Fremont continues to take significant steps to address homelessness. On March 10, the Fremont City Council unanimously adopted a Shelter Crisis Declaration to expand the City’s ability to quickly establish emergency housing for those experiencing homelessness. The declaration is effective immediately and directly aligns with findings from the City’s newly released community survey, which identified homelessness as a primary concern among community members.
In the short term, the Shelter Crisis Declaration will help:
- facilitate the development of a 150-unit emergency shelter for medically frail and older adults at the Motel 6 site in South Fremont, doubling Fremont’s current shelter inventory
- strengthen Fremont’s eligibility for Alameda County Measure W funding
- align Fremont with statewide efforts to address urgent shelter needs.
The declaration will remain in effect until January 1, 2036, which aligns with the timeline for the State of California’s shelter crisis declaration. Annual progress reports on homelessness solutions will be shared with the City Council and the State. The declaration may end at any time through a majority vote of the City Council.
Other local jurisdictions have declared a shelter crisis, including Alameda County, Oakland, Hayward, Berkeley, and San Jose.
March 20 Special Council Meeting at 5:00 pm
A Special City Council Meeting will be held on Friday, March 20, 2026, at 5:00 pm at City Hall, 3300 Capitol Ave. During this Special City Council meeting, seven Charter Advisory Committee members will be appointed by the Mayor and ratified by the City Council

On February 17, 2026, the Fremont City Council initiated the process for proposing a new City Charter to be completed in time to be placed on the ballot for consideration by Fremont voters in November 2026. To achieve this outcome, City Council is moving forward with a City Council-proposed Charter, with structured input provided by a 7‑member, Mayor-appointed Charter Advisory Committee.
On March 4, 2026, Fremont’s Mayor began accepting applications from individuals wishing to participate on the Charter Advisory Committee. During a Special City Council meeting on March 20, 2026, seven committee members will be appointed by the Mayor and ratified by the City Council.
In compliance with the Brown Act, the Committee will meet during noticed public meetings to complete its work and provide recommendations to the City Council. The Charter Advisory Committee will meet every Monday from March 23, 2026, through April 27, 2026, at 5:00 pm. Meetings will take place in the City Council Chambers, located at 3300 Capitol Ave., Building A.
Prior to making recommendations for a proposed Charter, the Committee will review the Charter formation process, the City’s existing government structure and operations and research best practices on key issues and potential topics that may be addressed by a Charter. The City Council has identified several priorities including:
- Governance models
- Hiring authority
- Meeting structures
- Principles of accountability, transparency, and non-interference
- Term limits options
- Council compensation considerations
- City Council staffing options
It is anticipated that some or all of the recommendations by the Committee may require legal and fiscal analysis. Upon finalizing its recommendations, the City Attorney will oversee the drafting of the proposed Charter document, which will be presented to City Council for consideration at a minimum of two public hearings and a third meeting for a final vote of the Council prior to it being placed on the ballot by August 7, 2026.

The City of Fremont’s Spring Break Camps return next week with more engaging programs designed to keep kids active, social, and inspired during spring break. Geared toward youth ages 5–16, these camps offer opportunities for children to explore their interests, discover new hobbies, and make new friends.
Both half-day and full-day camps are available, with select programs offering Extended Care to support your family’s schedule.

This year, the City of Fremont, City of Newark, and Republic Services are replacing the single-day Compost Giveaway with scheduled deliveries to participating households. Starting this Monday, March 16 at 9:00 a.m., single-family households can visit fremont.gov/compostgiveaway to register for two free bags of compost delivered directly to their home.
This opportunity is only available for single-family homes/households in Fremont and Newark that receive individual service from Republic Services and have their own set of carts.
Supplies are limited and will be distributed on a first-come, first-served basis. Registration will remain open until Tuesday, March 31, 2026, or until registration spots are filled.
For the first 4,000 households who successfully register, Republic Services will deliver two free bags of compost to their home between April 27 and May 8, 2026.
The Alameda Countywide Clean Water Program is now accepting applications for its 2026 Community Stewardship Grants, offering up to $6,000 per project to support community-based initiatives that prevent stormwater pollution and promote the health of local watersheds. Stormwater pollution happens when rainwater washes litter, motor oil, pet waste and other contaminants from streets into storm drains that flow directly to creeks, wetlands and the San Francisco Bay.
Projects must be implemented within Alameda County, and the application deadline is Monday, May 4.
Eligible applicants include teachers and student groups, youth organizations, community and environmental groups, homeowner associations and nonprofit organizations. Proposed activities can range from litter cleanups, creek restoration and wildlife habitat enhancement projects, art and multimedia projects, community outreach events, and more. Creative and innovative ideas wanted!
