More Than 900 Affordable Housing Units Breaking Ground in Fremont This Fall
Six new developments advance the City’s commitment to expand affordable housing options as outlined in Fremont’s Housing Element
FREMONT, Calif. – Oct. 19, 2026 – The City of Fremont announced today that six new housing developments are breaking ground this fall in Centerville, Irvington, Warm Springs, and Fremont’s Downtown, where future residents will benefit from years of strategic planning that have helped shape the vibrant, walkable, and thriving city center. These projects are a significant milestone that advance the City's housing goals and reflect continued confidence in Fremont's future.
Together, these developments will deliver 918 new units for low-income households, adding to the more than 560 affordable units that opened in Fremont in 2025. Fremont ranked second in Alameda County last year for the number of affordable housing units completed, highlighting the City’s ongoing commitment to expanding housing options for the community. With these new developments now underway, Fremont continues to build on that momentum.
The six upcoming developments—Arbor View, Canvas Apartments, Capital at City Center, Centerville Plaza Apartments, Fremont Warm Springs, and Thornton & Post—advance the goals of Fremont’s 2023-2031 Housing Element. Under the state’s Regional Housing Needs Allocation (RHNA), Fremont has committed to the goal of creating more than 7,000 affordable housing units by 2031.
“These six affordable housing developments show what’s possible when the City works toward meeting the ambitious goals outlined in our Housing Element. We’ve streamlined our internal processes to work more efficiently—not only meeting the state’s required post-entitlement permit timeline but reducing it by half, allowing us to better support the development of affordable housing for our most vulnerable community members," said Fremont Mayor Raj Salwan.
The new developments will provide rental units for households earning between 20% and 80% of the area median income. Funding for the developments comes from a mix of sources, including tax-exempt and taxable bond proceeds, low-income housing tax credit equity, and state and/or federal funds. Each development has a distinct funding structure. The City is proud to have provided financial support for four of the six developments—an important investment in expanding access to affordable housing. Recognizing the link between housing affordability and addressing homelessness, the City is also prioritizing the expansion of affordable housing as a key component of its Homelessness Response Plan, adopted in 2024.
