Happy Women’s History Month! We’re honored to display the Women’s History Month flag outside City Hall from March 2-31.
On February 17, 2026, the Fremont City Council initiated the process for proposing a new City Charter to be completed in time to be placed on the ballot for consideration by Fremont voters in November 2026. To achieve this outcome, City Council is moving forward with a City Council-proposed Charter, with structured input provided by a 7‑member, Mayor-appointed Charter Advisory Committee.
On March 4, 2026, Fremont’s Mayor began accepting applications from individuals wishing to participate on the Charter Advisory Committee. During a Special City Council meeting on March 20, 2026, seven committee members will be appointed by the Mayor and ratified by the City Council. In compliance with the Brown Act, the Committee will meet during noticed public meetings to complete its work and provide recommendations to the City Council.
Prior to making recommendations for a proposed Charter, the Committee will review the Charter formation process, the City’s existing government structure and operations and research best practices on key issues and potential topics that may be addressed by a Charter. The City Council has identified several priorities including:
- Governance models
- Hiring authority
- Meeting structures
- Principles of accountability, transparency, and non-interference
- Term limits options
- Council compensation considerations
- City Council staffing options
It is anticipated that some or all of the recommendations by the Committee may require legal and fiscal analysis. Upon finalizing its recommendations, the City Attorney will oversee the drafting of the proposed Charter document, which will be presented to City Council for consideration at a minimum of two public hearings and a third meeting for a final vote of the Council prior to it being placed on the ballot by August 7, 2026.

Fremont Appoints Floyd Mitchell as Next Police Chief
The City of Fremont is excited to announce Floyd Mitchell as Fremont Police Department’s next Chief of Police. An Air Force veteran with over 30 years of experience in policing, Chief Mitchell has been continually recognized for his commitment to evidence-based, community-centered policing.
As we say goodbye and thank you to outgoing Interim Police Chief Sean Washington, we look forward to Chief Mitchell’s guidance as we continue to enhance Fremont’s public safety and make our City a safe place for all to call home. Learn more about Chief Mitchell.

The front lobby of the Fremont Police Department (2000 Stevenson Blvd.) will have modified hours during the week of Monday, March 23 through Friday, March 27, due to staff training.
On Monday, March 23, 2026, the front lobby of the Police Department will be closed, and the Records Unit will not be reachable via phone on this day.
On Tuesday, March 24, 2026, through Friday, March 27, 2026, the front lobby of the Police Department will open at 7:00 am and close at 4:30 pm. The Records Unit will only be reachable via phone during these hours.

Heads up, Fremont! This year, the City of Fremont, City of Newark, and Republic Services are trying a new concept for our annual Compost Giveaway. We have shifted the single-day pickup event to a scheduled delivery process, where compost is delivered directly to participating households. This high-quality compost is perfect for enriching soil and enhancing gardens and landscaping.
Online Registration Starts Monday, March 16
- Starting Monday, March 16, 2026, at 9 a.m., single-family households can visit our website to register for two free bags of compost delivered directly to their home.
- Supplies are limited and will be distributed on a first-come, first-served basis.
- Registration will remain open until Tuesday, March 31, 2026, or until registration spots are filled.
- Please note that this opportunity is only available for single-family homes.
For the first 4,000 households who successfully register, Republic Services will deliver two free bags of compost to their home between April 27 and May 8, 2026.
Keep Composting!
Remember to regularly compost yard trimmings, food scraps, and food-soiled paper items, like paper plates, cups, napkins, and paper towels. Placing these materials in the green cart greatly reduces the amount of waste sent to the landfill and helps reduce greenhouse gas emissions. Composting is a simple way to make a big difference for the environment!

The Fremont Police Department hosts a series of Coffee with a Cop events throughout the year. These events also include our Lemonade with a Cop, Pizza with a Cop, Ice Cream with a Cop, and other similar events. The event offers an informal and friendly setting for community members to meet and greet with members of the department. Community members in attendance can discuss public safety concerns, share neighborhood concerns or just get acquainted with our staff and each other. Participating staff include Community Engagement Staff, Command Staff, Patrol, and Investigations.

Right here in Fremont, the storm drains you see on our streets connect directly to local creeks, ponds, lakes, wetlands, and the Bay, without going to a treatment plant first. Many people don’t realize that whatever goes down the storm drain—or gutter as many say—can end up in our waterways. When rainfall flows into our drains, it carries pollution from our streets and sidewalks with it. Common waste like litter, car wash water, and pet waste can spoil Fremont’s natural beauty if we don’t keep it off streets and out of storm drains.
The wildlife living in our waterways depends on clean water to thrive. Since our storm drains lead directly to their habitats, keeping our streets and sidewalks clean is essential for their survival. Local species—including the steelhead and Chinook Salmon spotted in Alameda Creek in recent years, as well as egrets, ducks, red-legged frogs, and freshwater turtles—rely on us.
This is why the City of Fremont is partnering with the Alameda Countywide Clean Water Program and artist Joanna Sokua to encourage everyone to reduce pollution on our streets to protect our water. Learn more and pledge to take action. The first 200 pledges will receive a limited-edition tote bag!
