In observance of Veterans Day, City of Fremont offices will be closed on Tuesday, November 11. The City thanks all those who have served and those who continue to serve our country.
Isherwood Park (located at Isherwood Way and Quarry Lakes Drive) is now temporarily closed through the winter for necessary improvements and maintenance. The goals of this work are to improve and protect the park’s waterway from environmental hazards, reduce fire risks, and restore park and trail access for all visitors. Planning for the temporary closure of the park began in mid-2025 and is a joint effort of the City of Fremont, the City of Union City, the Alameda County Water District, and East Bay Regional Parks.
As part of the park closure, the City of Fremont and the City of Union City are providing relocation support to everyone currently residing in Isherwood Park, working closely with partnering nonprofit service providers. The park closure is being implemented in phases to ensure that everyone receives the relocation support they need before the park fully closes on November 14. These efforts are being conducted in accordance with the City’s standard municipal code, Section 12.20 Parks and Recreation Areas, which generally prohibits remaining in the park overnight.
A team of staff, service providers, and volunteers have been visiting Isherwood Park several times a week since May 2025 to conduct outreach and provide information. Everyone residing in the park is being offered transitional housing and shelter options in Fremont. These options include the City’s Housing Navigation Center (HNC) and Winter Relief Program. Typical stays in these programs span five to six months (sometimes longer) and include supportive, wrap-around services aimed at helping participants find stable housing. Services include nightly meals, enrollment in Alameda County’s Coordinated Entry System for access to affordable housing options, referrals to other supportive services, and pet care if needed. Approximately 40 individuals have been successfully connected to services and at this point, approximately half have transitioned to either the HNC or the Winter Relief Program.
The City has operated winter shelter programs for over 10 years, transitioning from a congregate overnight Warming Center at the Age Well Center to the current non-congregate Winter Relief Program utilizing motel rooms. In 2023, the City experimented by expanding the Winter Relief Program, through one-time funding sources, to humanely resolve the large, entrenched encampment at Vallejo Mill Historic Park. During that effort, 46% of participants transitioned out of the Winter Relief Program into housing, shelter, or the City’s Safe Parking Program. This was the highest success rate the City had experienced and has become a model the City is trying once again. The City expects to utilize approximately $650,000 of this year’s Winter Relief Program funding to support and stabilize the 40+ individuals residing at Isherwood Park.
The City understands that this closure may be challenging for those currently residing in the park and remains committed to providing relocation support, with the ultimate goal of helping to connect individuals with stable housing opportunities.

During the month of November, the City invites everyone to celebrate the diversity of our community and to recognize the importance of sharing our culture, customs, and traditions with those around us. A Native American Heritage Month flag is on display throughout November at City Hall, currently located within the Council Chambers.
On November 4, 2025, the President of the United States ordered all American Flags throughout the U.S. to half-staff through interment (unknown date) to honor Vice President Dick Cheney.
We expect to move the Native American Heritage Month flag outside to the City Hall flagpole once flags are returned to full staff.
The City is pleased to kick off the second phase of the Palm Avenue Community Park planning process. The primary goal of this phase is to narrow down three conceptual designs to ultimately develop a draft Master Plan that will be shared with the Fremont City Council for their approval in early 2026. We would like to thank all community members who previously provided input and we once again invite you to share your feedback on the concept plans.
Background: In late summer/early fall, the Community Services Department began a community engagement effort to help plan for the new 13-acre Palm Avenue Community Park. Phase 1 included a community survey which resulted in more than 1600 responses. The three concepts were developed based on feedback received at community meetings, the survey, Parks and Recreation Master Plan, City recreational needs, community requests and the recent Recreation Commission meeting.
Next Steps: Following the survey, due diligence will be conducted on proposed park amenities. A draft of the Master Plan, which is anticipated to include a combination of design features, amenities, and elements from the three conceptual plans, will be proposed to the Recreation Commission and then to City Council for consideration and adoption in the first quarter of 2026. During these meetings there will be more opportunities for public comment.
After City Council adoption of the Master Plan, an environmental review will begin, followed by the development of construction documents. The project is anticipated to start construction in 2027 with estimated opening in 2028.

CANCELLED: City Council Regular Meeting
The November 11, 2025, City Council Meeting has been cancelled due to the observance of Veterans Day.

The Central Park Large Dog Park will be closed starting November 17, 2025, for a synthetic turf replacement project and is estimated to reopen in early 2026. The project includes removing the current turf, preparing the ground to improve drainage, and installing new turf. These upgrades will enhance safety, comfort, and play conditions for our community’s dogs. The small dog park will remain open.

Work Shifting from Thornton Avenue to Fremont Boulevard
Construction of the Centerville Complete Streets project will be starting a new phase of work along Fremont Boulevard, as major work is concluding on Thornton Avenue. This $11.5 million grant-funded project started construction in May 2025 by building safety and sidewalk improvements in the vicinity of Thornton Middle School. The next phase of work includes pedestrian and bikeway improvements along Fremont Boulevard within the Centerville business district from Thornton Avenue to the Centerville Train Depot. The last phase of construction in Summer 2026 will rehabilitate the street pavement along both Fremont Boulevard and Thornton Avenue. Construction will be managed to minimize impacts to the businesses, school community, residents and commuters in the area.
