Happy Hispanic Heritage Month! We’re honored to display the Hispanic Heritage Month flag outside City Hall from September 15 through October 15. The Fremont City Council adopted a ceremonial flag policy to commemorate special observances. The policy sets clear criteria for selecting ceremonial flags and establishes a yearly rotation of observances. For more information and to view the flag raising schedule, please visit view our ceremonial flags webpage.

Did you miss this week’s City Council Meeting? Catch up on the webcast for updates or view the agenda.
At the May 5, 2026, City Council meeting, Councilmember Desrie Campbell submitted a referral to the City Council to direct staff to develop a policy and implementation plan to prohibit the use of City-owned or City-controlled real properties for federal civil immigration enforcement activity. Subsequently, on September 15, 2026, the City Council adopted a resolution responsive to the May 5th referral. The resolution became effective and enforceable immediately upon adoption and included the following features:
- A prohibition of City-owned or City-controlled real property being used as a staging area, processing location, or operations base for federal civil immigration enforcement;
- A prohibition of City departments, agencies, officers, or employees giving consent for federal officials to use City-owned or City-controlled real property for federal civil immigration enforcement;
- A requirement for City staff to develop procedures necessary to implement the policy, including that any City employee who becomes aware of the attempted or actual use of City-owned or City-controlled real property for federal civil immigration enforcement shall immediately report this to their supervisor;
- A requirement for City staff to develop and make available to the public “know your rights” materials; and
- A requirement to establish clear signage, and where appropriate, physical barriers to limit access to City-owned or City-controlled real property consistent with the resolution.
The staff report and resolution is available in the City’s agenda center.
The Cabrillo Shopping Center owners at 4673 Thornton Avenue have been working toward cleanup of the site, demolition of the building, and development of a portion of the property. Earlier this month, the site was cleared of vehicles. At this time, we’re happy to report that this progress is continuing forward into a new phase with the issuance of the demolition permit for the structures onsite on Tuesday, September 15, 2026. City staff will be monitoring the property on a regular basis to ensure the owner is a good neighbor while the site is converted to a beneficial use.

Beginning Monday, September 21, the playgrounds at Dusterberry Neighborhood Park will be temporarily closed to undergo surfacing seal-coating work. During this period, the playgrounds will be closed one at a time, allowing for a playground to remain open and accessible to the public. The anticipated reopening date for all play areas is September 29, 2026. Each affected area will remain closed to the public until work is complete and it is safe to reopen.
We apologize for any inconvenience caused by this closure and appreciate your understanding and patience as we work to improve the park facilities.
