Caltrans is scheduled to fully close SR-84 at the Arroyo de la Laguna Bridge in Sunol from 6:00 pm Saturday, September 26, through 8:00 am Sunday, September 27, as crews install six precast concrete girders for the new bridge. Crews will use a crane to lift and place six precast concrete girders that will form the structural support for the new bridge deck. A full closure is necessary to provide crews with a safe work area for the crane operation and girder installation. Motorists traveling through Sunol should expect delays and allow additional travel time. Please follow all posted signs and directions from crews in the area.
For more information, view the project website with closure schedule and planned detours.
Last week, the Governor signed budget trailer bill, AB 113, which included a one-time $3 million allocation from our state legislators, Assemblymember Alex Lee and former Senator Dr. Aisha Wahab to help extend the City’s Winter Relief Program from five months to twelve. This is a significant funding award, and a demonstration of the City’s commitment to addressing one of the City Council’s highest priorities.
This funding will enhance the City’s ability to meet local shelter needs, promote safety, and provide a more supportive environment for all residents.
Over the last two years and in alignment with the City’s Homelessness Response Plan, the Winter Relief Program has been leveraged to responsibly address two of Fremont’s largest homeless encampments, Vallejo Mill and Isherwood. Each year, the Winter Relief Program relies on a combination of funding sources and has previously only funded a partial year program. This new funding will help the City once again fully resolve one or more of the community’s largest encampments.
The City has long advocated for additional funding from county, state, and federal agencies for increased shelter capacity to further address homelessness in the community. We are deeply appreciative of the support from our state representatives and hopeful that future Measure W funding will provide a sustainable source of funding for an ongoing year-round transitional shelter program aligned with Alameda County’s Home Together Plan.

Bloom Energy has acquired a 158,000 square-foot facility on Encyclopedia Circle, doubling the company's footprint in Fremont. This underscores both the company’s leading role as an alternative power solution for the region’s advanced manufacturing economy and Fremont’s position at the center of Silicon Valley’s industrial real estate market activity. The project will add hundreds of advanced manufacturing jobs as Bloom works to meet the technology sector's demand for faster, cleaner, on site power generation. This news follows other major investments in Fremont, including Wislab’s recent $120 million purchase of 3 industrial buildings on Warm Springs Blvd.
Fremont continues to be the hub where companies like Bloom Energy can thrive, supported by the City's technical expertise across Planning, Building, Fire, Engineering, and Economic Development. As data infrastructure, semiconductor, robotics, and AI firms compete for industrial space, Fremont has maintained its status as the region’s advanced manufacturing leader, capturing about three quarters of Silicon Valley’s commercial real estate leasing activity last year. Bloom’s expansion will eventually support 5 gigawatts of clean power and we're proud to see the company deepen its roots here as they fuel the future of American manufacturing.
As artificial intelligence, cloud computing, and digital services continue to grow, data centers are playing an increasingly important role in the technology industry. Data centers are secure facilities that house computer servers and networking equipment used to store, process, and manage large amounts of data. They can range from small facilities that support internet connectivity to massive, energy-intensive campuses built to support cloud computing and artificial intelligence.
Data centers are permitted in Fremont’s industrial zones, but any proposed facility must undergo extensive environmental, infrastructure, utility, and City reviews before construction can begin. Projects with significant utility needs may also be subject to additional review and reporting requirements under California state laws taking effect January 1, 2027. These requirements will address potential impacts related to power, water, and other resources.
Fremont currently has one data center, operated by Hurricane Electric. Unlike the large-scale AI data centers receiving national attention, Hurricane Electric is a longstanding, locally-owned facility that provides colocation services and serves as a connection point for broadband fiber and internet service providers. Its infrastructure helps support internet connectivity for residents and businesses, including the City’s Access Fremont public Wi-Fi program.
There are currently no proposed new data centers in Fremont. While data center development is expanding rapidly in other parts of the country, Fremont’s industrial market is highly competitive, with strong demand from advanced manufacturing, semiconductor, robotics, and other technology companies. These industries are also helping position Fremont to benefit from the broader growth of artificial intelligence and its supporting technologies.

Free Buses to Move Riders Between These Stations
BART crews will be in the trackway near Fremont Station this weekend, September 26-27, to replace an interlocking, which is a critical portion of the system that allows trains to safely move from one route to another. To ensure a safe workspace for their team, there will be no train service between Union City and Warm Springs/South Fremont on Saturday, September 26 and Sunday, September 27. Free buses provided by AC Transit will move riders between Union City, Fremont, and Warm Springs/South Fremont stations. Riders can expect delays ranging from 30 to 40 minutes through the area during this shutdown weekend.
Read the BART Service Advisory for complete details and/or go to the BART Trip Planner, which has been updated to reflect the schedule changes on the work weekends.
