Water Pressure in the City of Fullerton
There are many different factors that can affect the amount of water pressure at a resident’s point of use. The City of Fullerton uses water wells, booster pumps, reservoir tanks, and imported water connections to provide adequate water pressure to meet and exceed the minimum water system pressure requirement set forth by Title 22 of the California Code of Regulations. Below are the most common reasons that your water pressure might be different than your previous residence.
Pressure Zones – The City of Fullerton is divided into several different pressure zones. Pressure zones are used to maintain adequate pressure throughout the distribution system. So, if you lived in pressure zone 1 and moved to pressure zone 2, you would see a difference in your water pressure.
Elevation – Whenever possible, water storage tanks (reservoirs) are located at a higher elevation than the area it serves so water can flow by gravity. Homes at the lowest elevation from the reservoir will have higher pressure than those nearest the reservoir.
Internal plumbing – Internal plumbing can also affect the pressure within your home. Older galvanized plumbing can become corroded and limit the flow of water into your home. Also, water softeners that have not been properly maintained can become clogged with debris and restrict your water flow into your home.

FAQ – Overnight and Street Sweeping Parking Citations
When was the Overnight Parking Ordinance enacted?
A: The restriction on overnight parking ordinance (section 8.44.080) was enacted in the 1970s to reduce the opportunity for vehicle-related crimes, enhance neighborhood aesthetics, allow for efficient street sweeping, and improve access for emergency, utility, or road repair vehicles.
When was the Street Sweeping Ordinance enacted?
A: The ordinance (section 8.33.220) was enacted in the 1980s to allow roads to be cleared of debris that would eventually make its way into the stormwater system.
What day of the week is my street swept?
A Map of Street Sweeping can be found on the City of Fullerton website.
Why have parking tickets increased recently?
A: Although the overnight and street sweeping ordinances have been in place for several years, the City’s enforcement efforts over the past several years have been limited due to reduced staffing levels. To address this issue, in 2019, the City of Fullerton contracted with SP+ to perform parking enforcement for overnight parking, street sweeping, and downtown parking. The first phase consisted of one parking enforcement contractor to ensure that collected revenues would cover contractor costs. Once financial feasibility was established, the initial plan increased parking enforcement staff from one to three contractors. However, due to the COVID-19 pandemic, the City suspended parking enforcement as stay at home orders were implemented by the State.
Enforcement activities subsequently resumed again on April 5, 2021, with one staff member. The public was made aware of resumed enforcement via the City’s social media pages, website, Community Newsletter, City Council meetings.
In the near term, with the implementation of new street sweeping signs, parking enforcement staffing will increase from one to three persons.
Why are there new street sweeping signs going up in my neighborhood?
A: The City is required to have regular street sweeping as part of its stormwater program. The street sweeping program helps clean our streets by removing brake dust, litter, and debris before these contaminants enter our storm drains and ultimately travel to our beaches and ocean. When cars are parked in the street sweeper path, the cleaning is much less effective. To notify Fullerton residents and businesses when street sweeping occurs in their area, the City Council adopted Resolution No. 2019-50, authorizing the Public Works Department to post street sweeping signs city-wide. The signs indicate the street sweeping schedule and are often posted at the entrances of neighborhoods. While the City will be mailing information in areas with new signs, please note that installing new street signs themselves sends a notification that increased enforcement will begin in the area. Once signage is posted, there will be a two-week grace period with warning citations issued during that time.
I have a question about the street sweeping schedule and signs in my neighborhood. Who can I contact?
A: Please contact the Public Works Maintenance Division at maintenance@cityoffullerton.com or by calling 714-738-6897.
I have a question about parking enforcement. How can I get more information?
A: Please visit Fullerton Police Department Parking Citation page at: https://www.cityoffullerton.com/government/departments/police/how-do-i-pages/parking-citations?locale=en
Water Conservation Update
On August 17, 2021, the Metropolitan Water District's Board of Directors declared a Water Supply Alert. This means the Metropolitan Water District (MWD) asks all the consumers and businesses in their service area to reduce water use. Reducing water use would help preserve Southern California's storage reserves and prevent future mandatory drought restrictions.
As a member agency of MWD, it is our responsibility to do our part and try to conserve. For residents that would like to help reduce their water use, there are some helpful tips below.
- Adjust your irrigation: Inspect your irrigation timer and see what time of day you are watering and for how long your water cycles run. Make sure you avoid watering during the heat of the day and do not water between 9 am and 6 pm. Adjust your sprinklers to run for 5 minutes or less.
- Fix any leaks: Fix any leaks in your home's plumbing or irrigation lines. Toilet flappers are prone to leaking and should be replaced every three to five years. A leaking faucet that drips one drop per second can waste 250 gallons per month.
- Wash full loads: Wash full loads of laundry in the washing machine and full loads of dishes in the dishwasher. By washing full loads, you are ensuring the machine is running at its optimal efficiency.
-
Apply for rebates: In partnership with MWD, there are regional rebates for City of Fullerton residents that you can apply for. These rebates include smart sprinkler timers, water-efficient sprinkler heads, flow monitoring devices, and high-efficiency toilets. Visit socalwatersmart.com for more details.
If you have questions about rebates or want additional information on how to conserve, please call the Water Help Line at (714) 738-6744.
