As we close out 2025, we thank you for staying connected through The Fremont Connection newsletter and hope you enjoy our last issue of the year.
Please note that the City of Fremont will be implementing a Holiday Closure for many non-public safety City services from Wednesday, December 24, 2025, through Friday, January 2, 2026. During this time, construction and development services will be unavailable.
In the event a permit is needed during the holiday closure to preserve life or property (e.g., broken sewer pipe, house fire), community members will be able to contact the City via a dedicated email address listed on our website.
City offices participating in the closure will reopen on Monday, January 5, 2026. Police and Fire services will remain fully operational.
Wishing you a safe and joyful holiday season!

After 36 years of dedicated service to the City of Fremont, City Clerk Susan Gauthier will retire at the end of the year, leaving behind a legacy of excellence, expertise, and mentorship. Susan began her career with the City in 1990 as a Clerk I in the Mail Room and rose through the ranks to become City Clerk, earning her Certified Municipal Clerk designation and leading transformative initiatives such as the implementation of paperless systems like MinuteTraq and NetFile.
Her leadership was pivotal during the City’s first district-based elections and the City’s Housing Navigation Center discussions, which were the most attended City Council meetings in Fremont’s history. Susan’s commitment to professional development and public service has left an indelible mark on the Clerk’s office and the broader community.
The City of Fremont extends its heartfelt gratitude to Susan for her outstanding contributions and sends her best wishes for a fulfilling retirement. Alberto Quintanilla, current Management Analyst II in the City Manager’s Office and former Assistant City Clerk, will be promoted to City Clerk in January.

We’re happy to share that residents are beginning to move into Serra Apartments, just in time for the holidays! Located at 42000 Osgood Road, this vibrant new community was developed by St. Anton Communities and provides 177 rental units to low-income households.
The opening of Serra Apartments marks a significant milestone as the fifth affordable housing property to open in Fremont this year. Together, these five properties are delivering 567 new affordable units and expanding access to safe and stable homes for many in our community.
We aren’t stopping here! Fremont’s momentum continues with several more affordable housing projects currently in the early stages of pre-development. We look forward to building on this year’s success and expanding housing opportunities across Fremont in the years to come.
This holiday season, remember to compost your food scraps and expired leftovers. Yule love it!
Use Your Green Compost Cart
Toss all food scraps, expired leftovers, and food-soiled paper into your green compost cart—this includes vegetable peels, coffee grounds, and even meat and bones. This process creates compost, a valuable resource that helps grow healthy food and reduce greenhouse gases. For a reminder of what’s acceptable for your green cart, check out the City’s Composting Guide.
Use a Kitchen Compost Container
Start composting right from your kitchen countertop! Simply gather your compostable items in a kitchen bowl or countertop pail before tossing them into your green cart. Republic Services offers free kitchen compost pails! You can request one by completing this online form.
Host a "Green" Holiday Gathering
Make it easy for your guests to compost by placing your pail and/or your green cart out where everyone can see them. Whenever possible, opt for reusable plates, silverware, cups, and serving dishes. If reusables aren't an option, choose paper plates and certified compostable wooden utensils. These can be placed directly into your green cart.
By doing your part to reduce food waste, you are helping to create a healthier, more climate-ready Fremont this holiday season. Thanks for your continued commitment and keep up the great "green" work!
