On February 17, 2026, the Fremont City Council approved a referral, submitted by Vice Mayor Zhang, to transform Fremont from a general law city to a charter city. Transitioning to charter city status requires voter approval and a structured process, including preparation of a proposed charter, public review, and placement of the measure on a ballot.
The stated goal of the referral is to “provide Fremont greater flexibility, stronger local control over municipal affairs, and the ability to modernize governance, streamline procurement, enhance project delivery, and tailor administrative and electoral systems to local needs.” The referral contemplated two options for placement on the ballot – either November 2026 or November 2028. Ultimately, in a 5-2 vote, City Council directed staff to move forward the option which reflects an accelerated schedule and placement on the ballot in November 2026. Drafting a city charter is authorized by the California state constitution, allowing cities to govern some municipal affairs independently. The process can be initiated either by the city council on its own motion or through the election of a charter commission by voters and requires a majority vote of the city's electorate. In this case, the City Council voted to retain full control of the development of the proposed charter, supported by structured input through a Mayor-appointed advisory committee.
The City Council will meet again on March 3, 2026, to adopt a resolution to establish a Mayor-appointed advisory committee to support the Council-Drafted process to place a proposed City Charter on the November 3, 2026 local ballot. It’s anticipated that City Council will accept applications to serve on the Advisory Committee following the adoption of the resolution. The City will continue to share information regarding this initiative for residents to stay up to date and get involved.

The City of Fremont is proud to offer the Fremont Cultural Arts Council (FCAC) Scholarship to qualifying Fremont families for select youth programs in theater, musical theater, dance, art, and cooking.
Scholarships will be awarded to participants who register for eligible programs and meet the scholarship requirements.
Applications and registration can be completed online and are first come, first served to eligible Fremont residents.

Join the Youth Advisory Commission (YAC) for a FREE interactive virtual session on Wednesday, March 4 at 6:00 pm. We will be breaking down what the Youth Commission is, how to apply, and what we look for in applicants who want to make real change citywide.
For students interested in applying, attending this session is a great way to express interest and learn more about the application process.
Get prepared and get involved! Join us for the Fire Department’s Spring 2026 Community Emergency Response Team (CERT) Basic Training. The training will take place:
- Sunday, March 8
- Saturday, March 14
- Sunday, March 15
- Sunday, March 22 (half-day)
CERT is a free, 20-hour training program for Fremont residents who are at least 18 years old. Learn how to prepare for and prevent emergencies at home, while developing hands-on disaster skills to help others. In a major disaster, such as an earthquake, CERT Volunteers organize into neighborhood-based teams and use their life-saving skills to help their neighbors and community.

Saturday, March 28, from 10:00 am to 2:00 pm at the Fremont Family Resource Center, 39155 Liberty St. Building ABCD in Fremont.
Appointments are required.
Free tax assistance will be provided by the City’s Volunteer Income Tax Assistance (VITA) program volunteers. Free tacos will be provided to people who file taxes with us.
The VITA program provides free tax assistance with federal and California returns to qualified low- to moderate-income individuals and families.
To qualify, you must meet these eligibility requirements:
- Individuals and families with annual income up to $69,000 or seniors 65+ with annual income up to $90,000
- Basic returns only
