If you are a property owner who has an unpermitted Accessory Dwelling Unit (ADU) or Junior Accessory Dwelling Unit (JADU), legalizing it is the best way to protect your investment. A permitted ADU/JADU ensures the space is safe to live in, adds value to the property, and provides peace of mind knowing it meets current legal and safety standards.
The City offers an ADU Amnesty Program to help property owners legalize their unpermitted units. A property owner with an unpermitted ADU or JADU built before January 1, 2020, may qualify for a special permitting process under this program. The program complies with state law—California Assembly Bill (AB) 2533.
By participating in the program and legalizing their ADU/JADU, property owners can avoid potential code enforcement actions such as fines, penalties, or orders to remove the structure. For units with violations that do not pose immediate health or safety risks, the program provides up to five years without penalty to 1) complete the required improvements, 2) bring the unit into full compliance, and 3) apply for a building permit.
