Happy Arab American Heritage Month! We’re honored to display the Arab American Heritage Month flag outside City Hall from April 1-30, 2026.
The Fremont City Council adopted a ceremonial flag policy to commemorate special observances. The policy sets clear criteria for selecting ceremonial flags and establishes a yearly rotation of observances. For more information and to view the flag raising schedule, please visit our website.

Recap from Charter Advisory Committee Meeting #2 held on Monday, March 30, 2026
The City of Fremont’s (City) Charter Advisory Committee (CAC) held its second meeting on Monday, March 30, 2026, at 5:00 pm. The City staff provided a presentation, covering the following topics:
- Recap of Committee Roles, Expectations, and Prior Meeting
- Overview of Governance Models
- City Governance Comparison Data
Following the presentation, the CAC received public comments from attendees and then committee members began deliberating on the topic of city governance models. The meeting was extended by 30 minutes to allow additional discussion, and the topic of city governance models will resume at the April 6th meeting.
As a general reminder, the charter work plan adopted by the City Council at its March 3, 2026, meeting includes the following topics:

Government structure: Form of government, council authority, meeting structure, and council voting.

Executive roles: Executive authority and appointment/hiring authority.

Council compensation and office support: Council salary, staffing options, and budget consideration.

Term Limits: Council term limits and mayor term limits.

A new interim housing program, Natalie’s Place, is opening this June in Fremont. The program will be located at the former Motel 6 at 46101 Research Avenue in the Warm Springs area.
Operated by Cardea Health in partnership with Abode Services and Alameda County, Natalie’s Place will provide 150 units of interim housing, on-site medical care, and supportive services to individuals experiencing homelessness who have acute or ongoing medical needs. The program will help residents stabilize, recover, and work toward securing permanent housing. Once open, it will double Fremont’s current shelter capacity, significantly expanding support for the community’s most vulnerable residents.
Funded through Measure W—a voter‑approved Alameda County initiative aimed at addressing homelessness through housing, healthcare, and supportive services—Natalie’s Place comes at a pivotal time for Fremont. Its opening represents a significant step forward as the City continues to prioritize homelessness response efforts. On March 10, 2026, the Fremont City Council adopted a Shelter Crisis Declaration, expanding the City’s ability to quickly establish emergency housing for those experiencing homelessness. This declaration helped facilitate the addition of Natalie’s Place to Fremont’s system of care.
The City is working closely with Cardea Health, Abode Services, and Alameda County to ensure Natalie’s Place becomes a safe, supportive environment for those most in need.
To help community members learn more about Natalie’s Place, Cardea Health will host a Town Hall Meeting at the Warm Springs Community Center on Tuesday, April 28, 2026. The meeting will include information about Cardea Health’s successful sites elsewhere in Alameda County, as well as details about operations, management, security, and the supportive services planned for Natalie’s Place.

Starting July 1, 2026, the City of Fremont’s minimum wage will increase to $18.05 per hour. Employers are required to pay at least the minimum wage for all hours worked to hourly employees who perform work within the geographic boundaries of the City of Fremont. Employers are also required to post the official City of Fremont Wage Bulletin in the top five languages spoken in the city in a conspicuous place at each work site. The Official Bulletins, including translated versions, are available for download on the City’s Minimum Wage webpage. To avoid a reduction in the valuable services they provide to the community, the minimum wage ordinance exempts employees of non-profit corporations. Questions can be directed to minwage@fremont.gov.
Fremont convenes partners to advance coordinated opioid prevention, response, and community support efforts.
In February 2026, the Human Services Department convened the Community Opioid Impact Collaborative, bringing together cross-sector partners across the Tri-City region. The convening highlighted regional overdose trends and City- and partner-led efforts, supported in part by opioid settlement funding, including harm reduction, youth prevention, and community education. Participants identified system gaps and reinforced the need for coordinated collaboration to address substance use and overdose. Next steps include strengthening cross-sector coordination, advancing data-informed strategies, and continuing collaborative engagement to support community-wide prevention and response efforts.

 Showcase Your Printmaking Art!
The City of Fremont’s Olive Hyde Art Gallery is now accepting entries for Matrix: A Printmaking Exhibition! In printmaking, a “matrix” is the surface used to hold ink and transfer an image onto materials like paper or fabric. This exhibition will highlight a variety of matrices, each featuring unique designs and techniques from participating artists. The exhibition will take place from June 11 to August 1, 2026.
All printmakers are encouraged to submit your printmaking artwork via email by Saturday, April 25 2026!
