participants must bring their own lunch, snacks, and drinks.

L.A County Offers Free Delivery Service for Older Adults
The Los Angeles County Workforce Development Aging and Community Services (WDACS) is offering a free delivery program for older adults and individuals with disabilities. This Countywide program, called Critical Delivery Service, delivers groceries, household items, and other vital necessities to individuals who are unable to leave their homes due to the COVID-19 pandemic. Items may be delivered 24 hours a day, 7 days a week, at no cost to the client. Items must be pre-paid and ready for pickup. Deliveries may be scheduled by calling 1-888-863-7411 between 8:00 a.m. and 5:00 p.m., Monday through Friday.

CSP Offering Park Space for Rent for Fitness Classes & Activities
With LA County allowing fitness facilities to re-open for outdoor operations, Community Services & Parks is making outdoor park facilities available again for rent in an effort to help gyms and businesses that offer fitness classes and activities in Glendale who are no longer able to operate their business indoors. Space is available for rent at the Adult Recreation Center, Glendale Sports Complex, Maple Park, Pacific Park, and Sparr Heights Community Center. Multiple locations are available at most sites. No heavy equipment is allowed.
The policy is available online on the Community Services & Parks homepage for more information on facilities available, type of fitness classes/activities allowed, fees, and insurance requirements.
To rent a facility, a business should complete a Fitness Center Reservation Form and contact the CSP Customer Services Office at (818) 548-2184 or the facility representative; contact information is available in the policy Appendix. The fees may be waived for businesses that have a current lease/mortgage in Glendale. Staff fees may be applicable and will not be waived. Contact staff for more information.

Rectangular Rapid Flashing Beacons (RRFB) At Various Locations Project
The Public Works Department has completed the Rectangular Rapid Flashing Beacons (RRFB) At Various Locations Project. This project involved the installation of RRFBs and underground supporting infrastructure at various locations throughout Glendale and addressed uncontrolled pedestrian crossing by implementing a variety of safety improvements including crosswalk visibility enhancements and RRFBs. Uncontrolled pedestrian crossing locations occur where sidewalks or designated walkways intersect a roadway at a location where no traffic control (traffic signal or STOP sign) is present. Research indicates RRFBs can result in motorist yielding rates as high as 98% at marked crosswalks. The project was partially funded by Federal Highway Safety Improvement Program Funds, an initiative that invests in local infrastructure. The construction of the project began on September 8, 2020 and was completed by the end of February 2021.

Thank You for Recycling Your Christmas Trees!
Glendale residents recycled over 5,000 Christmas trees this holiday season, which kept these trees out of the landfill. Uncollected trees will still be collected by staff if they are left out next to your garbage and recycling collection containers. If you have any questions, please call the Integrated Waste Management Division at (818) 548-3916.

Upcoming Residential Cart Replacement Project
Be on the lookout for new garbage carts in your area. All trash containers will include a black (or gray) top for trash, a blue top for recycling and a green top for yard trimmings (soon to become organics).

Visit the Glendale Recycling Center!
The City of Glendale's Recycling Center is the central processing facility for materials collected through the City's Recycling Program. Sorting lines separate the recyclables at this Materials Recovery Facility (MRF) to create bales of cardboard, aluminum, and other materials. Companies then buy these bales to make new products. Glendale’s Recycling Center is operated by the Allan Company.
The Recycling Center pays cash for the following:
- CRV Items (i.e. Glass/Plastic Bottles and Tin/Bi-Metal Cans)
- Scrap Metal - Aluminum, Copper & Stainless Steel
- Newspaper
- Cardboard

Reduce Waste, Reuse Materials and Maximize Recycling!
There are many steps you can take to maximize recycling!
Reduce: Purchase in bulk, plan your meals ahead of time, research proper storage of food, go paperless and request electronic billing.
Reuse: Avoid single-use items by purchasing reusable tote bags, water bottles, mugs, straws, utensils, and more. Reuse plastic and glass containers, donate used materials (www.earth911.com), and shop at thrift and second-hand stores.
Recycle: Recycle your glass jars and bottles, plastic bottles, aluminum/tin/metal cans, beverage cartons, paper and cardboard.
Be safe before you toss! Properly recycle hazardous material, such as, batteries, bulbs, electronics, paint, medication, and other items. The City’s Environmental Management Center (780 Flower St., 818-548-4030, www.GlendaleCa.gov/fire) accepts your local hazardous waste. City of Los Angeles S.A.F.E Centers (1-800-773-2489, www.lacitysan.org) also take hazardous material.

Glendale Library, Arts & Culture is pleased to announce that March is Maker Month! Though we are celebrating virtually this year, you will have a chance to explore, learn, and have fun with numerous maker activities. Join workshops, watch exclusive maker interviews, and explore making resources from coding and music mixing, to painting and sewing.
