This milestone was made possible thanks to a $2.45 million Organized Retail Theft Prevention grant awarded by the Board of State and Community Corrections (BSCC) and the support of City Council, City leadership, and our community.

Let’s celebrate what keeps Fremont built to last! May is Building Safety Month, an annual global campaign led by the International Code Council (ICC). This campaign is dedicated to raising awareness about the importance of building safety.
Fremont proudly supports Building Safety Month, recognizing that up-to-date building codes help safeguard our community. Our dedicated Building and Safety Division works to implement and enforce these codes for homes, workplaces, businesses, and public spaces.
This year’s theme for Building Safety Month is “Built to Last,” which reminds us that long-term safety is rooted in strong building practices—whether at home, through the work of skilled professionals, or through building codes designed to withstand disasters and support accessibility for everyone.
To celebrate and learn more, visit the Building Safety Month website. While you’re there, be sure to check out ICC’s building-themed LEGO® set giveaway for a chance to win!
To help support the Bay Area’s clean air and climate goals, the Bay Area Air District (Air District) has updated its rules for the sale and installation of water heaters and furnaces for property owners and businesses.
The updated rules phase out the sale and installation of gas-powered water heaters and furnaces that emit nitrogen oxides (NOx), a pollutant closely linked to respiratory illnesses like asthma. The updated rules apply only to new purchases and installations. Property owners and businesses will not be required to remove or replace current, functioning equipment.
The phase-out will happen gradually over the next several years:
- Starting January 1, 2027: No further sales or installations of gas-powered residential water heaters.
- Starting January 1, 2029: No further sales or installations of gas-powered residential and commercial furnaces.
- Starting January 1, 2031: No further sales or installations of gas-powered large commercial and multifamily water heaters.
Once these dates arrive, Bay Area retailers and contractors will no longer be permitted to sell or install gas-powered versions of these appliances and local cities cannot allow them with permits. If an existing gas water heater or furnace fails after these dates, it must be replaced with a compliant, zero-emission electric water heater or furnace. Electric heat pump equipment is the most energy efficient compliant equipment.
The Air District recognizes that some property owners and businesses may face challenges transitioning to electric equipment. Current and upcoming assistance includes:
- Existing Funding: Rebates and incentives for compliant electric equipment are available now at The Switch is On.
- Future Funding: The Air District plans to release additional financial support, with an emphasis on helping low-income households.
- Current Exemption: Mobile homes are currently exempt.
- Possible Future Exemptions: The Air District is considering exemptions for situations involving income limitations, electrical or structural barriers, emergency appliance replacements, and high-capacity industrial needs.
The Air District is currently considering additional amendments to the rules, and the public is invited to provide input at their Board Meeting scheduled for Wednesday, May 6, 2026. Specific details on how to participate will be included in the meeting agenda, which will be posted soon on the Air District’s Board Agendas and Minutes webpage.
As the phase-out gets closer, more information will be made available on the Air District’s Building Appliances webpage. The City will continue to share information as well.
The Bay Area is among the first to adopt these standards, but similar policies are being considered across California. The California Air Resources Board (CARB) is developing similar rulemaking that, if passed, would cover the entire state.
